Sealed bids shall be submitted electronically to bidsubmit@portlandmaine.gov with the name of the Bidder, Contract Name and Bid number in the subject line will be received until 2:30 p.m., April 9th, 2026, at which time they will be opened and read, or by submitting via USPS, UPS, FedEx or in person to the City of Portland, Purchasing Rm. 103, 389 Congress St., Portland ME 04101. Late and/or faxed proposals shall not be accepted. All proposals shall remain open to acceptance for ninety (90) days from their opening. It is the bidder’s sole responsibility to ensure that their bid is submitted prior to the date and time specified.

Locations: Portland Ocean Terminal a.k.a. Maine State Pier 40 Commercial Street Portland, Maine

Outline of Work: The work under this contract is to provide all labor, materials, equipment, and incidentals necessary for the Portland Ocean Terminal Compass Park Float Repair & Improvement Project. The work includes, but is not necessarily limited to, demolition and disposal of existing steel pipe piles, provide and install eleven (11) new 16” steel pipe piles, moving and providing improvements to the existing gangway mount, provide and install float drums and frames on the existing concrete float, provide other miscellaneous repairs shown on the Plans or described in the Specifications.
