Boulevard at Temple Avenue Intersection Improvements

July 1 2025 - Addendum #1 issued to add additional drawings.

Sealed bids, subject to the plans, specifications and conditions contained herein and attached hereto, will be received in the City of Colonial Heights VA Finance/Purchasing Department , City Hall - 201 James Avenue 2ndFloor, Colonial Heights VA until, but no later than 2:00 PM EDT September 16 2025, for the Boulevard at Temple Avenue Intersection Improvement Project.

A pre-bid conference will be held on July 15 2025 at 10:00 AM EDT, at City Hall Council Chambers, City Hall - 201 James Avenue, 1st Floor Colonial Heights VA .

The project entails the design of traffic signal and pedestrian improvements at the intersection of Route 1 (Boulevard) and Temple Avenue, including the following improvements:

• Replace existing traffic signal with mast arm signals
• Crosswalks with ADA ramps
• Sidewalk and drainage improvements

There will be a 10% DBE Goal for this project

Once the notice to proceed has been given by the City, all work associated with this project shall be completed no later than 580 calendar days.

The contractor shall hire an independent material testing agency, acceptable to the City, to perform quality control inspection services as required by the current edition of the VDOT LAP Manual
