1. GENERAL INSTRUCTIONS FOR PROPOSERS:

1.2 Cooperative Use
Other governmental entities may piggyback on the award of this solicitation, assuming the award vendor is
amenable, and should contact Larimer County Purchasing for any necessary procurement documents. The
entity will deal directly with the award vendor concerning the placement of Purchase Orders, freight charges,
contracting and disputes, invoicing, and payment. Larimer County will not be held liable or responsible for any
liability, claims, costs, damages, demands, actions, losses, judgments or expenses incurred by the vendor or
any government entity relating to such use.

1.4 Payment:
Payment for work performed or goods sold to Larimer County can be expected within 30 days after receipt of
the invoice and satisfactory acceptance by the Department receiving the service or goods (unless otherwise
stated and agreed to by County).
1.5 Proposal Consideration:
Larimer County reserves the right to reject any and or all proposals, to further negotiate with any and/or all
qualified proposers and to waive informalities and irregularities in proposals received, and to accept any
portion of the proposal if deemed to be in the best interest of Larimer County to do so. If, in the sole judgment
of the Board of County Commissioners, the proposals are substantially equal, the Board may grant the contract
to companies located in Larimer County, however this is not applicable in the case that Federal funds are
used.
1.6 Proposal Preparation:
Proposers will not be compensated for generating, producing, or duplicating any proposal materials associated
with this RFP. Proposals must be furnished exclusive of any Federal, State, or Local taxes; Larimer County is
tax exempt.
1.7 Proposal Submission:
Proposers must be registered with BidNet in order to submit a proposal; registration is free. Larimer County
strongly recommends proposers register well in advance of the submittal deadline to ensure they have
adequate time to upload and submit their proposal.
It is the sole responsibility of the Proposer to ensure all required Proposal documents are submitted through
BidNet by the submission deadline. Proposals will be time-stamped by BidNet upon receipt; BidNet does not
allow for uploading or submitting Proposal documents after the Proposal submittals deadline has passed, so
allow adequate time to upload and submit your Proposal prior to the deadline. Larimer County will not accept

2. BACKGROUND:
Red Mountain Open Space (RMOS) was acquired by the Larimer County Department of Natural Resources
(DNR) in 2004. This 15,780-acre property is in northern Larimer County, east of Highway 287, and borders
Wyoming. RMOS was purchased as part of the ongoing Laramie Foothills Mountains to Plains project. This
initiative links mountain ecosystems to the high plains, providing critical wildlife habitat connectivity, as well as
preserving biodiversity. The City of Fort Collins holds a conservation easement on the property. Other than
recreation, ecological restoration, and agricultural improvements, no additional development is permitted.
Boxelder Creek originates in the Laramie Mountains north of the Colorado/Wyoming border, flowing southeast
through canyons before entering RMOS. It continues south through the open space for 4.5 miles, then flows
southeast through Larimer County, joining the Cache la Poudre River near the City of Fort Collins.
Prior to county purchase, the creek was realigned, channelized, and diverted into ditches to create an irrigated
hay field. This significantly modified approximately 1.5 miles of Boxelder Creek by altering its natural flow and
leaving the creek incised and disconnected from the former floodplain. A large earthen check dam that defines
the northern end of the project area was built in the 1980s along with a concrete, elevation-control structure as
the south end of the project area have also disrupted natural hydrology.
This project represents an opportunity to transform an approximate 1.5-mile stretch of Boxelder Creek into a
thriving ecological corridor. Conceptual plans emphasize conversion of hay field to beaver meadow habitat,
channel realignment, and irrigation diversion removal to reconnect tributaries to the creek. These steps will
lead to healthier wetlands, riparian areas, and native aquatic insects creating strong conditions for possible
species reintroduction in the future.
In 2025, LCDNR contracted with an environmental engineering firm to develop a conceptual restoration design
for Boxelder Creek and the surrounding area at RMOS. See Exhibit B - Conceptual Restoration Design.
3. PROJECT OVERVIEW:
Larimer County is seeking to contract with one (1) Architectural/Engineering firm (Consultant) to develop final
project designs, construction documents, required permitting, and other related services for improving the
Boxelder Creek system through a portion of Red Mountain Open Space, as set forth in the 2025 Habitat
Restoration at Red Mountain Open Space Concept Plan (Exhibit B)
The Consultant will provide development of final ecological restoration designs, construction documents, pre-
construction permitting, schematic design options, and other related services, as needed.
The primary objective is to improve habitat by removing irrigation diversions; considering wetland creation or
enhancement; channel realignment; converting hay fields to native vegetation; reconnecting floodplains;
restoring native upland vegetation; or other activities.
Red Mountain Open Space is in Larimer County, northeast of Livermore, CO (40.927857N. -105.18004W). For

The Colorado Water Conservation Board awarded Larimer County a Watershed Restoration & Recreation
Water Plan grant (Exhibit A - Grant Agreement Letter) to create the final design for a habitat and riparian
restoration project at Red Mountain Open Space.

4. QUALIFICATIONS:
Qualifications, at a minimum, include the following and should be documented explicitly in the Consultant's
proposal:
1. Consultant must have Architect(s)/Engineer(s) with current Colorado state license(s).
2. Consultant must have completed a river restoration project, similar in scale and scope to our project, within
the past five (5) years.
3. Consultant must have experience and successes using bio-stabilization techniques on a project of similar
size.
4. Consultant must have experience securing and keeping current regulatory permitting.
5. Consultant should have experience working with grant-funded projects.
5. SCOPE OF WORK:
The Consultant shall, at a minimum, provide, perform, and/or furnish the following:
1. Project Management and Meetings
The Consultant shall coordinate the work of the Consultant Project Team, document progress, provide
communication with the County Project Team, and present project results including the following work
items:
1.1. The Consultant's Project Manager shall be the primary point of contact and will coordinate the work
effort, resources, communications, document production, and billings on behalf of the Consultant.
1.2. The Consultant shall conduct a project kickoff meeting with the County Project Team, including a site
visit where work will be performed to thoroughly review existing conditions and site needs.
1.3. The Consultant will attend meetings with the County Project Team to discuss work tasks and solicit
input. Other key Consultant team members shall participate in-person or via teleconferencing as
necessary.
1.4. The Consultant shall attend, facilitate, and provide presentation materials for up to three (3) staff,
board and/or public meetings, and will assist in explaining/presenting the project and addressing
questions and concerns.
1.5. The Consultant shall propose a schedule for and facilitate/lead regularly scheduled meetings with
County Project Team.
1.6. The Consultant shall attend and contribute to all Technical Advisory Committee (TAC) meetings and
any additional meetings arranged by the County Project Team.
1.6.1. The TAC, which may include representatives from the Colorado Water Conservation Board City
of Fort Collins, Colorado Parks and Wildlife, and the Coalition for the Poudre River Watershed and
other stakeholders, will meet 1-2 times throughout the process to provide comments and
recommendations on draft and final construction plans, the maintenance and monitoring plan, and
other project tasks as necessary.
1.7. The Consultant shall work closely with the County Project Team, communicating regularly via email,
phone, during meetings, and at the project site.
1.8. The Consultant shall prepare time schedules for final design and construction documents.
1.9. The Consultant shall present draft and final construction drawings and design specifications.
1.10. The Consultant will provide the County Project Team 48-hour notice of any activities on the site in
order to allow the County, at their discretion, to the property for public safety and use.
1.11. The Consultant will be courteous and professional to the public and/or lessees if there are any
interactions on-site.
1.12. All public inquiries will be directed to the County Project Team.
2. SITE DESIGN AND CONSTRUCTION CONTRACT DOCUMENTS
The Consultant shall prepare a full and complete set of construction contract documents for the
project. The Consultant shall provide the following as part of this task:
2.1. Design Process
Develop plans and specifications for County Project Team to review and provide comments. At each
review step, the County Project Team will consolidate comments into one (1) package and forward to
Consultant for review.

