Hope, Arkansas is requesting Statements of Qualifications from Firms interested in providing 2026 Bond Counsel Services and 2026 Engineering Services to provide assistance in the evaluation and planning for a community development project Pursuant to Ark. Code Ann. § 19-11- 801. Pursuant to Arkansas Code Annotated §22-9-203, the City of Hope encourages all qualified small, minority, and women-owned businesses to bid on and receive contracts for goods, services, and construction. We also encourage all general contractors to subcontract portions of their contract to qualified small, minority and women-owned businesses.
SOQ’s shall be submitted in sealed envelopes labeled: 2026 Bond Counsel Services SOQ OR 2026 Engineering Services SOQ with the name and address of the respondent, in accordance with the attached specifications and SOQ documents attached hereto. Each respondent is required to supply all information requested; failure to do so may be used as basis of rejection
To be considered, bids must be received at the City of Hope Administration Building, 206 W Avenue A Hope, AR 71801, before March 2, 2026 @ 2:00 pm (local time).

All Firms submitting a Statement of Qualifications must be qualified to do business and licensed in accordance with all applicable laws of the state of Arkansas and local governments where the project is located.
The City of Hope reserves the right to reject any and all Statements of Qualifications and to waive irregularities therein, and all Firms shall agree that such rejection shall be without liability on the part of Hope, Arkansas for any damage or claim brought by any Firm because of such rejections, nor shall the Firm seek any recourse of any kind against Hope, Arkansas because of such rejections. The filing of any Statement of Qualifications in response to this invitation shall constitute an agreement of the firm to these conditions.
