Description:

The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), is seeking a contractor to perform resurfacing and striping of the parking lot at Blue Ridge Community College (BRCC). The project includes milling 2 inches of existing asphalt from the entire parking lot, repaving, painting new lines for parking spaces and traffic flow, and installing new signage to ensure proper traffic management and organization.

This project is necessary to restore the parking lot to good condition after its use as a responder camp during Hurricane Helene. The resurfacing will address wear and tear, improve safety for vehicles and pedestrians, and enhance the overall functionality and appearance of the parking area.

The work must be completed within a 45-day period of performance, starting on 08/18/2025 and ending on 10/01/2025.

Magnitude of Construction:

In accordance with FAR 36.204, the estimated magnitude of this construction project is between $250,000 and $500,000.

Set-Aside Status:

This acquisition is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Eligible offerors must be verified as SDVOSBs in the System for Award Management (SAM) and must be located in the disaster counties declared in DR4827NC.
