Bomb Technician Operations Course - Advanced Threat Assessment

This Request for Quote (RFQ) is pursuant to the agency's discretionary purchasing authority of up to $85,000 under State Finance Law Article 11, Section 163 (6).

The New York State Police (NYSP) is soliciting quotes for the purchase of the following Training services:

The vendor will facilitate a 4-day BTOC-ATA course. a 4-day COI designed to train and better prepare Public Safety Bomb Technicians (PSBTs) supporting a conventional explosive threat response situation

Requirements:

-One (1) day of classroom followed by three (3) days of practical response training.

-All training aids and supplies, all logistics associated with moving the material to conduct the course, time, travel, and labor for the four (4) instructors facilitating the course.

-The course will be taught at New York State at a NYSP facility.

-The course must be able to accommodate up to twelve (12) students.

-A First Line Kit Lite version (FLK-Lite) tool kit will be included and provided to each student & will be retained by the student.

-GFE (Government Furnished Equipment) - customer will provide all typical bomb tech response equipment for students as well as all facilities, ranges, training vehicles, and role players with the capability of supporting multiple drill sets (up to 3) simultaneously.

• Substitutions will not be accepted. Quoted items must be as described above.
• The NYSP intends to make a one-time purchase with the manufacturer, authorized reseller, or authorized distributor who provides the lowest quote.
• Quotes must be itemized to show the unit price per item/service. Shipping charges, if applicable, must be a separate line item.
