Bond Senior Underwriting, Placement, Purchaser Services

The purpose of this Request for Proposals is to identify and retain a qualified Contractor to provide as-needed professional Senior Managing Underwriter/Placement Agent/Direct Purchaser Services to the City of Albany. The City of Albany, County of Albany, New York (the "City") through the City Treasurer, the City's chief fiscal officer, is issuing this Request for Proposals in accordance with the City’s Procurement Policy for Senior Managing Underwriter, Placement Agent and/or Direct Purchaser.  The City has historically been a regular, annual borrower, through the use of general obligation bonds and bond anticipation notes, and is now issuing this RFP specifically for senior managing underwriting, placement agent and/or direct purchaser services for the issuance of  approximately $16 million revenue anticipation note for cash flow borrowings. The cash flow borrowing is anticipated to be issued as soon as necessary and the City may issue the cash flow borrowing on a competitive basis based on the timing of the cash flow needs of the City. The earliest anticipated closing date of the cash flow borrowing is June 25th, 2026 and is anticipated to be issued to June 25th, 2027, depending on financial circumstances, cash flow needs, and/or state aid. The City may, at its discretion, retain the same firm to serve as managing underwriter, placement agent and/or direct purchaser for any other obligations issued within a year of the award of this RFP. MWBE-Certified vendors are encouraged to submit proposals.
