Blood Gas Analyzers for Department of Pathology, TAMC

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The Medical Readiness Contracting Office - Pacific, Bldg 339 Clark Road, Ft Shafter, HI 96858, intends to solicit, negotiate, and award a purchase order with Firm Fixed-Prices for Blood Gas Analyzers and Reagents for Tripler Army Medical Center, Hawaii.

The solicitation number for this request for quotation (RFQ) is W81K0225QA058. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05. The Standard Industrial Classification Code is 6550, size standard is 1250 employees and the NAICS code of 325413. This procurement is unrestricted.

All responsible offerors shall provide an offer that meets the Minimum Requirements of the Salient Characteristics. See Attachment 1.

The provision at 52.212-1, Instructions to Offerors – Commercial, and its addendum applies to this acquisition.

The provision at 52.212-2, Evaluation – Commercial, and its addendum applies to this acquisition.

Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items, with its quote.

The clause at 52.212-4, Contract Terms and Conditions – Commercial Items, and its addendum applies to this acquisition.

The deviation to clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders – Commercial Items, applies to this acquisition. FAR clauses that are applicable to this acquisition are in the attachment to the combined synopsis/solicitation.

The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable.

The Government intends to award a purchase order with Firm Fixed-Prices contract for a base period with four (4) option periods to the successful quoter.

Contract Requirements – The successful quoter shall be required to meet the requirements of the combined synopsis/solicitation attachments. Contractors shall quote their unit pricing based on the quantities identified in each Contract Line Item Number.
