NOTICE TO BIDDERS
Notice is hereby given that the Rankin County Board of Supervisors will receive bids for
Bid Number 26-300-11, One or More Used Hydraulic Excavator in the following manner:
Unpriced bid proposals will be accepted until 10:00 a.m. May 27, 2026 by electronic bid
submission at www.centralbidding.com or in sealed envelopes labeled as Bid Number
26-300-11 delivered to the office of the Rankin County Board of Supervisors at 211 E.
Government Street, Suite A, Brandon, MS 39042. Submissions will be evaluated and
vendors submitting acceptable specifications will be invited to submit priced bids in an
electronic reverse auction. Electronic bids and/or reverse auction bids can be submitted
at www.centralbidding.com. For any questions relating to the electronic bidding process,
please contact Central Bidding at (225) 810-4814.
Bidding will be held by electronic reverse auction on June 3, 2026, starting at 9:30 a.m.
and ending at 10:00 a.m. at www.centralbidding.com. Bidders may participate online with
Central Bidding. Alternatively, bidders may submit paper bids at the office of the Rankin
County Board of Supervisors at the address listed above no later than thirty minutes prior
to the beginning of the reverse auction. Bidders will be allowed access to computers and
technical assistance in order to participate in the reverse auction.
The reverse auction will end at the exact time as stated above unless there is any bid
sniping. If there is any bid sniping, there is a maximum of two (2) extended periods for
bidding at five (5) minutes each, which will extend the reverse auction a maximum of ten
(10) minutes.

Office at 601-825-9601, hewitt.pittman@rankincounty.org, or downloaded from Central
Bidding at www.centralbidding.com.
The Board is acting under the authority of Section 31-7-13, Mississippi Code of 1972,
Amended, and reserves the right to reject any and all bids.

Rankin County is requesting bids for one (1) or more, Used Hydraulic Excavators for the
Rankin County Unit System. The used excavator must be at least a 2021 model. Unpriced
bid proposals will be accepted until 10:00 a.m. on May 27, 2026. Submissions will be
evaluated and vendors submitting acceptable specifications will be invited to submit
priced bids in an electronic reverse auction on June 3, 2026, at 9:30 a.m. Delivery of
equipment must be no later than thirty (30) days upon receipt of purchase order.
DO NOT SUBMIT RESPONSE UNLESS STRICT COMPLIANCE WITH THE DELIVERY
TERM IS ACKNOWLEDGED AND ACHIEVABLE.

INSTRUCTIONS TO BIDDERS
PART 1 - PRE-QUALIFICATION OF SPECIFICATIONS
Unpriced bid proposals will be accepted until 10:00 a.m. on Wednesday, May 27, 2026 by
electronic bid submission at www.centralbidding.com or in sealed envelopes labeled as
Bid Number 26-300-11 delivered to the office of the Rankin County Board of Supervisors
at 211 E. Government Street, Suite A, Brandon, MS 39042. Unpriced bid proposals must
include a copy of the complete manufacturer's specifications for the equipment for which
the company plans to bid. In addition, Attachment A - Prequalification of
Specifications must be completed and included as the cover sheet for the
manufacturer's specifications.
Submissions will be evaluated and vendors submitting acceptable specifications will be
invited to submit priced bids in an electronic reverse auction. Electronic bids and/or
reverse auction bids can be submitted at www.centralbidding.com. For any questions
relating to the electronic bidding process, please call Central Bidding at (225) 810-4814.
PART 2 - REVERSE AUCTION
Vendors who are invited to participate in the reverse auction will be notified through
Central Bidding. Bidding by electronic reverse auction will begin on Wednesday, June 3,
2026 at 9:30 a.m. and end at 10:00 a.m. at www.centralbidding.com. Bidders may
participate online with Central Bidding. Alternatively, bidders may submit paper bids at
the office of the Rankin County Board of Supervisors at the address listed above no later
than thirty minutes prior to the beginning of the reverse auction. Bidders will be allowed
access to computers and technical assistance in order to participate in the reverse
auction.
Bidders participating in the reverse auction will enter a total price per unit for the
equipment only.
The reverse auction will end at the exact time as stated above unless there is any bid
sniping. Bid sniping shall mean the act of posting a bid within the final 30 seconds of the
initial 30 minute bidding period, or the final 30 seconds of the first extended period, if any.
If there is any bid sniping, there is a maximum of two (2) extended periods for bidding at
five (5) minutes each, which will extend the reverse auction a maximum of ten (10)
minutes.
