GENERAL INFORMATION
Overview
The Town of Trumbull (herein after referred to as “Town” requests qualifications and proposals from qualified firms (herein after
referred to as contractor, responder, proposer, or candidate) to complete reappraisal and revaluation services of all taxable and
exempt real property within the corporate limits of the Town of Trumbull, Connecticut.
The successful Contractor who executes the contract with the Town shall furnish all specified labor, materials, supplies, forms, and
perform all work for the project in accordance with these contract specifications.
The successful Contractor shall be thoroughly familiar with the requirements of all specifications and the actual physical conditions of the
various actual and proposed project sites. The submission of a proposal shall be construed as evidence that the Candidate has examined
the actual job conditions, requirements, and specifications. Any claim for labor, equipment or materials required or difficulties encountered
that could have been foreseen will not be recognized.
All work will be carried out and all forms, materials, supplies, and systems utilized in this project, shall conform to and be carried out in
accordance with the rulings of the Secretary of Office of Policy and Management, pertinent ordinances and agreements of the Town,
pertinent state statutes and pertinent decisions of several courts. The revaluation will be performed under the direct supervision and
approval of the Assessor of the Town of Trumbull, Connecticut.
The values to be determined shall be the full fair market value as defined in Section 12-63 of the Connecticut General Statutes and
shall be based upon recognized methods of appraising.
It is expected that the Proposer or his or her representative will visit the Town of Trumbull; is familiar with its geography, general
character of houses and its commercial and industrial areas; has examined the quality and condition of the ASSESSOR’S records;
verified the parcel counts, and has met with the ASSESSOR to make himself or herself knowledgeable of those matters and conditions
in the TOWN which would influence this bid proposal.
This RFP is not a contract offer, and no contract exists until a written contract is signed by the Town and the successful proposer.
1. PREPARATION FOR BIDS / BID SUBMISSION
Bids shall be submitted by using the enclosed BID FORM that accompanies this request. Submit one (1) ORIGINAL and Two (2)
EXACT COPY and one (1) USB copy of your proposal. Bidders should submit bids in a clear, concise, and legible manner to permit
proper evaluation of responsive bids.
a. Bids are to be completed (unless directed otherwise in the specifications), printed, signed by an authorized agent, and sealed
in an envelope (including all official literature, brochures, etc., which support this request) and addressed as follows:

b. All Bids must be made on the enclosed Bid form. All blank spaces for Bid prices must be filled in, in ink or typewritten, and
the bid form must be fully completed and executed when submitted. Please be advised that the person signing the formal bid
must be authorized by your organization to contractually bind your firm with regard to prices and related contractual
obligations for the subject project

d. The Town reserves the right to correct, after bidder verification, any mistake in a bid that is a clerical error, such as a price
ex- tension or decimal point error.
e. Proposals shall be received at the office of the Purchasing Agent, Town Hall, prior to the advertised hour of opening.
f. A firm may withdraw a proposal at any time prior to the above scheduled date and time. Any proposal received after the above
scheduled date and time shall not be considered or opened.
g. 1 Orginial & Two (2) complete sets and USB of the proposal (responses) are to be submitted in a sealed envelope to the
Purchasing Agent and clearly labeled and addressed as noted above.
h. No oral, telephonic, email, or faxed responses shall be considered. No oral, telephonic, emailed, or faxed corrections,
deletions, or additions to any response shall be accepted. The Town reserves the right to reject any or all responses, and to
waive any or all formalities in connection with this request. Any responses received after the above scheduled due date and
time shall not be accepted or opened.
i. Please be advised that the person signing the formal proposal must be authorized by your organization to contractually bind
your firm with regard to prices and related contractual obligations.
2. TOWN OPTIONS
a. After Review of all factors, terms, and conditions, including price, the Purchasing Authority of the Town of Trumbull reserves the
Right to reject any, and all bids, or any part thereof, or waive defects in same, or accept any proposal deemed to be in the best
interest of the Town of Trumbull.
b. The Town shall be under no obligation to accept the lowest financial proposal if it is deemed in the best interest of the Town to do
so.
c. If a responder’s qualifications and proposal do not meet or better the required specifications on all points that must be outlined in
a letter otherwise it will be presumed that a proposal is in accordance with the required specifications.
d. The Town reserves the exclusive right to determine whether or not qualifications and a proposal meet or exceeds the stated
specifications.
e. The Town of Trumbull reserves the right negotiate changes to the proposed scope of work with each respondent to this RFP.
f. The Town of Trumbull also reserves the right to not award a contract pursuant to this solicitation.
3. TAXES
All purchases made by the Town, and associated with the award of this requirement shall be tax exempt. Any taxes must not be
included in proposal prices. A Town Tax Exemption Certificate shall be furnished upon request.
4. INQUIRIES AND ADDENDA
a. All inquiries regarding this request must be submitted in writing to the following (emailed questions are acceptable) and shall
be accepted up to the close of business on, April 22, 2025, after which time no additional questions will be accepted.
b. To ensure consistent interpretation of certain items, answers to questions the Town deems to be in the interest of all proposers
will be made available on the Town website: www.trumbull-ct-gov. Additional information or inquiries regarding this request

