INSTRUCTIONS TO CONSULTANTS
TERMS & CONDITIONS
PROPOSALS
All proposals must be submitted following the proposal format supplied by the City of
Muskegon in this document and shall be subject to all requirements of this document.
The City may consider as irregular any proposal in which there is an alteration of or departure
from the format stated in the RFP documents, and at its option may reject the same.
Each proposal shall include the names of any proposed sub-consultant/contractor and the name
and address of each office which may be involved in the project.
SUBMITTAL OF PROPOSALS
Three (3) copies of the proposal documents shall be submitted in a sealed envelope to:

The envelope shall be clearly marked on the exterior denoting the name of the contractor
submitting the proposal and the name of the particular professional services contract for which
the proposal is offered.
The proposals shall be submitted by no later than 2:00 PM, May 21, 2026.
AWARD / REJECTION OF PROPOSALS
The City reserves the right to reject any and all proposals and to waive any irregularity in
proposals received whenever such rejection or waiver is in the best interest of the City. The firm
to whom the Award is made will be notified at the earliest possible date. All firms submitting
proposals will be notified when the award is made.
Award will not be completed until confirmed and recommended by the City Commission.

CITY RESPONSIBILITIES
The City of Muskegon will provide information as to the City's requirements for the project and
make available pertinent information which may be useful in the project work.
The City will designate a person to act as the City's Project Manager with respect to the work to
be performed. Such person will have the authority to transmit instructions, receive information,
interpret and define the City's policies and decisions with respect to elements pertinent to the
project.
The City will examine all studies, reports, estimates, proposal, and other documents prepared by
the firm and render in writing, if necessary, decisions pertinent thereto within a reasonable time.
The City will direct the consultant in writing to begin the work on each phase of the project upon
receipt of written evidence from the firm of the appropriateness of such action.
The City will direct the firm in writing to furnish any special services, sub-consultants and/or
extra work that may be required on the project upon receipt of written evidence from the firm
detailing as to cost, time schedule, and reason for such special service or extra work.

SPECIFIC PROJECT INFORMATION
INTRODUCTION TO PROJECT
The City of Muskegon Parks & Recreation Department is seeking proposals from qualified
contractors to replace basketball hoops in designated city parks. This project includes the
removal of existing equipment and the supply, installation, and secure mounting of new
basketball systems that meet durability and safety standards for public use. The locations for this
project are:
Kruse Park - 3205 W. Sherman Blvd. - 1 full replacement
Reese Park - 1345 E. Forest Ave. - 2 full replacements
Smith-Ryerson Park - 650 Wood St. - 4 full replacements
Clara Shepherd Park - 560-590 W. Southern Ave. - 4 backboards & rims only
Sheldon Park - 1059 E. Isabella Ave 1 full replacement
Seyferth Park - 2250 W. Sherman Blvd. - 4 full replacements
McGraft Park - 2204 Wickham Drive - 1 Pole only
1 Full replacement = 1 individual pole, backboard & rim

SCOPE OF SERVICES
BASKETBALL POLE & MOUNTING SPECIFICATIONS
Type: Heavy duty, one-piece or welded-seam steel poles designed for direct-burial installation.
Telescoping or multi-piece poles are not acceptable.
Material: Minimum 7-gauge steel (0.179 in) suitable for long-term municipal use. Round or
square poles are acceptable.
Corrosion Protection: All steel must be galvanized to withstand weather conditions.
Pole Diameter: Minimum 5-inch outside diameter, with 6-inch outside diameter recommended
for high-traffic or vandal-prone usage.
Height: Poles must support a regulation 10-foot rim height once fully installed.
Footings:
* Direct-burial installation with concrete footing
* Footing diameter between 24 and 36 inches depending on soil conditions
* Depth should meet manufacturer recommendations
Reinforcement: Poles must be installed plumb and aligned correctly with anti-rotation features
such as welded fins or rebar cages.
Hardware: All bolts and mounting hardware corrosion-resistant (stainless steel or coated steel).
Finish: All coatings must tolerate freeze/thaw cycles, UV exposure, and road-salt environments.
All welds must be sealed against rust.
Performance: Poles must be designed for municipal-level wind load, high-impact play, and
vandal resistance. ASTM-compliant systems are preferred.
Warranty: A minimum five-year warranty covering poles, coatings, and installation
workmanship is required.
Prohibited: Bolt-down or surface-mounted poles, non-galvanized steel, aluminum poles,
lightweight residential-grade poles, and portable or semi-portable units.

BACKBOARD SPECIFICATIONS
Type & Size: Outdoor backboards 60-72 inches wide.
Primary Material:
* Preferred: Heavy duty fiberglass reinforced backboards, preferably with a steel perimeter
support frame
* Prohibited Materials: Acrylic, polycarbonate, or any clear/lucite-style material.
* Durability & Rating: Backboards must be rated for municipal outdoor use.
RIM SPECIFICATIONS
* Type: Heavy-duty, fixed, double-ring steel rims designed specifically for outdoor municipal
use and high-traffic environments. Breakaway rims are not acceptable for park use.
Ring Construction:
* Inner and outer rings must be solid steel, each a minimum of 5/8 inch diameter.
* Rings must be continuously welded to eliminate weak points and prevent bending or
separation.
Material & Coating:
* Rims must be fabricated from high-strength steel.
* All rims must be powder-coated with weather-resistant finish for year-round outdoor exposure.
* Net Attachment:
* Rims must include a no-tie, tamper-resistant net attachment system (e.g., continuous tube or
welded wire hook style).
* Heavy-duty nylon nets
* Mounting Pattern:
* Must follow standard 5" x 5" or 5" x 4.5" bolt pattern compatible with specified backboards.
* All mounting hardware must be corrosion-resistant.
* Performance Requirements:
* Rims must be designed to withstand heavy recreational use, attempted hanging, and vandalism
attempts without deformation.

COURT PAINTING SPECIFICATIONS
Court Surface Preparation:
* Any disturbed areas must be cleaned, patched, and resurfaced as needed.
* Surfaces must be cleaned and dried thoroughly before painting.
Paint Specifications:
* All surfaces must be coated with commercial-grade outdoor acrylic sports surface paint.
* Paint must be UV-resistant, slip-resistant, and rated for freeze/thaw durability.
Line Striping & Court Painting:
* All basketball court lines must be repainted to regulation standards.
* Line paint should contrast clearly with the playing surface. White at most locations.
* Center circle and "key" painted "big red" red where applicable. Key is the rectangular
area directly in front of the basket.
Application Standards:
* Contractors must follow manufacturer drying and curing requirements.
* Final layout and logo size must be approved by the City prior to application.

CONTENTS OF PROPOSAL
At a minimum, each proposal shall include the following items:
UNDERSTANDING OF SERVICES
Provide a timeline for the project including key milestones to be met and identify dates for
completion of project deliverables. Identify critical areas of the project and your plan for
addressing the critical needs.
LOCATION OF BUSINESS
Identify the location of contractors that will complete the work. Score will be based on
providing preference to local services. Maximum scores will be awarded for work completed
entirely within the corporate limits of the city of Muskegon, with reduced scores awarded
proportionately based on the proximity to the city of Muskegon.
ADDITIONAL INFORMATION
The contractor may also include any additional information and/or comments believed to be
pertinent but not specifically requested elsewhere in the document, including hoop components.
