GENERAL SPECIFICATIONS
According to the attached, these specifications intend to furnish Lowndes County with the following
requisitioned equipment/service. It is clearly understood that the following are minimum specifications
and are made to stock specifications of the equipment/service proposed.
The bidder agrees that Lowndes County reserves the right to waive technicalities and to reject any or all
bids.
If you have any questions, please call the phone number on the cover page.
Depending on the purchase price, the Purchasing Agent or the Lowndes County Board of Commissioners
will make the final decision regarding the purchase.
All sealed bids must have the Bid Number and Name of the Vendor submitting the bid on the front of the
envelope. Sealed bids are due and opened on the date and time listed on the front cover page.
NO BID WILL BE CONSIDERED IF RECEIVED AFTER THE DATE AND TIME SPECIFIED!
Invoices are paid on a net 30 basis.
Any price(s) the dealer/vendor bid on items offered to Lowndes County shall be the price effective at the
delivery date.
No delivery date of “ASAP” (As Soon As Possible) shall be considered acceptable on items that have a
maximum delivery date listed in the specifications.
Addenda issued in a bid must be acknowledged and submitted with the original bid package.
All Shipping is to be FOB Valdosta, GA 31601, and included in the total price unless otherwise stated in
the bid document.
INSTRUCTIONS TO BIDDERS
1. Bids must be made upon the proposal form if attached hereto. If no form is attached, please
submit the proposal/bid on your company letterhead in a design/layout that best suits the price
and information the County has requested. The following information should be listed legibly on
the outside of the sealed envelope: 1. Name of vendor submitting the bid. 2. The Bid number and
Title must be located on the cover page of the Bid Package. Bids may be mailed or hand-delivered
ONLY to the Purchasing Department of Lowndes County, 327 North Ashley Street, 3rd floor,
Valdosta, GA 31601. If you choose to mail your proposal, it should be mailed to Amy Woods,
Finance Department, 327 North Ashley Street, Valdosta, GA 31601. Emailed or faxed bids will not
be accepted. No Exceptions!
2. No bidder will be allowed to withdraw their bid for any reason after opening the bids unless
otherwise stated in the specifications.
3. The following specifications represent the minimum general size, weight, capacity, and
performance characteristics desired in the equipment to be purchased. These requirements are
not intended to prevent the obtaining of fair prices or to eliminate competition, but to ensure, if
possible, that all bids submitted will not be subject to correction or alteration after the bid has
been filed, opened, and publicly read. Because of a vast disparity in design and manufacturing
details, complete descriptive literature and manufacturer specifications must be submitted for
each type of equipment offered. Lowndes County reserves the right to evaluate any or all bids,
mainly where there is a range in specifications. Special consideration will be given to the ready
availability of repair parts and services.
4. Federal or State taxes do not apply to Georgia Counties under the United States Code Title 26 and
Georgia Exemption Certificate Number 3-465-686-300-1.
5. The names of a specific brand, make, or definite specifications denote the desired quality standard
of the article. The County does not restrict bidders to a particular brand, create, or manufacturer;
it is to set forth and convey to prospective bidders the general style, type, character, and quality
of the article desired.
6. The contract will be awarded to the lowest responsible bidder, taking into consideration quality
performance, the time specified in the specifications for the performance of the agreement,
provision of needed and unneeded features, usefulness to the using department, whether the
bidder meets the guidelines outlined in the specifications, and prior County experience.
7. Unless otherwise explicitly stated in the SPECIFICATIONS, any item that the county has sent out
for bid(s) must be NEW equipment with the latest technology available. No remanufactured item
will be accepted unless stated otherwise in the bid specifications.
