REQUEST FOR PROFESSIONAL SERVICES
BLAINE HARBOR NORTH AND SOUTH PIER REPAIR PROJECT
The Port of Bellingham (Port) is issuing this Request for Professional Services (RFPS) to solicit
responses from consulting firms with suitable expertise and experience in providing design,
permitting and bid document development services to Restore/Repair two Piers at the Blaine
Harbor Marina. Location of the proposed project is 224 Sigurdson Ave. Blaine WA 98230
accessible from Blaine on Marine Drive.
The deadline for RFPS submittals is 2:00 PM on March 27, 2026. One electronic copy, not to
exceed 20 pages, including signed cover letter and attachments, shall be transmitted to:

The Port of Bellingham reserves the right to reject any and all responses submitted. The selected
firm will be required to enter into an agreement with the Port of Bellingham. An example of the
Port’s Standard Agreement for Professional Services is attached.
APPLICABLE LAWS, REGULATIONS AND COMPLIANCE:
The Port encourages minority businesses, women’s business enterprises, labor surplus area firms,
and veteran-owned firms to apply or to team with another firm.
It is the Port’s policy to assure that no person shall, on the grounds of race, color, national origin, or
sex, as provided by Title VI of the Civil Rights Act of 1964, be excluded from participation in, be

activities.
The Port of Bellingham, in accordance with the provisions of Title VI of the Civil Rights Act of 1964
(78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that
it will affirmatively ensure that any contract entered into pursuant to this advertisement,
disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in
response to this invitation and will not be discriminated against on the grounds of race,
color, or national origin in consideration for an award.
The Port of Bellingham in accordance with Section 504 of Rehabilitation Act (Section 504) and the
Americans with Disability Act (ADA), commits to non-discrimination on the basis of disability, in all

SCORING AND FIRM SELECTION: SOQs will be reviewed and scored by a project team
consisting of Port staff. Discussions with the three highest-scoring firms are expected to be
conducted, the firm deemed to be the most highly qualified to provide the services required for the
project shall be invited to enter into contract negotiation with the Port.
Review criteria responses should include a cover letter and address the following evaluation
criteria:
1. Design Team Qualifications and Project Experience (40 points possible)
A. Demonstrate relevant team expertise and satisfactory performance with marine
infrastructure relating to Design, Construction, and Project Management of similar projects.
B. Demonstrate expertise in permitting work in the waters of Whatcom Co. Washington State
C. With an emphasis on knowledge and capabilities, identify firm expertise that would help the
overall performance of the project and be directly beneficial to the Port.
D. Professional background and responsibilities of proposed project team.
E. Organizational chart of the firm team, demonstrating basic structure and responsibilities of
each key member.
2. Project approach (35 points possible):
A. Detailed narrative describing your proposed approach.
B. Demonstrate familiarity with the project site by discussing potential design risks, limitations
and/or opportunities.
C. Provide proposed project schedule.
3. Demonstrated Capability to Perform Professional Services (25 points possible).
A. List key assigned personnel, licensing, and professional background.
B. Describe firm’s ability to independently manage project delivery with little oversight.
C. Describe teams Quality Assurance / Quality Control process.
D. Provide a brief description of representative projects constructed by the firm’s team which
are similar in scale, type, and complexity.
E. Team accessibility to site and Port staff.
F. List references that would attest to the expertise of the company and assigned personnel.
SCOPE OF WORK: Consultant will be expected to evaluate the recent condition assessment
developed by the Port for the proposed repairs and site design. Consultant will factor in Federal,
State, and City of Blaine Permitting process for Substantial Shoreline Development as well as Land
Disturbance and Commercial Building Permitting.
Repairs generally consist of the following: replacing structural and fender piles, steel bracing,
timber bracing, bulkhead repair, pier structural repair and decking replacement.
DEBARMENT AND SUSPENSION: By submitting a response to this solicitation, Consultant
certifies that neither it nor its principals are presently debarred, suspended, proposed for
debarment, or declared ineligible or voluntarily excluded from participation in this transaction by
any Federal department or agency. It further agrees by submitting a response to this solicitation
that it will include this clause without modification in all lower tier transactions, solicitations,
proposals, agreements, contracts, and subcontracts. Where the offeror/consultant or any lower tier
participant is unable to certify to this statement it shall attach an explanation to its response to this
solicitation. The Port reserves the right to require Consultant to replace a sub-consultant or lower
tier participant who cannot meet the foregoing certification requirements.
PROJECT PURPOSE:
Design and construction of improvements that will reinstate full use of both piers for Port tenants.
TECHNICAL EXPERTISE
The consultant performing the work shall have exceptional knowledge and demonstrated
experience with the following:
• Marine Port operations and operational layout.
• Civil, structural, marine, and transportation engineering.
• Geotechnical exploration and analysis.
• Hydrology & hydraulics.
• Permitting of similar projects at the local, state, and federal levels.
• Construction planning, scheduling and phasing at an active Marina.
• City of Blaine Development Guidelines and Improvement Standards, and the Blaine
Municipal Code.
• City of Blaine and Department of Ecology standards for stormwater management, per the
most recently adopted version of the SWMMWW.
• Department of Ecology Industrial Stormwater General Permit.

FUNDING INFORMATION:
Costs for solicitation response and contract negotiations will not be covered by this award. All
discussions of award funding level, scope, and project implementation schedules are preliminary
until contracts are finalized. The Consultant assumes full risk for any costs incurred prior to the
execution of contracts.
The Port reserves the right to negotiate final project elements with successful applicants.
Method for Reimbursement
A not to exceed, negotiated hourly rate contract is expected to be issued with defined deliverables.
The Consultant will be reimbursed monthly based on actual costs.
