ADVERTISEMENT FOR BIDS
NOTICE is hereby given that Lauderdale County Board of Supervisors will receive sealed bids until
9:00 a.m. CST on Wednesday, June 17, 2026, for the following:
BID NO. 4034R: USED 4,000-GALLON COMMERCIAL WATER TRUCK (ONE OR MORE UNITS)
The Lauderdale County Board of Supervisors (County) is soliciting requests for competitive Sealed
Bids for one (1) or more Used Commercial Water Trucks meeting/or exceeding the specifications
listed within the bid documents.
Detailed specifications and forms/documents can either be downloaded from Lauderdale County
Board of Supervisors Purchasing website at https://lauderdalecounty.org/Bids/
or Central Bidding at www.centralbidding.com.
Electronic Bids can be submitted via Central Bidding at www.centralbidding.com.
Sealed Bids can be submitted by mail via USPS, by courier service i.e., FedEx or by hand to the
Lauderdale County Purchasing Department, 2600 Courthouse Blvd, 2nd Floor, Meridian, MS 39301,
Monday thru Friday between the hours of 8:00 a.m. to 5:00 p.m. Envelopes must be received by the
acceptance date and time listed above.
Each bid must be received in a sealed envelope which is clearly marked on the outside:
"BID #4034R USED 4,000-GALLON COMMERCIAL WATER TRUCK"
After the time and in a designated room and place, the names of the Companies submitting bids will be
publicly read. No further information will be read, discussed, or provided until the evaluation of all
submittals is completed. No extension of the bidding period will be made other than by a formal
written addendum to this Bid. Any bids received after the date and time listed above will not be
accepted.
From the bids submitted, the Board of Supervisors shall select the most qualified based on price, and
other relevant factors, negotiate and enter into a contract, all pursuant to Section 31-7-13, Mississippi
Code of 1972, as amended.
No Vendor may withdraw his/her bid within thirty (30) days after date of opening bids without the
consent of Lauderdale County Board of Supervisors.
The County reserves the right to select the bid which best meets the needs of Lauderdale County.
The Lauderdale County Board of Supervisors reserves the right to accept or reject any and/or all bids
and waive informalities in bidding.

USED 4,000-GALLON COMMERCIAL WATER TRUCKS:
LAUDERDALE COUNTY MISSISSIPPI
Bids due on or before 9:00 a.m. CDT on June 17, 2026
OVERVIEW
Lauderdale County is soliciting sealed bids for one (1) or more used commercial water trucks meeting
or exceeding the specifications listed below. The County intends to procure a truck to serve as a
tanker/tender for a volunteer fire department within Lauderdale County. All bidders must provide
detailed descriptions, photos, and supporting documentation to verify compliance with these
specifications.
1.0 - GENERAL TERMS & CONDITIONS
1.01 Failure to comply with all the Instructions and Conditions may subject the bid to rejection. The
Terms and Conditions, the Specifications and Scope of Work will form part of the contractual
agreement between Lauderdale County and the successful bidder.
1.02 The successful vendor submitting bids will be notified by Letter of Award which will be
conditioned upon entering into a contract acceptable to the County.
1.03 The bid specifications indicate the minimum standard of quality, performance or other
pertinent characteristics required. All variations and exceptions from minimum specifications
must be attached to the bid on a separate page.
1.04 Bidder may withdraw the bid before the time fixed for the opening of bids, by communicating
its purpose in writing to Lauderdale County. Upon receipt of such notice, the unopened bid will
be returned to the bidder.
1.05 All bids will be valid until a contract has been awarded. All bids will be publicly read aloud at
the date and time specified in the public notice.
1.06 Bids may be held by Lauderdale County for a period not to exceed thirty (30) days from the
date of the bid opening for the purpose of reviewing the bids prior to contract award.
1.07 The County reserves the right to waive technical irregularities in the form of the bid which do
not alter the quality or quantity of the goods or service, and the County may reject any or all
bids when it is in the best interest of the County to do so.
1.08 Award of the bid will not be altered, changed or amended except by an instrument in writing
executed by the parties hereto. The contract will be awarded to a responsive, responsible
Bidder submitting the lowest and best bid. The selected bidder will be notified at the earliest
possible date. Lauderdale County reserves the right to reject any and/or all bids and to waive
any informality in bids received where such rejection or waiver is in its interest.

