The City of Perry is soliciting bids from qualified vendors for the purchase of One (1) new Public Safetry
Command Post Trailer according to the attached specifications.
I ask that you strictly comply with these specifications and return the same to the City of Perry, clearly
marked "BID NUMBER 2026-12", on or before 2:00 PM on May 28, 2026. Bids can be mailed or
delivered to the Finance Department - Purchasing, ATTN: Bid #2026-12, CITY OF PERRY GA, 1211
Washington Street, P O Box 2030, Perry, GA 31069. No faxes or emails accepted. No other city office
will accept bids unless specified on the bid.
The City of Perry reserves the right to accept any and all parts of this bid. We also reserve the right to
reject all bids and to waive informalities.
Please include any delivery charges in your bid.

Command Trailer Specification
1. Base Trailer Requirements
The Vendor shall provide one (1) 8.5' x 20' enclosed command trailer meeting or exceeding the
following minimum specifications:
* Tandem 3,500 lb brake axles
* Flat/straight front design
* Silver .080 composite semi-screwless exterior
* Interior height: minimum 7'6"
* Extended tongue with ATP generator box
* Rear drop-down stabilizer jacks
* Reinforced rear corner and roof structure for future antenna, mast, or camera mounting
* Trailer frame, tongue, and floor system designed to support command/communications upfit
Vendor shall provide:
* Gross Vehicle Weight Rating (GVWR)
* Estimated curb weight after build-out
* Tongue weight
* Remaining payload capacity
2. Doors and Exterior Features
Trailer shall include:
* One (1) 36" x 72" rear door (in lieu of ramp door)
* One (1) 32" x 72" side door in partition wall
* Solid rear wall configuration
* Two (2) slide-out exterior steps (one per door)
* Exterior power plug and TV mount on curbside
* Power retractable awning on curbside
* Awning equipped with wind sensor / automatic retract protection
* Exterior LED porch/entry lights at all doors
* Exterior LED scene lighting on both sides and rear
* Weather-resistant exterior utility access for shore power and service connections
* Blue warning lighting
* Integrated switch panel for exterior lighting and systems
3. Interior Construction and Finish
Interior shall include:

through door creating an 8' x 8.5' room

* Full-width front/nose desk with:

* Lockable overhead and base cabinetry where practical
* Durable, cleanable work surfaces suitable for command operations
* Interior color scheme optimized for monitor visibility and lighting efficiency
4. Rear Operations Area
Rear operations area shall include:
* Ten-foot (10') desk on street side
* Ten-foot (10') fold-down bench on curbside
* Thirty-inch (30") closet-style cabinet with:
Adjustable shelving

Electrical receptacle
o
Ventilation
o
* Preplanned layout for command and communications operations
* Space for radios, laptops, printers, maps, and incident boards
* Wall space for dry-erase board, magnetic board, or map board
* Minimum one (1) lockable drawer/file storage unit
* Dedicated printer shelf/workstation
* Dedicated cabinet space and properly rated electrical receptacles for microwave and mini
refrigerator installations
5. Windows
Trailer shall include:
* Two (2) windows, minimum size 30" x 15"
* Placement: two (2) on street side
* Tinted windows with blinds or privacy coverings
6. Electrical System
Trailer shall include a complete 120V/12V electrical system:
* 50 AMP electrical service
* Distribution panel with breaker protection
* Minimum eight (8) receptacles (USB/standard combination)
* Converter with integrated battery charging system

* Six (6) 4-foot 12V interior lights with wall switches
* Task lighting at desks and workstations

7. HVAC System
Trailer shall include:
* 18,000 BTU mini-split system
* Dual 9,000 BTU interior air handler units
* Proper condensate management and drainage
* Insulation and air sealing are sufficient for efficient HVAC performance
8. Generator System
Vendor shall provide and integrate:
* A properly sized, quiet-run generator suitable for full trailer electrical load, including HVAC and
operational equipment
* Generator shall be:
Inverter-type or equivalent low-noise design

Mounted or housed within the tongue generator box or approved enclosure
o
Equipped with vibration isolation and sound attenuation features
o
* System shall include:
Fuel system (integrated or external connection)
o
Safe exhaust routing
o
Shore power/generator transfer capability
o
Easy-access controls and service points
o
Vendor should provide generator specifications, including:
* Output capacity (watts)
* Noise rating (dB)

9. Communications / Technology Readiness
Trailer should be pre-configured for command and communications use:
* Three (3) TV mounts installed
* Generator-ready configuration
* CAT6 and coaxial cabling routed to key workstation and monitor locations

Trailer shall include:
* Reinforced exterior mounting point for future camera, antenna, or mast system
* Exterior weather-resistant monitor/TV connection area (curbside)
* Backup camera or rear observation camera (recommended)
* Stabilization system sufficient for safe occupied use during deployment
* Tongue area configured for generator integration and service access
Exterior workstation features:
* Weather-resistant work area
* Exterior monitor mount or fold-down work surface
* 120V outlets, USB charging, and data access
11. Drawings and Pre-Build Approval
Vendor shall provide detailed design documentation prior to construction:
* Scaled floor plan layout
* Electrical layout and load plan
* Cabinet and workstation layout drawings
* Exterior elevations showing doors, lighting, awning, and equipment locations
Requirements:
* Drawings must be submitted for agency review and approval prior to build
* Vendor shall not begin fabrication until written approval is received
* Vendor shall incorporate requested revisions as part of the approval process
* Final "as-built" drawings shall be provided at delivery
12. Warranty, Documentation, and Training

* Structural warranty
* Trailer manufacturer warranty
* Component warranties (HVAC, electrical, awning, battery system, generator, etc.)
* Installation/workmanship warranty
* Owner/operator manuals
* Wiring diagrams and component documentation
* On-site or remote orientation/training at delivery
13. Vendor Response Requirements
Vendor responses shall include:
1. Total cost (itemized where possible)
2. Base price and separate pricing for alternates
3. Estimated build time
4. Estimated delivery timeframe
5. Warranty details
6. Shipping/delivery costs
7. Recommended upgrades or substitutions
8. Identification of any exclusions
9. Estimated final trailer weight and remaining payload capacity after build-out
