The Big Cypress Country Club of Naples (BCCCN) Stormwater System Retrofit project addresses long-standing drainage issues within the Big Cypress Golf & Country Club (BCG&CC) residential area and the adjacent Country Club of Naples (CCN) golf course. Originally part of a single planned development from the early 1960s, subsequent replatting separated the community into two distinct entities. Despite separate ownership, both areas were designed to function under a shared stormwater management system, as documented in a 1978 South Florida Water Management District (SFWMD) submittal. However, decades of uncoordinated maintenance, unauthorized drainage modifications, and natural events such as Hurricane Irma in 2017 have compromised the effectiveness of the system, resulting in flooding that, for the first time, entered homes. A 2020 feasibility study identified critical infrastructure improvements to restore stormwater flow, increase system capacity, and protect against peak flood conditions, particularly during high Gordon River stages.

This construction project will implement the stormwater retrofit as outlined in Phase 1 and Phase 2 of the design plan, including re-establishing a functional gravity outfall system and reconstructing the roadside swale and culvert system within the BCG&CC roadways—Burning Tree Drive, Cypress Pointe Drive, and Mel Jen Drive. The project will include the replacement of the existing water main to improve utility coordination. While the feasibility study proposed a pump station and berms to protect against riverine backflow, these elements are not part of this solicitation and will be addressed under the next phase. The overall objective is to deliver a reliable, permitted, and resilient stormwater system that restores flow connectivity, mitigates flood risk, and complies with regulatory requirements.