2.2. Architectural/Engineering Design
Produce Architectural/Engineering plans for project. This process will require close coordination with
County Project Team.
2.3. Develop Pre-Construction Information
2.3.1. Develop a project timeline and schedule using information provided by the County.
2.3.2. Develop an itemized cost estimate.
2.3.3. Develop final construction drawings including, but not limited to:
2.3.3.1. General layouts
2.3.3.2. Tabulations
2.3.3.3. Plan view
2.3.3.4. Profile view
2.3.3.5. Cross sections

2.3.4.3. Structures (boulder toes, point bars, log habitat, log vanes, drop structures, etc.)
2.3.4.4. Erosion control
2.3.4.5. Vegetation specifications
2.4. Secure all necessary permitting and ensure regulatory compliance.
Utilizing the regulatory analysis and data already gathered, e.g., completed wetland delineation data
forms, etc. Confirm that the project design is compliant with Colorado Senate Bill 23-270. Additionally,
ensure that the project design, once implemented, will not require a water augmentation or
replacement plan and/or associated requirements.
3. PROJECT SUMMARY AND REPORT
Upon completion of work, the Consultant shall prepare final designs of the project.
3.1. Provide to Larimer County two (2) sets of documents of the completed project documented in PDF, MS
Word, Or similar format along with AutoCAD.
3.2. Conduct a post-meeting debriefing discussion with the County Project Team.
6. INSURANCE:
BEFORE submitting your company proposal, confirm with your insurance carrier that your company can meet
the insurance requirements published in the solicitation. Your company insurance coverages should be
correctly noted in the most current EOC. NOTE: All Larimer County contracts require that the Award Vendor
possess appropriate insurance at all times during the contract; these coverages are purchased at the
company's expense. The County's insurance requirements may necessitate a company adding or increasing
coverage/limits, and those changes may impact pricing for the proposed project. These costs must be included
in your pricing at the time of submission and will not be permitted to be added later.
6a. INSURANCE REQUIREMENTS:
Prior to commencement of any work, contractor/vendor shall provide a Certificate of Insurance issued to
Larimer County, 200 West Oak St., Suite 4000, Fort Collins, Colorado 80521 as the Certificate Holder. The
insurance required herein shall be procured and maintained in full force and effect for the duration of the
Contract or Agreement and shall be written for not less than the following amounts, or greater if required by
law. Such certificate shall be delivered to InsuranceCert@larimer.org.
1. Workers' Compensation and Employers' Liability (waiver available if no employees)

| other inquiries may be taken to determine the abilities of the Contractor. |
1.3. Waiver of Subrogation in favor of Larimer County
1.4. If the contractor/vendor is not required to carry Workers' Compensation coverage per Colorado
Workers' Compensation Act 8-40-202(2)(b) a signed Workers' Compensation waiver must be
provided.
2. Commercial General Liability on an Occurrence Form with minimum limits as follows:

2.3. Contractor/Vendor agrees that the insurance afforded the County is primary non-contributory.
3. Automobile Liability Insurance including coverage for all owned, non-owned, & hired autos. Limits to be

3.1. Bodily Injury & Property Damage Combined Single Limit $1,000,000
3.2. Lower limits may be accepted if automobiles are not used for transport in relation to goods/service
provided as outlined in agreement (i.e. only commuting to job site).
4. Professional Liability/Errors & Omissions $1,000,000
5. Minimum required limits set forth herein may be met by utilizing a combination of excess/umbrella policies
in conjunction with primary insurance policies if necessary.
6. General Liability and Automobile Liability insurance policies shall include Larimer County and its
elected and appointed officials and employees as additional insureds as their interests may appear.
7. The County reserves the right to reject any insurer it deems not financially acceptable by insurance
industry standards. Insurance Companies shall be licensed to do business in the State of Colorado and
shall have an AM Best rating of not less than A- VII.
8. Notice of Cancellation: Each insurance policy required by the insurance provision of this Contract or
Agreement shall provide the required coverage and shall not be suspended, voided, or canceled. Should
any of the required policies be cancelled before the expiration date, notice shall be delivered to Larimer
County, 200 West Oak St. Suite 4000, Fort Collins, CO 80521 or InsuranceCert@larimer.org.
9. Subcontractors: If subcontractors are used by contractor/vendor in the performance of contracted
services, all subcontractors are required to carry insurance coverage consistent with the limits as listed in
this document and the subcontractor must include Larimer County an additional insured as described in
section VI.
ANY DEVIATIONS FROM THE STANDARDS GIVEN ABOVE MUST BE APPROVED BY THE LARIMER
COUNTY RISK MANAGEMENT DIVISION.
Proof of Auto Liability and Workers' Compensation insurance is waived if goods/products are not delivered to a
County facility (delivery is made to roadway or private staging area), or they are delivered by a common carrier
(i.e., private shipper or freight forwarder, etc.).
7. AWARD AND AGREEMENT:
A formal agreement will be awarded to the vendor with the most responsible, responsive, reasonable proposal,
deemed the best value, best fit, and most advantageous to Larimer County. To assist in the decision for
award: interviews may be held, background checks may be performed, references may be contacted, and
other inquiries may be taken to determine the abilities of the Contractor.
A Sample of Larimer County's "Professional Services Agreement" is included with this Request for Proposal as
Attachment A - Professional Services Agreement. Any exceptions or requested additions to the attached
agreement must be stated and submitted with your Proposal; these requests will not be accepted after the
Proposal has closed. The County makes no guarantee of any changes or concessions but will review and
consider all requests submitted.
Upon Notice of Award, the Award Vendor will be required to submit a valid Certificate of Insurance (COI) that
meets, at a minimum, the Insurance Requirements published in the solicitation (see example COI below). This
valid COI must be received by Larimer County within 10 calendar days of the Notice of Award and must
include Larimer County listed as Additional Insured and Certificate Holder.

