PRE-SOLICITATION SYNOPSIS
Bonneville Powerhouse 1 Trash Rack Replacement
The U.S. Army Corps of Engineers Portland District intends to issue an Invitation for Bids (IFB) No. W9127N26BA002 for Bonneville Powerhouse 1 Trash Rack Replacement. This project includes fabrication, delivery, and installation of new trash racks, disposal of the existing trash racks, and site prep to include dredging and the clearance and removal of debris at the forebay, downstream of the trash racks at Bonneville Lock and Dam in Cascade Locks, OR.
Additional project details are below:
- Fabricate and deliver a total of 162 new trash racks with vinyl coating for Main Units 1 through 9.
- Excavate, dredge, remove, and dispose of the excavated sediment and debris at an upland disposal site. The sediment and debris is to be cleared to the cross section structural profile as required to facilitate the trash rack installation. All material will be disposed in an appropriate upland disposal facility.
- Replace 162 trash racks for Main Units 1 through 9, six trash racks for Main Unit 10 slot C, and six trash racks for the Station Service Unit.
- Remove and reinstall the trash racks currently in Main Unit 10 slot B.
- Provide dive support as necessary during removal and installation of trash racks to remove debris as needed per Government diving performance specifications. Video footage of particular units is available upon request.
- Dispose of 203 existing trash racks, including 168 Main Unit trash racks and 6 station service unit trash racks that were replaced as part of this Contract, 12 Main Unit trash racks that were stored on site after replacement as part of a previous contract, and 17 original spare Main Unit trash racks.
The in-water work window is 15 November 2027 through 14 March 2028.
The solicitation will be available for download on or about 24 March 2026 with bids due 30 days after advertisement. There will be a pre-bid site visit scheduled, details will be posted with the formal solicitation.
This procurement is anticipated to be solicited as a Small Business Set-Aside. The NAICS code for this procurement is 237990, Other Heavy and Civil Engineering Construction. The small business size standard is $45 million. The magnitude of construction is between $25,000,000 and $100,000,000.
This is not a solicitation. This notice is not an invitation for bids and any bids received as a result of this pre-solicitation notice will not be accepted or evaluated.
The government reserves the right to cancel this solicitation either before or after the closing date. No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow-up information request.