8. All vendors must attend the Mandatory Pre-Bid Meeting on January 7, 2026 @10 AM EDT.
Interested bidders may send questions in writing before the meeting via email to
amy.woods@lowndescounty.com. However, all questions will be addressed at the Pre-Bid
meeting, not beforehand. The deadline for receiving written questions is 3:00 PM on January 6,
2026. No further questions will be allowed after the conclusion of the Pre-Bid Meeting.
SECTION 1 – INTRODUCTION
Lowndes County, on behalf of PruittHealth Corporation, is requesting sealed bids from qualified electrical
contractors to furnish and install emergency standby generators at five (5) nursing home facilities located
throughout Lowndes County, Georgia. The complete scope and technical requirements are defined in the
attached Electrical Engineer’s Drawings and Specifications prepared by CBHF Engineers, PLLC (Project No.
25103, “Engine-Generator Additions,” dated 12/05/25).
Contractors may submit multiple bid options, such as varying generator manufacturers or delivery
timelines, provided all options fully meet the minimum requirements of these specifications and the
attached construction drawings.
SECTION 2 – FACILITIES INCLUDED
Emergency standby generators shall be furnished and installed at:
1. PruittHealth – Crestwood
2. PruittHealth – Holly Hill
3. PruittHealth – Lakehaven
4. PruittHealth – Parkwood
5. PruittHealth – Valdosta
SECTION 3 – MINIMUM GENERATOR CAPACITY REQUIREMENTS
Based on engineering specifications and facility load analysis:
Crestwood – Minimum 230 kW
Holly Hill – Minimum 230 kW
Lakehaven – Minimum 230 kW
Valdosta – Minimum 200 kW
Parkwood – Minimum 350 kW
All generators shall be diesel-fueled, equipped with integral belly tanks, and meet all performance, design,
testing, and installation requirements contained in the engineering drawings and specifications.
SECTION 4 – SCOPE OF WORK
The contractor shall provide all labor, equipment, materials, tools, transportation, permits, and
supervision required for the complete, functional, and code-compliant installation of an emergency power
system at each facility.
The scope includes, but is not limited to:
1. Furnishing and installing diesel-powered standby generators meeting the minimum facility ratings
listed above.
2. Providing concrete housekeeping pads where required.
3. Furnishing and installing automatic transfer switches, feeders, conduits, grounding systems, and
associated electrical infrastructure as shown in the engineer’s drawings.
4. Reconfiguring existing electrical service to integrate the generator and ATS system.
5. Providing all trenching, backfill, compaction, penetrations, sealing, and surface repairs necessary
for a complete installation.
6. Coordinating required outages, ensuring continuity of critical circuits unless otherwise approved
by the Owner.
7. Preparing a Temporary Power Plan for any required service interruptions.
8. Performing load-bank testing in accordance with the drawings and manufacturer requirements.
9. Providing training, as required (see Section 8).
10. Providing O&M Manuals, as required (see Section 8).
11. Compliance with all specifications noted on E-1 through E-15, including:
General Notes
Electrical Specifications
Wiring methods
Grounding requirements
Nameplate and identification requirements
Testing requirements
Raceway and conductor requirements (Refer to drawings E-1 to E-15)
Note: All incidental components affecting proper operation shall be included, even if not explicitly
shown. Also, make note of the requested additive alternate for the Pruitt Health Valdosta site on
Sheet E-14 “Revised Power Riser Diagram”.
SECTION 5 – CONTRACTOR QUALIFICATIONS
1. Contractor must be a licensed Electrical Contractor.
2. Contractor must have completed at least three (3) generator installations of comparable size
within the last five years.
3. Contractor shall have personnel trained and certified to install the proposed generator and ATS
equipment.
4. Contractor must provide manufacturer-certified technicians or subcontract with certified
personnel for startup and commissioning.
SECTION 6 – PRE-BID MEETING & SITE VISITS
Mandatory Pre-Bid Meeting:
A pre-bid conference will be held on January 7, 2026, at 10:00 AM. The meeting will be held in person at
the Lowndes County EOC, 250 Douglas Street, Valdosta, GA 31601. Those unable to attend in person may
attend virtually using the meeting information listed below. Attendance, either in person or virtually, is
required. Bids from contractors not represented at the pre-bid meeting will not be accepted. The door to
the meeting room and the virtual meeting room will be locked at 10:01 AM, and no one else will be
allowed to join.