c. Additionally, after inquiries are received, the Town reserves the right to communicate with any or all of the proposers to
clarify the provisions of Proposals.
d. It is the sole responsibility of the responding firm to verify any addendums that may have been issued relating to
this request prior to submission of a proposal. Any notice of addendum shall be published on the Town website
www.trumbull-ct.gov (Purchasing Department). Failure to submit a proposal that does not address any changes or
addendums may result in a disqualification of a proposal submission.
5.
AWARD AND AUTHORITY
The requested services shall be awarded to the firm whose proposal is deemed to best provide the services desired, taking
into account the requirements, terms and conditions contained in the request for proposals and the criteria for evaluating
proposals. The Town Purchasing Agent will issue notification of award in writing along with town contract.

6.
ACCEPTANCE PERIOD AND PRICING
In submitting the proposal, the Candidate agrees that the proposal will remain valid for a period of ninety (90) days after the
closing date for submission, and may be extended beyond that time by mutual agreement. Prices quoted must be firm, for
acceptance by the Town of Trumbull, for a period of ninety (90) days.
7.
ASSIGNMENT OF RIGHTS, TITLES, AND INTERESTS
Any assignment or subcontracting for work to be performed related to this request, in whole or in part, and any other interest
in conjunction with Town procurement shall not be permitted without the express written consent of the Town of Trumbull.
8.
HOLD HARMLESS CLAUSE
The consultant agrees to indemnify, hold harmless and defend the Town from and against any and all liability for loss, damage
or expense which the Town may suffer or for which the Town may be held liable by reason of injury, including death, to any
person or damage to any property arising out of or in any manner connected with the operations to be performed under an
agreement with the Town, whether or not due in whole or in part of any act, omission or negligence of the Town or any of his
representatives or employees.
9.
CONFLICT OF INTEREST.
Public officials shall be prohibited from receiving any town work procured through a
Public Bid or bid waived process so as to avoid any appearance of impropriety or conflict
Of interest, and; Public officials cannot circumvent the intent of this ordinance by receiving
Town work through a bid waiver, as proscribed by the Trumbull Town Charter.

INSURANCE
The successful Candidate will be required to furnish and maintain insurance and a comprehensive general liability certificate
of insurance naming the Town as additional insured. The insurance is to be suitable liability, worker’s compensation, and
professional coverage. The Certificates of Insurance will be provided by companies licensed in the State of Connecticut and
will be in reasonable amounts satisfactory to the Town, which will not be less than Two Million Dollars.
The successful firm shall procure and maintain in effect during the life of the agreement commercial General Liability Insurance
with a minimum limit per occurrence for Bodily Injury and Property Damage of $1,000,000 per occurrence and an aggregate
limit of $2,000,000, Automobile Liability Insurance with a combined single limit of $1,000,000 per occurrence, $1,000,000
aggregate, and shall include coverage for all owned, hired, and non-owned vehicles; Workers Compensation Insurance in the
amount as required in the State of Connecticut, and Employer's Liability Insurance with a minimum limit of $500,000 each
accident, $500,000 Disease, Policy Limit $500,000 Disease, each employee; Professional Liability Errors and Omissions
Insurance with a $1,000,000 combined single limit; and Umbrella Excess Liability Insurance coverage with a limit of $3,000,000.
Evidence of required insurance shall be presented prior to contract execution. Insurance coverage shall not be canceled without
prior written notification to Town.
11. TAXES, FEES, CODE COMPLIANCE, LICENSING
The candidate shall be responsible for payment of any required permits, licenses, taxes or fees associated with the execution
of the performance contract. The company shall be responsible for compliance with all applicable codes and laws. If there
are tax credits that Town is not qualified for but the company is, those savings will be passed on to Town.
12. FEDERAL, STATE AND LOCAL LAWS
All applicable Federal, State, and local laws, and rules and regulations of all authorities having jurisdiction over the locality of
the project shall apply to the contract and are deemed to be included herein.

SUBMISSION REQUIREMENTS
In addition to addressing each of the items in the General Conditions, the Contractor must submit, as part of its proposal, the
following:
1. A Letter of Transmittal signed by the individual authorized to negotiate in good faith and contractually bind the Contractor
stating that the offer is effective for at least ninety (90) calendar days from the deadline for the submission of proposals.
2. A list of all Connecticut Municipalities revaluations completed during the past five (5) years, including client contact
information.
3. A list of all Connecticut revaluation contracts for which the Contractor is currently committed with time table for completion.
4. A list of personnel proposed to be assigned to the Town of Trumbull’s revaluation project, including years of experience in
current positions and other revaluation positions, municipalities served and their roles in those revaluations. Resumes of
personnel proposed to be assigned must be included along with Connecticut Revaluation Certifications.
5. The Town utilizes VGSI’s CAMA Software V8 system in house. Therefore, each Contractor must show evidence of familiarity
with the system by submitting a list of projects previously worked on that required the use of VGSI V8 system.
6. Copy of Contractor’s current Connecticut Revaluation Certification issued pursuant to Connecticut General Statutes 12-2c.
7. Description and examples of the Contractor’s revaluation public relations program.
8. Description of the methodologies to be used for valuing residential, commercial, industrial, exempt, public utility and vacant
parcels.
9. Description of sales analysis to be performed to verify accuracy of valuations.
10. Description and outline summary of the proposed public relations program that would be used during the revaluation
project.
11. Indication of how many years the Contractor has been engaged as a company, corporation, partnership or individuals
specializing in municipal revaluation services.
12. Copy of the Contractor’s Financial Statement for the last fiscal year.
Definitions
Assessor: The word "Assessor" shall mean the duly appointed Town Assessor of the Town of Trumbull or other individual(s)
identified by the Town to act in that capacity or as a designee.
Contract Specifications or Specifications: The terms "Contract Specifications" or "Specifications" shall mean this Exhibit A,
which has been attached to and made a part of a certain Contract between the Town and the Company and any addenda
thereto.
Project: The word "Project" shall mean the reappraisal and revaluation of all taxable real property and all exempt real property
within the corporate limits of the Town of Trumbull.
Company: The word "Company" means any person, firm, corporation, association, or other entity performing the revaluation
work under contract.
Contractor: Whenever the word “Contractor” is used in these specifications, it shall be understood to mean the person or
persons, co-partnership, or corporation, who has entered into this contract as the party of the second part, or his/her or their
legal representative.
Sub-Contractor: Any individual, firm, partnership, or corporation to whom the Contractor sublets or assigns any part or parts
of the project covered by the contract with the approval of the Town.
Measurers and Listers: Shall mean Data Collectors.
Town: The word "Town" shall mean the Town of Trumbull, Connecticut.
Jurisdiction: The word "Jurisdiction" shall mean the Town of Trumbull, Connecticut, and shall be used interchangeably with
the word “Town”.
Owner: The Owner shall mean the Town of Trumbull (Town) or any duly authorized official thereof acting in an official capacity.
CAMA: The word “CAMA” shall hereinafter mean the Town’s VGSI V8 CAMA System.

Questionnaire: “Questionnaire” as defined in CGS Sec 12-62(b)(4). QUESTIONNAIRES are also called “data mailers” in the
revaluation industry therefore “data mailers” and “QUESTIONNAIRES” shall have the same meaning.
Full Inspection: “FULL INSPECTION” means “fully inspect” as defined in CGS Sec, 12-62(b) (3-4).
Basic Scope Of Project:
This project includes the revaluation of all taxable and exempt real property within the corporate limits of TRUMBULL, Connecticut
effective as of October 1, 2026.
CONTRACTOR shall furnish all the databases, labor, materials, supplies, forms, equipment and perform all work for the project in strict
accordance with the hereinafter-listed specifications.
All work will be carried out and all forms, materials, and supplies utilized in this project shall conform to and be carried out in accordance
with the requirements of the Secretary, Office of Policy and Management, the Connecticut General Statutes, and Regulations of
Connecticut State Agencies and decisions of several courts pertaining hereto, and pertinent ordinances and agreements of the Town.
The revaluation will be performed under the direct supervision and approval of the ASSESSOR of the TOWN OF TRUMBULL.
The values to be determined shall be the present true and actual value of each parcel of real property as that term is used in Title 12 of
the Connecticut General Statutes and shall be based upon recognized methods of appraisal and conform to Uniform Standards of
Professional Appraisal Practices, as required by Connecticut General Statutes for the licensing and certification of all individuals involved
in the appraisal of real estate.
The Project will cover and include all real property in TRUMBULL including the following categories:
1. All taxable real estate, land, buildings, and improvements.
2. All tax-exempt real estate, land, buildings, and improvements.
3. All public utility real estate.
Effective Date:
The effective date of this project shall be for the October 1, 2026 Grand List and the pricing and valuation by CONTRACTOR of all
land, buildings and property under this CONTRACT shall reflect the present true and actual value as of October 1, 2026.
Computer Assisted Mass Appraisal: This revaluation project is to utilize Computer Assisted Mass Appraisal (CAMA) technology. The
Company will utilize Vision Government Solutions Inc. Appraisal Vision v8 software to conduct the revaluation and enhance and verify
the existing database.
The Town has no desire to replace the existing Appraisal Vision CAMA system; all work shall be carried out using the Town’s in-house
Appraisal Vision CAMA system. Proposals submitted using any software other than that which the Town currently utilizes shall be
considered unresponsive and shall be subject to disqualification.

CONTRACTOR’s price for the revaluation is based upon the following anticipated parcel counts (estimated by TOWN as of October 1,
