REQUEST FOR PROPOSALS
PROJECT OVERVIEW
The City of Parkersburg, Development Department is seeking proposals from qualified and
experienced attorneys or law firms to provide title examination services for properties within
the city. The selected firm will be retained under contract for a period of one (1) year to ensure
consistency in service, scheduling, and pricing.
SCOPE OF SERVICES
The selected attorney or firm will be responsible for performing comprehensive title
examinations and producing legal opinions on various properties as requested by the City.
Required services include but are not limited to:
• Conducting thorough title searches to determine ownership history and identify any
encumbrances, liens, or defects.
• Reviewing and providing a legal opinion on the condition of title, including any
restrictions, easements, right-of-way issues, or tax delinquencies.
• Ensuring all work is completed in a timely and efficient manner, with standard
turnaround times specified in the proposal.
MINIMUM QUALIFICATIONS
Interested firms or attorneys must meet the following criteria:
• Be licensed to practice law in the State of West Virginia.
• Have at least five (5) years of experience in real estate law and title examination.
• Be familiar with local land records, zoning laws, and real estate regulations in Wood
County, WV.
• Demonstrate a history of timely and accurate title opinion services.
• Maintain professional liability insurance in an amount appropriate for the scope of
work.
PROPOSAL REQUIREMENTS
Interested firms must submit a proposal that includes the following information:
1. Firm/Attorney Background & Experience

o Summary of qualifications and experience in real estate law and title
examinations.
2. Approach to Title Examinations
o Description of the firm’s title examination process.
o Average turnaround time for title opinions.
3. Fee Structure
o Clear pricing structure for title examinations.
o Indicate whether pricing is on a flat fee or hourly rate basis (the city prefers flat
fee structures).
o Any additional costs, such as administrative fees or court filing costs.
EVALUATION CRITERIA
Proposals will be evaluated based on the following criteria:
• Experience and qualifications (30%)
• Understanding of the scope of work (25%)
• Turnaround time and availability (25%)
• Cost and fee structure (20%)
TERMS AND CONDITIONS
• The City reserves the right to accept or reject any or all proposals.
• The contract will be awarded to the firm that best meets the needs of the city based on
qualifications, experience, cost, and responsiveness.
• Any contract awarded because of this RFP will be for a period of one (1) year, with the
possibility of renewal at the City's discretion.
• All submitted materials become the property of the City and may be subject to public
disclosure.
