GENERAL BID SPECIFICATIONS
City of Minot, ND 58701
The City of Minot is exempt from state and federal excise and sales taxes and no amount
for such taxes are to be included in the bid price. The attached bid proposal form shall
be used in submitting the bid.
Bidders not using the form provided will be considered non-compliant and bid will
be rejected.
The City Council reserves, to itself, the right to reject any or all bids and to award the
contract as it deems necessary and in the best interest of the City of Minot. Past
performance will be considered in final decision.
Delivery of materials, supplies or services contained in the bid shall be made to the Minot
Public Works Building (1025 31st St. SE), and the price shall be FOB, Minot, North
Dakota. The delivery date shall be 180 days after award and be specified on the bid.

Bids will be opened in City Council Chambers at the Minot City Hall, 10 3rd Ave. S.W.,
Minot, North Dakota at 11:00 a.m. on Monday October 12, 2026. Bids received after this
time will be returned, unopened, to the bidder. Bidders are invited to be present at the
opening of bids.

GENERAL:
The City of Minot is accepting bids for an all-terrain, self-leveling, slope mower for the
Storm Sewer Department. The unit described under these specifications shall be a Harper
Industries ATM72LC or approved equal. The slope mower to be furnished under these
specifications shall be the manufacturer's newest and latest model. All mowers shall meet
or exceed all of the following minimum specifications. The successful bidder shall
submit an itemized order sheet to the Public Works Operations Director, for written
approval, prior to ordering the vehicle. The order sheet shall list all specifications, colors,
etc. of the vehicle.
DETAILED SPECIFICATIONS:
The bidder shall mark the appropriate box (yes or no). If the unit does not meet the
specification the bidder shall clearly state the item that does not meet the
specification on a separate sheet of paper and which shall be included in the bid
proposal documentation submission. Failure to provide this data will render the bid
proposal insufficient resulting in a bid rejection. All deviations will be considered in
relation to value and price. Deviations or exceptions are intended for equipment or
options that may differ from the specification. If the manufacturer offers a specified
product, it is expected to be offered in the bid.

The city will evaluate the bid based on the total cost and exceptions to the specifications. In
submitting this bid, it is understood that the contract will be awarded on the basis of lowest and
best bid that meets specifications outlined in this bid specification document. Any specification
deviation must be documented and will be taken into consideration when determining whether the
bid is the best bid for the City of Minot. Failing to identify and explain deviations will render the
bid non-compliant resulting in a bid rejection. The right to reject any and all bids is reserved by
the owner, and it is agreed that this bid may not be withdrawn until 60 days after actual date of
the opening. Payment will be made within 30 days after acceptance of the unit.
