General Information The City of Portland, Texas (“City”) hereby issues this Request for Qualifications (“RFQ”) for qualified engineering and consulting firms to provide technical advisory services related to the development, evaluation, and oversight of a public-private partnership (P3) for a proposed brackish groundwater desalination plant.
The City seeks a professional team with demonstrated expertise in brackish groundwater production, reverse osmosis desalination, Texas water rights/regulatory processes, and P3 contractual oversight

The objective of this RFQ is to identify and award a contract to the most qualified firm. A copy of this RFQ can be obtained upon request from the office of the City Secretary or by emailing a request to annette.hall@portlandtx.gov. All documents and any subsequent addenda can also be downloaded from the City of Portland’s website at http://portlandtx.gov/bids.aspx by selecting the link(s) under “Related Documents.”
Respondents must submit four (4) copies of their submittal by 2:00 p.m. on Thursday, October 30, 2025. Any submittals received after this time and date will not be considered. The full address for proposal delivery is as follows:
