bwhite@dunganeng.com. A bid bond is not required. Per Mississippi State Law, Jayess Topeka
Tilton Water Association will require both a Performance and Payment Bond on any public
construction contract worth $25,000 or more, and each bond must equal at least the full contract
amount. No payment for work will be made until all work required by the project documents is
complete and has been accepted by the Owner.
Apre-bid conference for this project will be held at the Jayess Topeka Tilton Water
Association Water Office located at 23 Bismark Rd, Jayess, MS 39641, on June 22, 2026at
9:00AM(CST). The Owner reserves the right to rejectany bid received from a Contractor that
does not attend the pre-bid conference.
Minority and women's business enterprises are solicited to bid on this contract as prime
contractors and are encouraged to make inquiries regarding potential subcontracting
opportunities and equipment, material and/or supply needs.
Any contract or contracts awarded under this invitation for bids are expected to be funded in
whole or in part by anticipated funds from theARPA Rural Water Association Infrastructure Grant
(RWAIG). Neither the State of Mississippi, the Local Governments and Rural Water Systems
Improvements Board, nor any of their employees is or will be a party to this invitation for bids or
any resulting or related contracts. This procurement will be subject to all applicable sections of
the Mississippi Code of 1972, Annotated, as they apply to local governments, in accordance with
RWAIG Program Regulations.

CONSTRUCTION TIME: The undersigned bidder agrees to complete the work in 30 Calendar
Days from the date of a "Notice to Proceed" issued by the Engineer.
LIQUIDATED DAMAGES: In the event that substantial completion is not approved within the
time frame established herein, liquidated damages will be assessed in the amount of two
hundred fifty dollars ($250.00) for each day until substantial completion is approved by the
Owner.
