Title: Biohazard Cleaning at SPD Precincts

This Invitation to Bid (ITB) aims to establish a contract for the professional containment, disposal, and decontamination of biohazardous materials, including blood, bodily fluids, and other potentially infectious substances, of Seattle Police Department (SPD) precincts, equipment, and vehicles. Biohazard incidents, such as those involving bloodborne pathogens, require immediate attention to prevent the spread of harmful diseases. Proper biohazard cleanup is vital to maintaining a safe environment for SPD personnel, detainees, and the public, while also preserving the integrity of police operations. The services outlined in this ITB will ensure the swift mitigation of biohazard risks through specialized cleanup protocols, allowing SPD precincts, equipment, and vehicles to return to operational status promptly and safely.
The selected vendor must comply with all applicable regulations, including Washington State laws (WAC 296-800 and WAC 296-823) and OSHA’s Bloodborne Pathogens Standard (29 CFR 1910.1030). These regulations mandate robust safety measures, such as an exposure control plan, proper use of personal protective equipment (PPE), and appropriate disposal of contaminated materials. By adhering to these standards, the vendor will play a critical role in safeguarding SPD personnel and the community. Additionally, the contract requires on-call availability 12 hours per day, seven days a week, to ensure timely response and efficient resolution of biohazard incidents. Through this partnership, SPD aims to uphold the highest standards of safety, regulatory compliance, and public trust.
The City currently has a contract for Biohazard Cleaning with PACIFIC NW BIO WA LLC (City of Seattle Blanket Contract 6017) that will remain in place for use for all City departments. However, the City is returning to the marketplace to establish a new contract for Biohazard Cleaning specifically for Seattle Police Department (SPD) precincts, equipment, and vehicles.
The Seattle Police Department (SPD) is intended to be the sole user of this new contract. However, other City departments may use the contract in the future. In the past, SPD has had a single contract for the services that has totaled approximately $58,000 per year with monthly invoices totaling approximately $5000. SPD anticipates similar usage for the new contract.