9. PROPOSAL SUBMITTAL REQUIREMENTS:
Please submit your proposal, addressing each of the following items in the order as outlined
below. Following submission directions detailed starting on page two (2) of this solicitation, submit only the
two (2) files identified below:
* 1 - ORIGINAL proposal - Addressing all of the items provided below. This version will be scored by
each member of the Evaluation Committee.
* 1 - REDACTED proposal - This version will be used to satisfy public records requests. This redacted
file may be the same as the original proposal if your original proposal contains nothing that is
confidential.
Bidnet will only allow vendors to submit one (1) Original Proposal and one (1) Redacted Proposal, it will not
allow you to add anything other than your Original Proposal and Redacted Proposal.
Vendor's Original Proposal is to be no more than 35 pages; any pages beyond this maximum will be deleted
and will not be evaluated (i.e. pages 36 through the end of your proposal will be deleted with no review of
content). Everything in your Original Proposal will be counted.
Incomplete proposals, proposals that do not adhere to the maximum page, or proposals that do not address
each of the following items in the order as outlined below may be rejected.
The proposal packets should be numbered sequentially and contain a "Table of Contents" section.

RFP. Be specific with dates and details.
5.1. Consultant must have Architect(s)/Engineer(s) with current Colorado state license(s).
5.2. Consultant must have completed a river restoration project, similar in scale and scope to our project,
within the past five (5) years.
5.3. Consultant must have experience and successes using bio-stabilization techniques on a project of
similar size.
5.4. Consultant must have experience securing and keeping current regulatory permitting.
5.5. Consultant should have experience working with grant-funded projects.
6. Explain your firm's capabilities, qualifications, history, and experience in providing all services described in
this RFP and include the following:
6.1. Copies, if any, of certificates/awards pertinent to the scope of work.
6.2. Provide date established, state incorporated, office location(s), previous names the firm has used in
the last ten (10) years, geographical area(s) where most of the firm's work occurs and a general
description of the firm and its history.
6.3. Provide all pending or past legal action (including lawsuits, claims or liens) or arbitration proceedings in
which your firm has been involved during the past five (5) years involving Owner, Architect, Contractor,
Subcontractors, or other Entities.
6.4. Requested (if possible) - Web links (preferred) or copies of two (2) completed similar projects (if you
are including hard copies with your proposal, ensure the copies are at the end of your proposal).
6.5. It is preferred that the Consultant has experience managing/completing grant funded projects; list your
grant experience and the key points you learned from working on grant funded project(s).

12.1. Provide at least five (5) references for similar projects that you have completed in the past five
(5) years (local to the State of Colorado preferred); Consultant needs to use these reference pieces to
provide proof of qualifications and understanding of Larimer County's Scope of Work, and as evidence
they have the experience and qualified personnel necessary to complete the Scope of Work.
12.1.1. Include: company name, contact name, role/responsibilities and title of contact, contact phone
number and email address, and project information, identify your lead team member(s) that
worked with the reference.
13. Environmental, Social, Governance (ESG) and/or other sustainability factors
13.1. Describe any sustainable business practices, programs, or policies in your firm.
13.2. Describe how your firm incorporates sustainability and social equity into its everyday business
practices. Include information regarding how your firm will address sustainability and social equity in
