Notice ishereby given that the City ofAtlantic Beach, Florida, willreceive sealed bids, submitted, IN
TRIPLICATE, atthe Office oftheProcurement Manager, City Hall, 800 Seminole Road, Atlantic Beach,
Florida, 32233, until 2:45PM, Wednesday, April 22, 2026, fortheWTP No. 3Chlorination Upgrade project.
Thereafter, at3:00PM, thebids will beopened intheCity Hall Commission Chambers, 800Seminole Road,
Atlantic Beach, FL 32233.
Bids shall beenclosed inanenvelope endorsed "BID NO. 2526-12: WTP NO.3CHLORINATION UPGRADE
PROJECT, TOBEOPENED AT3:00PM, WEDNESDAY, APRIL 22, 2026." Complete Specifications will be

Thework consists ofthe demolition and removal ofthe existing gas chlorine tanks, gas detection
equipment, fillequipment, hoist, crane rail, solenoids, injection systems andallassociated control
systems. The Contractor shall furnish and install two (2) 500-gallon double-walled liquid chlorine storage
tanks, complete with chemical feed pumps andallrequired valves, piping, supports and appurtenances.
Thework shall also include allnecessary electrical conduit, wiring, control systems andpanels required
toprovide acomplete andfully operational chlorine storage andfeed system asdescribed inthe
Contract Documents.

7. Financial: Bidders shall submit copies oftheir certified financial statements forthe past two (2) years.
8. Proof ofExperience: Bidders shall submit proof ofaminimum ofthree (3) years' experience with
selected similar projects ofthe same sizeand scope asthis project orservice. Bidders MUST provide a
brief description ofthe past/current projects. Include the title ofthe project, company name that
work was performed for and start and end dates. The projects must beofthe same nature asthis
project orservice.
9. Proof of Insurance: Bidders shall submit acurrent Certificate ofInsurance (COI) showing that the
bidder has obtained, andwill continue tocarry Workers' Compensation, public and private liability
and property damage insurance during the lifeofthecontract. Awarded bidder willberequired to
provide aCOIwiththeCitylisted asanAdditional Insured.
10. Positive References: Bidders shall submit aminimum ofthree (3) references, including contact name,
title, company name, current phone numbers ande-mail addresses from companies orindividuals for

whom the bidder has performed work ofacomparable size and nature asthis project orservice,
during the past three (3) years.
11. Written confirmation ofreceipt ofanyaddenda.
Failure tocomplete and return these required forms with the bid submittal will make the bid non-
responsive and provide abasis for rejection.
AllBids must bemade onthe forms provided, properly executed, placed inanenvelope andmailed or
delivered inaccordance with thisInvitation toBid.
APerformance andPayment Bondwill berequired ofthe successful bidder. Bid prices must remain valid
forninety (90) days after the public opening ofthebids. Goods and services proposed shall meet all
requirements oftheOrdinances ofthe CityofAtlantic Beach.
The City ofAtlantic Beach reserves the right to reject any orallbids orparts ofbids, waive informalities
andtechnicalities, make award inwhole orinpart with orwithout cause, and tomake the award inwhat
isdeemed tobeinthe best interest ofthe CityofAtlantic Beach.
ANTI-COLLUSION REQUIREMENT: Under no circumstances shall any prospective proposer, or any
person or persons acting for or on behalf of any said prospective bidder, seek to influence or gain the
support of any member of the City Commission or the City Staff favorable to the interest of any
prospective bidder orseek toinfluence orgain the support ofany member oftheCityCommission orCity
Staff against the interest ofany prospective bidder. Any such activities shall result inthe exclusion ofthe
prospective proposer fromconsideration bytheCity.
Aperson oraffiliate who has been placed onthe convicted vendor list following aconviction for apublic
entity crime may not submit abid on acontract to provide any goods or services to apublic entity, may
notsubmit abidonacontract with apublic entity forthe construction orrepair ofapublic building or
public work, may notsubmit bids onleases ofrealproperty toapublic entity, may not beawarded or
perform work asacontractor, supplier, subcontractor, orconsultant under acontract with any public
entity, andmay not transact business with any public entity inexcess ofthe threshold amount provided
inSection 287.017, foraperiod of 36 months from the date ofbeing placed onthe convicted vendor list.

Anentity oraffiliate who has been placed onthe discriminatory vendor list may not submit abid on a
contract toprovide goods orservices toapublic entity, may not submit abidonacontract with apublic

real property toapublic entity, may not award orperform work asacontractor, supplier, subcontractor
orconsultant under contract with anypublic entity, and may nottransact business with anypublic entity.
