Description

Issue Date: 08/26/2025 Contract Number:
Body-Worn Cameras, Computer-Aided Dispatch and Record Management Systems
Description:

The purpose of this Request for Information (RFI) is to gather information about body-worn cameras (BWCs); Computer-Aided Dispatch and Record Management Systems (CAD/RMS); in-vehicle routers; and accompanying storage infrastructure and software, that includes technical support to a law enforcement agency in the geographically diverse state of New York. Digital storage will be Criminal Justice Information Services (CJIS) compliant and either cloud-based or hybrid.

The Department of Environmental Conservation Office of Public Protection (DEC) is seeking information from vendors who can: meet the minimum audio and visual quality requirements of BWCs, as well as allow the law enforcement agency to retain ownership of BWC data and not share without consent; meet the minimum requirements of a CAD/RMS for a law enforcement agency; and meet the minimum requirements for in-vehicle routers.

DEC will review all responses and use the information received from this RFI to assess the available options and solutions in making decisions for future contracting strategies.

This RFI is strictly a mechanism for gathering information and will not constitute a procurement process. No contract award(s) will be made because of this request.

DEC hereby requests written information, advice, comments, recommendations, and rough orders of magnitude from all interested parties regarding: body-worn cameras and accompanying hardware, software, storage, and technical support services; computer-aided dispatch and records management systems and accompanying hardware, software, storage, and technical support services; in-vehicle routers and accompanying hardware, software, storage, and technical support services.

It is not intended that one vendor will be able to provide all the information requested for each of the three components described in this RFI. Vendors may provide information on only one component or as many as all three.
