NOTICE TO BIDDERS
Notice is hereby given that sealed bids will be received by the Gloucester County Utilities
Authority ("GCUA") on Wednesday, June 30, 2026, at 11:00 a.m., prevailing time at the
GCUA Administrative Office, located at 2 Paradise Road, West Deptford, New Jersey
08066, at which time and place bids will be publicly opened and immediately read for: Bioassay
Laboratory Testing Services.
The project principally consists of providing Laboratory Testing Services for Biomonitoring
Sampling and Testing to the GCUA on an "as needed, if needed, and when needed" basis.
Specifications, Instructions to Bidders and Proposal Forms may be obtained on or after Friday,
June 19, 2026.
ALL REQUESTS FOR BID DOCUMENTS SHOULD BE MADE BY EMAIL TO RON
KILLEEN at rkilleen@gcuanj.com. Bid proposals should be delivered to the GCUA
Administrative Office, 2 Paradise Road, West Deptford, New Jersey 08066
between the hours of 8:00 a.m. and 3:00 p.m., Monday through Friday, except legal holidays).
Bids will be made on the proposal form provided, in the manner designated therein and required
in the specifications, enclosed in an opaque sealed envelope and plainly marked on the outside
with the date, time and item being bid.
All bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq and
N.J.A.C. 17:27 (Affirmative Action), and Americans with Disabilities Act of 1990 (42 U.S.C.
12101, et. seq.). All bidders are further notified that they must comply with P.L. 1977, C. 33 and
submit a Disclosure Statement listing stockholders with the bid. In addition, all bidders must
comply with the requirements of P.L. 2004, c. 57 and submit a copy of their New Jersey
Business Registration Certificate with their bid proposal.
The Owner reserves the right to reject any or all bids, to waive any informalities, deviations, or
omissions in any bid or all bids, and to accept such bids and make such awards as may be in the
best interest of the Owner. Furthermore, the Owner may request written clarification of any
aspect of the proposal where, in the Owner's opinion, ambiguities exist. No bidder may
withdraw its bid for a period of sixty (60) days after the actual date of the opening of the bids.
