2025 Bituminous Paving

Project Description: SEALED PROPOSALS FOR PAVING & SEAL COAT will be accepted by the Ross Township Board of Supervisors electronically via PennBid at https://pennbid.bonfirehub.com until 12:00 PM, Monday, April 7, 2025, and publicly opened at the Ross Township Municipal Building, 250 Anchorage Road, Saylorsburg PA 18353.
MONDAY, APRIL 7, 2025 AT 6:00 P.M., all bids will be publicly opened and read for the following work:
2025 Bituminous Paving (Base Bid and Alternate Bid)
694 Tons of 9.5mm Superpave, WMA PG 64-22, Scratch/Leveling Course, 0.0-0.3 million ESAL’s,
SRL-L, 60 LBs/SY, to be placed on various areas of roadway.
2,084 Tons of 9.5mm Superpave, WMA PG 64-22 Wearing Course, 0.0-0.3 million ESAL’s, SRL-L,
180 LB/SY/1.5” in place.

2025 Seal Coat
28,493 SY Double Bituminous Seal Coat using a Polymer Modified Emulsion & #8 Stone with a 1.0%
Loss by Wash, Surface Category Condition “C”, Various ADT.
The bids will be presented to the Ross Township Board of Supervisors at the regularly scheduled meeting on MONDAY, APRIL 7, 2025 at 6:15 PM with the intent to Award.
All materials and workmanship must meet the requirements and standards of PennDOT Publication 408 – Specifications, and bidders must be PennDOT prequalified.
Proposals must be on forms provided by the Township. Proposal forms, specifications and bid information may be obtained at no cost on PennBid at https://pennbid.bonfirehub.com. Questions regarding this project shall be submitted via the “Ask a Question” feature in PennBid. To schedule a road inspection, contact Ethan Brewer, Roadmaster, at 570-402-1805 between the hours of 6:00 AM to 2:00 PM, Monday through Friday.
All bids must be accompanied by a certified check or bid bond in the amount of ten (10%) percent of the bid made payable to Ross Township.
The successful bidder will be required to provide Performance and Payment Bonds in the amount of 100% of the contract price within 20 days of the award of the contract.
All work must be completed by August 23, 2025, for the Bituminous Paving and Seal Coat (Road Bid) contracts; liquidated damages will apply at the rate of $975.00 per day for each day beyond these dates that the work remains incomplete.
The Ross Township Board of Supervisors reserves the right to accept or reject any and/or all proposals or portions thereof, and to delete projects and or portions of the project depending on budgetary constraints and also to waive any technicalities deemed to be in the best interest of the Township.
PA Prevailing Wages apply to the 2025 Bituminous Paving (Base Road Bid and Additional Bid Items) contract only.
