As part of its 2014 Transportation Plan Update, Town of Superior has established a goal to provide a safe multimodal transportation system. Providing a safe multimodal transportation system is enshrined in the City of Lafayette’s Comprehensive Plan, and the City is currently developing a Multimodal Transportation Plan.

Background:
Boulder County, the City of Lafayette and the Town of Superior (collectively “the Partners”) desire
to reduce the incidence of traffic violence in our communities. As part of its 2020 Transportation
Master Plan, Boulder County adopted a target of zero serious injury and fatal traffic crashes in
unincorporated Boulder County by 2035. As part of its 2014 Transportation Plan Update, Town of
Superior has established a goal to provide a safe multimodal transportation system. Providing a
safe multimodal transportation system is enshrined in the City of Lafayette’s Comprehensive Plan,
and the City is currently developing a Multimodal Transportation Plan.
In support of these goals, Boulder County partnered with the City of Lafayette and the Town of
Superior to apply for a United States Department of Transportation (USDOT) Federal Highway
Administration (FHWA) Safe Streets and Roads for All (SS4A) grant to complete a Vision Zero
Action Plan. Boulder County is hereby seeking to hire a consulting firm to complete this work.
While this is a single project, the Partners envision the final deliverable as three standalone action
plans covering the following geographies that can be used by the Partners independently:
1. Unincorporated Boulder County and the Town of Jamestown, Town of Nederland, and the
Town of Ward (collectively “the Mountain Towns”)
2. The City of Lafayette
3. The Town of Superior
Project Goals:
1. Serve as a playbook to reduce serious injury and fatal traffic crashes and achieve Vision
Zero
2. Document and highlight the resources needed to reduce serious injury and fatal traffic
crashes and achieve Vision Zero

Project Objectives:
1. Identify a list of locations for improvements and the installation of proven safety
countermeasures, based on either location-specific crash patterns (reactive) or systemic
risk factors (proactive).
2. Prioritize projects based on crashes, equity, Denver Regional Council of Governments
(DRCOG) High Injury Network (HIN), and public input.
3. Develop planning level cost estimates (ranges) for recommended countermeasures
4. Develop project fact sheets (one-pagers) for the top-ranking projects (a minimum of 10),
either specific to locations/corridors or countermeasures deployed systemwide, that
include preliminary concept designs and high-level cost estimates
Project Requirements
1. Review of 2012-2021 traffic crash data.
2. Review and assessment of other data needs, including roadway and network
characteristics (lane geometry, speed limits, signalized intersection locations, etc.),
sociodemographic, socioeconomic, injury data, and land use information.
3. Assist with development of ongoing crash analysis procedures for each agency.
4. Intersection and segment crash analyses to identify locations with high potential for crash
reduction (direct diagnostics/pattern recognition).
5. Systemic safety analyses of, at a minimum, state highways, arterial and collector streets,
as well as other locations, as needed, to identify risk, causal, and environmental factors
that may contribute to the occurrence of crashes which could be mitigated through
proactive implementation of proven safety countermeasures.
6. Update/confirm a HIN for unincorporated Boulder County and the Mountain Towns;
development of HINs for Lafayette and Superior.
7. Preparation of community engagement plan.
8. Completion of engagement events and activities.
9. Actions (within the areas of engineering, enforcement, education, and evaluation) and
performance measures focused on HINs and/or common crash types.
10. High-level cost estimates for actions focused on HINs.
11. Prioritization methodology.
12. Countermeasure selection and prioritization for Systemic Safety Improvements
13. High-level cost estimates for Systemic Safety Improvements
14. Preparation of project fact sheets (one-pagers) for top 10 locations that include
preliminary concept designs and high-level cost estimates.
15. Preparation of standalone Vision Zero Action Plans that incorporate all the above items in
a graphically rich and easy to understand way, including a one page highlight for each.
16. Compliance with the requirements of the USDOT/FHWA Intergovernmental Agreement
(IGA), attached as Attachment A.

In order to afford the Bidders a reasonable time for taking into account a material amendment
(the materiality of which Boulder County in its own discretion may determine) or for any other
reason, Boulder County may, at its own discretion, extend the Close Date.
