The County of Orange County Budget & Finance Office, hereinafter referred to as "County" or "CBFO", is is soliciting Statements of Qualifications from interested firms, hereinafter referred to as “Respondents,” with with expertise related to bond/disclosure counsel services for county/municipal debt to update its qualified panel of bond/disclosure counsel firms.
In a two-step process, responses to this solicitation will be reviewed and evaluated by an evaluation committee to select the firms deemed to be qualified to provide bond/disclosure counsel services to the County. A list of those firms will be recommended to the Public Financing Advisory Committee and submitted to the Board of Supervisors for approval. Only the firms on the Board-approved list will be asked to submit Requests for Proposals (RFPs) as financing needs arise.
CBFO issues and manages the County’s short-term and long-term public financing programs through Lease Revenue Bonds, Community Facilities and Assessment District Financings, Certificates of Participation, Single and Multifamily Housing Program Financings, Pension Obligation Bonds, Airport Revenue Bonds, Teeter Plan Financings, Tax and Revenue Anticipation Notes, and Public Private Partnerships.
CBFO is updating its qualified panel of bond and disclosure counsel firms. The panel will be used to retain firms to advise and assist CBFO in formulating and executing the County’s short-term and long-term capital projects and financings as well as to assist with strategic long-term financial planning and other legal advice.
The County intends that the successful Respondent shall provide Bond/Disclosure Counsel services proposed in accordance with the terms and conditions set forth in Section III – Proposed Contract, including all Attachments and Exhibits when a separate RFP is released.
