REQUEST FOR PROPOSALS

BOROUGH FORESTER

THE BOROUGH OF POMPTON LAKES REQUESTS PROPOSALS FROM FIRMS/INDIVIDUALS

INTERESTED IN PROVIDING FORESTER SERVICES FOR PERIOD

JANUARY 1, 2026 TO DECEMBER 31, 2026

INTRODUCTION

The Borough of Pompton Lakes has a need to obtain a licensed professional to implement and

manage the state-mandated tree removal ordinance. The Borough of Pompton Lakes seeks

Proposals from New Jersey Licensed Tree Expert (LTE’s) firms/individuals seeking to provide

Forester Services to the Borough, for a contract beginning on January 1, 2026 and ending December

31, 2026. The successful individual/firms must have experience providing tree-consulting services

to New Jersey municipalities.

Each candidate shall submit proof of business registration with the New Jersey Department of the

Treasury Division of Taxation (P.L. 2004, C.57), W9, and must comply with the affirmative action

requirements of N.J.A.C. 17:27 et seq.

QUALIFICATIONS

Consultant should possess the following qualifications and knowledge:

1. Minimum five (5) years arborist experience.

2. A State of New Jersey Licensed Tree Expert (LTE), who has met the eligibility requirements

of N.J.A.C. 7:3-1 et seq. and successfully passed the certification examination.

3. Strong communication and public relations skills.

SCOPE OF SERVICES

1. Review Tree Removal Permit Applications and Inspections on Private Property.

2. Consult on Borough Tree Related Matters.

3. Consultant will attend meetings of the Borough upon request.

4. Perform follow up inspections periodically for tree replacement requirements per the

ordinance.

5. Field questions from residents on the new ordinance requirements.

6. Consultant will handle any other matter(s) requiring the expertise of an LTE as directed by

the Borough.

PROFESSIONAL INFORMATION AND QUALIFICATIONS

Each interested firm/individual shall submit the following information:

1. Name of Firm;

2. Address of principal place of business, other offices and corresponding telephone and fax

numbers. Please note specifically which professional will be assigned to work with the

Borough;

3. Description of individuals education, licensing, experience, qualifications, number of years

with the firm and a description of their experience with projects similar to those described

above;

4. Experience related to consultation/work with municipalities;

5. At least three (3) references, two (2) of which must have knowledge of your representation

of a public entity;

6. The firm’s ability to provide the services in a timely fashion (including staffing, familiarity,

and location of key staff);

7. Proposed fee structure;

8. State whether your company/firm is presently involved in a lawsuit and whether it has

been sued in the last five (5) years. If so, provide a description of each matter.

SELECTION CRITERIA

The selection criteria used in awarding a contract or agreement for the services as described herein

shall include:

1. Qualifications of the individuals who will perform the tasks and the amounts of their

respective participation;

2. Experience and references;

3. Ability to perform the task in a timely fashion, including staffing and familiarity with the

subject matter; and

4. Cost competitiveness.

SUBMISSION REQUIREMENTS

Sealed Proposals will be received by the Borough of Pompton Lakes for “Borough Forester

Services” no later than 4:00 p.m. prevailing time on Tuesday January 6, 2026 at the Borough of

Pompton Lakes, Municipal Building, 25 Lenox Avenue, Pompton Lakes, N.J. 07442.

Respondents are encouraged to use the drop box at the main entrance of the Borough Hall or they

may hand deliver to the Borough Clerk’s Office, 25 Lenox Avenue, Pompton Lakes, N.J. 07442.

Proposals may also be submitted via the regular mail or overnight delivery but in no event will the

Borough accept late submissions. Please address submission to:
