NOTICE TO BIDDERS

Sealed bids for Black Diamond Trailhead Improvements at Taughannock Falls State Park, Town of Ulysses, Tompkins County, New York will be received by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP), via email at MidState.Capital.Procurement@parks.ny.gov. Electronically submitted bids must only be attached in PDF format– hyperlinks will not be accepted. Note: There is a 20MB limit when submitting attachments via email. If email is not an option for the bidder an alternate address will be provided upon written request to a designated contact. Deadline for bid submission is 2:00 PM local time, April 10, 2024. Sealed bids will be publicly opened and read via WebEx only at 2:30 PM local time, April 10, 2024. The Contract D number should be clearly marked in the subject line of your email, along with the words “BID SUBMISSION”. Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by a scanned Bid Security in the form of a certified check, bank check, or bid bond in the amount of:

General Contract D006226: $145,000.00, One hundred forty-five thousand dollars and 00/100.

Mechanical Contract D006227: $1,500.00, one thousand five hundred dollars and 00/100.

Electrical Contract D006228: $6,000.00, six thousand dollars and 00/100.

Plumbing Contract D006229: $4,000.00, four thousand dollars and 00/100.

Note: The original hardcopy bid bonds for the two lowest bidders must be postmarked and sent via certified mail within 48 hours of receiving the bid summary from the Office.

General Construction Contract D006226:

Provide all labor, material, and equipment necessary to include but not limited to replacement of bridge structure, painting, construction of new restroom building, new asphalt parking lot, utility work, temporary facilities, trail construction and site restoration as shown on contract documents as well as other work not identified in other contracts.

Engineer’s Estimate Range: $2,476,174.00 - $3,350,118.00

Mechanical Contract D006227

Work of the HVAC Contract includes, but is not limited to, the following:

Energy supply, including gas, hot- and chilled-water supply systems, HVAC systems and equipment, HVAC instrumentation and controls, HVAC testing, adjusting, and balancing, building automation system, mechanical connections to equipment furnished by the General Construction Contract, Plumbing Contract, HVAC Contract, Electrical Contract.

Engineer’s Estimate Range: $30,930.00 - $41,846.00

Electrical Contract D006228

Work of the Electrical Contract includes, but is not limited to, the following: site electrical distribution, site lighting, site communications and security, electrical service and distribution, exterior and interior lighting and light pole bases, communication and security, special electrical systems, electrical connections to equipment furnished by the other trades. Temporary facilities and controls in the Electrical Contract include, but are not limited to, the following: Electric power service and distribution, lighting, including site lighting, electrical connections to existing systems and temporary facilities and controls furnished by the General Construction Contract, Plumbing Contract, HVAC Contract, Electrical Contract.

Engineer’s Estimate Range: $87,012.00 - $117,721.00

Plumbing Contract D006229:

Work on the plumbing contract includes but is not limited to site water supply and distributions, site sanitary sewerage, site storm drainage, site special plumbing systems, plumbing fixtures, domestic water distribution, sanitary waste storm water drainage, special plumbing systems, including compressed air, deionized water, distilled water, fuel oil, natural gas, pools and fountains and plumbing connections to equipment furnished by other trades.

Engineer’s Estimate Range: $81,894.00 - $110,798.00

PUBLIC BUILDING LAW § 8(6)

Pursuant to Public Building Law § 8(6), any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,628,283 or less (maximum amount has been adjusted for inflation effective January 1, 2024). If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder.

PROJECT COMPLETION

The completion date for this project is 365 Days after agreement has been approved by the NYS Comptroller’s Office.

Project Milestones for Contract Completion as follows:

1. Anticipated Notice to Proceed: July 10, 2024.
2. Anticipated Contract End: July 9, 2025.

Project Specific Liquidated Damages (Refer to Article 14.10 of the General Conditions).

BONDS The successful bidder will be required to furnish a Performance Bond and a Labor and Material Bond/Payment Bond in the statutory form of public bonds required by Sections 136 and 137 of the State Finance Law, each for 100% of the amount of the Contract.
