1.02 WORK COVERED BY CONTRACT DOCUMENTS
A. The work to be performed under this contract shall consist of, in general, mobilization;
providing traffic control; providing construction area signs; daily cleanup; testing; safety;
installation of new water main using open trench construction methods; water service
connections replacement; fire hydrant assemblies installation or replacement, fire hydrant
retaining wall and bollards ; gate valves, air combination valve, trench backfill, hand
excavation, street, sidewalk and driveway restoration, utility adjustments; furnishing of all
labor, materials, tools, equipment, mechanical workmanship, and services necessary in
order to perform a complete job in all aspects as indicated on the plans, and by reference
made a part hereof, as specified herein, at locations shown on the Drawings within the
Town of Hillsborough (Owner). Work shall be completed within Forty-Five (45) Calendar
Days from the date when Contract Time commences to run.
B. Contract Documents fully describe the Work.
C. The Work of this Contract comprises construction of all the Work indicated, described in
the Specifications, or otherwise required by the Contract Documents. Unless provided
otherwise in the Contract Documents, all risk of loss to Work covered by Contract
Documents shall rest with Contractor until Final Acceptance of the Work. Cost of

maintenance of systems and equipment prior to Final Acceptance will be considered
included in prices Bid and no direct or additional payment will be made.
D. For all bid items, furnish and install all work, including connections to existing systems, as
indicated and described in the specifications and all other contract documents. Work and
requirements applicable to each individual Bid item, or unit of Work, shall be deemed
incorporated into the description of each Bid item (whether Lump Sum or Unit Price). Any
Bid item may be deleted from the Work and Contract Sum, in total or in part, prior to or
after the award of the Contract without compensation in any form or adjustment of other
Bid items or prices, therefore.
E. Allowance Work shall be done as Change Orders and as specified in Section 00 72 13,
Article 44 (Changes and Extra Work). Identify Allowance Items (See Document 00 41 43
[Bid Form]) work on the Progress Schedules and on Applications for Payment. The
Amount given on Document 00 41 43 (Bid Form) under each Allowance Item is the sum
of money set aside for each Allowance Item. These amounts shall be included in the
Contract Sum on the Bid Form. Suppose the cost of Work done under any Allowance
Item is less than the amount given on the Bid Form under that Allowance Item. In that
case, the Contract Sum shall be reduced by the difference between the amount given in
the Bid Form and the cost of Work actually done.
1.03 BID ITEMS
A. Bid items shall include full compensation for furnishing all labor, supervision, materials,
tools, equipment, and incidentals as shown on the plans, as specified in the Standard
Specifications and these technical specifications, and as directed by the Engineer.
B. The following work shall be considered as included in the various bid items involving water
main/appurtenance installation, including but not limited to new pipe, fittings, valves,
hydrants, combination air release valves, blow-offs, water services; abandonment
operations including but not limited to pipe, valve/valve clusters, fittings, hydrants, blow-
offs, air release valves and no additional compensation will be made therefore:
1. Saw-cutting operation to install the water main/appurtenance and second saw-
cutting operation (T-Cut) to restore asphalt concrete (AC); trench excavation; cutting
and removing of tree roots 4-inches of diameter or less and rock/boulders
encountered during excavation; off-hauling and disposing of all excavated material
during trench excavation; dewatering and proper disposal of water if encountered;
installation of the water main/appurtenances with cover shown on the plans; import,
placement and compaction of trench backfill material with specified materials; CDF
encasement between utilities; trench concrete cap over existing SD/SS main,
concrete thrust blocks, necessary hand excavation, disinfection, pressure testing,
and flushing of water mains and appurtenances; excavation, disposal, and backfill
of all abandonments; temporary pavements, final roadway and surface restoration
including asphalt concrete, shoulders, AC berms, and landscaping.
2. Potholing for utilities sufficiently in advance of construction and trench grade
adjustments.

