The City of Duluth received questions from prospective proposers prior to the question deadline
established in the RFP. Attached are the questions received, along with the City's responses.
Please note that the city is continuing to work with Georgia Power to turn power back on to the
building. Therefore, a final response regarding the availability of power and condition of the crane
is not included in this addendum. The city anticipates issuing Addendum # 3 on or before August
26, 2026, which will address the questions concerning electricity and the crane.
To provide proposers adequate time to review the City's responses and incorporate the
forthcoming information, the proposal submission deadline is hereby further extended.
Proposals are now due no later than 11:00 a.m., legally prevailing time, on September 2,
2026.
The formal opening of proposal packages and reading of the total bid from the Bid Form will occur
at 11:01 a.m., legally prevailing time, on August 26, 2026, in the second-floor executive
conference room of Duluth City Hall, 3167 Main Street, Duluth, Georgia 30096.
All references in the RFP to the previous proposal due date and opening date are hereby revised
accordingly.
Except as specifically modified by this Addendum, all other terms, conditions, requirements,
specifications, and provisions of RFP No. PH 2026-03 remain unchanged and in full force and
effect.
Proposers are reminded that all addenda must be acknowledged as part of their proposal
package. The RFP specifically requires bidders to acknowledge addenda and advises that failure
to do so may result in disqualification.

1 Is there available power to the building? City is working on getting service turned back on and will issue an addendum 3 clarifying the electricty status and crane status on or before addendum 2 on 8/17/2026.
2 Are the as-built drawings available for this pump station for further existing details? The drawings previously provided are the only drawings the city has availed for the project.
3 Page 5 of the specification's states that a 60-day time period is allotted for this project. Lead times for the 400-amp breaker and new panel will exceed that allotted time. Does the 60 days include the submittal process and lead times for materials, holidays, and lead time for the new transformer from GA Power? No - if the contractor provides written documentation from the manufacturer/GA Power with the lead times, the city will grant an contract extension for the electrical panel relocation/new service drop and associated work. All other work, including demolition of none impacted electrical will need to be completed by the 60 day timeframe.
4 Since the existing pump station was part of a functioning water supply, and may still be connected, does this meet the criteria of OCGA 43-14-2, and is a utility contractor's license required to perform this work? The filled lines do not tie into an active water line. This system has been decommissioned and isolated from GCDWR's system, thus a utility contractor is not required to perform the work.
5 The plans call for the 24" pipe to be cut flush with the floor and filled with concrete is there a specific break strength that is required for the concrete? The floor patches need to be at least Class AA (4,000psi) with reinforcment matching the strength of the existing concrete floor.
6 The 24" pipe that is to be cut flush with the floor and filled with concrete. This goes straight into a 48" bulkhead that then goes to the force main by the road. The bid form states we are to fill the 48" bulkhead with concrete? If so, how much of the bulkhead is to be filled? The city's understanding is that the 48" pipe is capped where the plan indicate an 8 ft manhole was located. Provide low strength flowable fill from the end of the capped 48" pipe up to the bottom of the slab of the pump house.
7 Drawing C-3 shows a venturi meter in a manhole, usually there is a valve before a venturi meter in case any repairs are needed, do you know if there is an isolation valve on the effluent side of the station to prevent any concrete or other contamination from running into an existing force main? The filled lines do not tie into an active water line. GCDWR has told the city that the pump station has been decommissioned and is fully isolated & disconnected from their water system.
8 Drawing E-4 shows an existing 6' X 6' electrical manhole by the building that the duct banks and conduit run into. After site inspection it did not appear to be there. Can you confirm if this is in place and available for pulling new wire. The city has been unable to locate the electrical manhole on site. Provide the cost to run a new service feeder and conduit as Alternate #1 on the attached Bid Schedule.
9 Can the existing conduit from the transformers to the panels be utilized for pulling the new wire? For bidding purposes, include new conduit from transformer to panel. After award, if conduit is found to be in acceptable condition, the contractor may submit a formal request to reuse.

The pump station has been decommissioned and this valve is currently closed. We have been told that the system has been further disconnected from the GSDWR system. As a result, the city has no reason to believe that there is any water entering the station from this valve.
14 On the influent side of the pumps the pressure gauges are showing pressure of about 10 psi. If the valve in the parking lot can close and isolate the building, can the contractor drain the lines into the floor and drain the building? This water has been in there for a while and we do not want to send it down the bulkhead of the effluent side and possibly contaminate anything that may be in service. The floor drain is connected to sanitary sewer, therefore as long as the water doesn't contain anything unacceptable to the GCDWR, it may be drained into the floor drain in the building.