3. All coordination, including shutdown coordination with utility companies, garbage
collection company, residents, public transit, emergency services and other affected
agencies; protection of existing facilities and improvements; pre-construction
documentation, reporting, and preservation; all required permit acquisitions;
implementing safety equipment, materials, and measures to include but not limited
to cut-back, lighted barricades, cones, caution tape, night-lights, project safety
signs, and trench plates to keep the jobsite safe during demolition and construction;
daily general housekeeping; USA notification and removal of USA markings.
4. All coordination with PG&E and their on-call representative when water main
construction within 10-feet center to center, parallel and/or perpendicular, of the high
voltage power lines. Construction shall only take place when PG&E representative
is on site.
5. Tie-ins are diagrammatic and paid per linear foot under water main bid items. The
contractor shall not be entitled to extra payment if additional couplings, bends or
other appurtenances are required to complete a tie-in. Additional valves used on a
tie-in are paid for under the valve bid items. Tie-ins shall be constructed entirely of
restrained PVC pipe and restrained epoxy coated ductile iron fittings as noted on
project plans.
6. Restoration of curb/gutter sidewalks and driveway approaches.
7. Restoration of traffic striping and markings in-kind.
8. Sewer laterals are not marked and will be encountered during construction and shall
be protected from damage. Any damaged lateral shall be repaired by the Contractor
at their own expense. Contractor shall have repair clamps available on site to repair
on the spot.
Bid Item 1 - Mobilization
The contract lump sum price paid for Mobilization shall include all work involved in mobilization
including all necessary temporary facilities and utilities, resident notifications, utility coordination,
permitting, Best Management Practices (BMP's) installation, project site maintenance, everyday
housekeeping, dust control, fire prevention and protection measures, USA notifications,
demobilization, and clean-up. Mobilization shall not exceed 8% of the Total Base Bid.
Bid Item 2 - Traffic Control System
The contract lump sum price paid for Traffic Control System shall include all work involved in
implementing the traffic control system, complete in place, including preparation of the traffic
control plans by a registered engineer, placing, removing, storing, maintaining, and moving the
system to new locations; maintaining traffic; cones; flaggers; radios; construction area traffic
control signs; pavement delineation; traffic safety equipment and materials to include but not
limited to, lighted barricades, cones, caution tape, night-lights, and trench plates, signs.

Bid Item 3 - Storm Water Pollution Control Plan
The contract lump sum price paid for Water Pollution Control Plan (WPCP) shall include all work
involved in implementing the WPCP complete in place, including preparation of the WPCP in
accordance with the California Storm Water Quality Association (CASQA) Storm Water Program
requirements.
Bid Item 4 - 6" C900 PVC
The contract unit price paid per linear foot (LF) of 6" C900 PVC, shall include all work involved in
installing the water main, complete in place, including potholing for utilities sufficiently in advance,
trenching, shoring, bedding, backfill, final pavement restoration, removal/disposal of existing
water main/fittings to permit new water main installation; new pipe, tees, bends, reducers,
crosses, field-locks, mega-lugs, mechanical joint (MJ) sleeves, gaskets, pipe wrap and wrapping
tape, thrust blocks, tracer wire, warning tape, tie-in to existing water mains, shutdown coordination
and notifications to resident/business.
Bid Item 5 - 6" Gate Valve
The contract unit price paid for each (EA) 6" Gate Valve shall include all work involved in installing
the gate valve assembly, complete in place, per Details 2, Plan C2.1.
Bid Item 6 - 2" Blow Off
The contract unit price paid for each (EA) 2" Blow Off shall include all work involved in installing
the blow off, complete in place, per Detail 2, Sheet C2.2.
Bid Item 7 - 6" Fire Hydrant, Retaining Wall & Bollards
The contract unit price paid for each (EA) 6" Fire Hydrant shall include all work involved in
installing the fire hydrant assembly and associated retaining wall and bollards, complete in place,
per Detail 3, 6, and 7, Plan C2.1.
Bid Item 8 - 2" Service Connection
The contract unit price paid for each (EA) 2" Service Connection with 1" meter shall include all
work involved in installing the service connection, complete in place, per Detail 1, Plan C2.1 and
Meter Log Schedule Plan C3.2 including up to 20-linear feet of 2" copper pipe, all materials
needed to connect to 1" meter, standard and H20 traffic rated box and cover as shown on the
plans, excavating, removing and backfilling the existing meter box; connecting the meter to the
customer's line.
The Town (Owner) will supply the water meter.
Bid Item 9 - 745 Endfield Way - Service Line
The contract lump sum price paid for 745 Endfield Way - Service Line shall include all work
involved in installing the service line, complete in place, including 130 LF of 1" copper pipe, within
the 745 Endfield Way property from the new meter box at Bowhill Road to the 1" service
connection near the existing meter, per Plan C3.1 and C3.2 with minimum 18" cover, 1" couplings

and fittings, 2" class 40 PVC as sleeve under the existing retaining wall, coordination with the
residents, surface restoration in-kind.
Work shall also include installing fiber rolls and erosion mats along the service line trench for
erosion control.
2" Service Connection is not included in this bid item and is paid under bid item 11.
Bid Item 10 - 101 Reservoir Road - Service Line
The contract lump sum price paid for 101 Reservoir Road - Service Line shall include all work
involved in installing the service line, complete in place, including 150 LF of 1" copper pipe, within
the 101 Reservoir Road property from the new meter box at Bowhill Road to the 1" irrigation line
and 5/8" service connection near the existing meter, per Plan C3.1 and C3.2 with minimum 18"
cover, 1" and 5/8" couplings and fittings, 1" ball valve and B9 meter box for irrigation connection,
coordination with the residents, surface restoration in-kind.
Work shall also include installing fiber rolls and erosion mats along the service line trench for
erosion control.
2" Service Connection is not included in this bid item and is paid under bid item 11.
Bid Item 11 - Service Connection Retaining Wall
The contract unit price paid for each (EA) Service Connection Retaining Wall shall include all work
involved in installing the retaining wall, complete in place, per Detail 3, Plan C2.2 including layout,
excavation, off-haul and disposal of excavated material, backfilling.
Bid Item 12 - 1" Backflow Preventer
The contract unit price paid for each (EA) 1" Backflow Preventer shall include all work involved in
installing the 1" backflow preventer assembly, complete in place, per Detail 8, Plan C2.1.
Bid Item 13 - Abandonment of Existing Water Main and Facilities
The contract lump sum price paid for Abandonment of Existing Water Main and Facilities shall
include all work involved in draining and abandoning the existing water main and all
appurtenances associated with the existing water main, complete in place, including coordination
with affected agencies and residents, draining the main and laterals; excavation, backfill, removal
of bollards, hydrant concrete collars, gate valve boxes, lids and risers, blow-off, blow-off boxes,
installation of concrete and MJ cap, disposal of removed pipes/fittings/valves/bollards and all the
fire hydrants which are not Clow hydrants.

1.04 WORK SEQUENCE & SPECIAL CONSIDERATIONS
A. Work Sequence and Specific Considerations shall include but shall not be limited to the
following provisions (i.e., although these requirements are not restated under each
individual bid item, they shall be deemed included under each bid item as applicable at no
additional cost). The following is a list of general sequences and special considerations
for the project:
1. First order of work:
a. Contractors, except in an emergency, shall contact the appropriate regional
notification center, Northern California Underground Service Alert at 811 or 1-
800-227-2600 or on-line at www.digalert.org at least three working days prior
to commencing any excavation, and obtain an inquiry identification number
from that notification center. No excavation shall be commenced or carried out
by the Contractor unless such an inquiry identification number has been
assigned to the Contractor or any subcontractor of the Contractor and the
Owner has been given the identification number by the Contractor
b. The Contractor shall pothole for utilities sufficiently in advance of construction
to permit grade adjustments of the water main to maintain desired clearances.
No pipe shall be installed until potholing is complete. Coordinate with the
Owner Engineer.
c. All monumental benchmarks, land corners, and triangulation points,
established by other surveys, existing within the construction area shall be
preserved. If existing monuments interfere with the work, secure written
permission before removing them.
2. Utilities:
a. Utility locations and clearances are approximate. The Contractor shall pothole
for utilities in advance of any construction so the grade of the water main can
be adjusted to maintain desired clearances. No pipe shall be installed until
potholing is complete. No additional payment will be made for grade
adjustments.
b. Contractor shall provide PG&E at least one week notice for water main
construction within 10-feet center to center, parallel and/or perpendicular, of

the PG&E high voltage power lines. Construction shall only take place when
PG&E representative is on site.
3. Permanent road improvement:
a. Restore road, street, and other surfaces in accordance with Sections 32 10
00, "Paving, Restoration, and Resurfacing Work" and project plans. This work
shall include any required temporary paving and plating of trenches and pits
b. Contractor shall begin permanent road improvements following written notice
from the Owner after water main improvements have been accepted.
4. Staging:
a. Contractor shall make all arrangements to obtain a staging or storage area for
equipment, tools, and materials. No equipment and materials may be stored
overnight within the public right-of-way without written approval of the Owner.
b. Spillage during the course of the project from equipment along or across any
public traveled way shall be removed immediately by the contractor at their
expense.
c. Contractor shall provide a designated area to clean and wash concrete from
equipment during any concrete work on this project if needed. Area shall be
lined to prevent any run-off to the storm drain system.
5. All scheduling conditions included in permits issued by the affected agencies shall
be followed.
6. Final inspection:
a. Prior to the Owner accepting the project, Contractor shall perform a final
sweep using a regenerative air type street sweeper through the project limits