1.09 Upon award, the agreement between vendor and the County will be governed by the laws of
the State of Mississippi and enforced in the County of Lauderdale.
1.10 After award, bids are subject to public inspection. Any confidential or proprietary information
should be marked as such with a brief explanation as to why. Entire bids may not be considered
proprietary.
1.11 Payment to vendor will be made 30 days from invoice date and after the vehicle has been
received.
1.12 When the vehicle has been delivered, the Owner will receive and inspect the vehicle. At this
time, the Owner will make note of any items not received or damaged and will discuss with the
delivery contractor and awarded vendor.
2.0 - GENERAL REQUIREMENTS
* Quantity: One or more used water truck.
* Model Year: 2016 or newer. This is due to the limited availability of parts for older commercial
vehicles
* Mileage: Not to exceed 120,000 miles.
* VIN documentation must be provided and must have a clear title.
* Must be fully operational and capable of delivery to Lauderdale County.
3.0 - SPECIFICATIONS
3.01 CHASSIS & VEHICLE SPECIFICATIONS
* Preferred Manufacturer: International chassis. The county mechanic is experienced on
International commercial vehicles and has the necessary software and equipment to service
International
* Minimum GVWR: Sufficient to safely transport a full 4,000-gallon water tank.
* Length: Approximately 336 inches (front to rear) or comparable. This is required to fit within
the space available within the firehouse
* Engine: Diesel engine, suitable for heavy-duty water truck operation.
* Functioning heat and air conditioning.
* Transmission: Automatic must be fully functional.
* Tires: Minimum 50% tread life remaining.
* Brakes: Must pass safety inspection and meet DOT requirements.

* Exterior Condition: Structurally sound; no major rust affecting performance or safety.
3.02 WATER TANK & PUMP SYSTEM
* Tank Capacity: 4,000 gallons (minimum acceptable: 4,000 200 gallons).
* Pump Capacity: 700 GPM or greater.
* Pump and roll capability,
* Configuration:
o Two rear 2.5" National Hose Threads (NHT) fill ports with ball valves
o Two (2) rear dump valves, 10"-12" to allow rapid release of water. Valve outlets must
be located at least 34 inches above ground level.
o 2.5-inch NHT pump outlet ports shall be located on both left and right mid-sections.
o Front shall have two (2) appropriately sized sprayer nozzles to cover a 20-foot span
capable of being operated from within the truck cab.
o Pump must have a recirculation capability to allow pump cooling when the pump is
engaged, and no water is being discharged from the truck.
* All valves, pumps, and spray features must be fully functional at delivery.
3.03 ADDITIONAL FEATURES & WORK
The County requests that all units be submitted for bid either:
1. Already includes the following features, or
2. Include pricing for completion of the work before delivery.
Required features include:
* Rear dump valves (right and left), 10"-12".
* Two (2) rear 2/5-inch NHT fill ports on the tank with ball valves
* Two (2) 2.5-inch NHT fill ports with ball valves (left and right mid-section).
* 2.5-inch NHT pump outlet ports with ball valves shall be located on both left and right mid-
sections.
* Epoxy coating of the tank interior or equivalent corrosion-resistant coating.
* Paint color red (or provide pricing if not currently red).
* Transport/Delivery to Lauderdale County, Mississippi.

3.04 CONDITION REQUIREMENTS
* Unit must be free of major mechanical defects.
* All hydraulics, pumps, spray bars, valves, and controls must be tested and certified operational.
* No leaks in tank, pump, or plumbing system.
* Maintenance history, if available.
* A clean title must be provided.
3.05 DELIVERY
* Vendor must deliver the truck to:

* Delivery must include all manuals, maintenance records (if available), and warranty
information for any newly installed components.
4.0 - BID SUBMISSION REQUIREMENTS
All bids must include:
1. The completed bid forms and documents.
2. Vehicle make, model, year, and VIN.
3. Current mileage and condition report.
4. Itemized pricing, including any additional work needed to meet the above specifications.
5. Include Photos of the actual truck being offered (minimum: exterior, interior, tank, pumps,
valves).
6. Estimated delivery date.
7. Warranty information for any new parts or labor.
8. An executed copy of the Bid Conflict of Interest & Non-Collusion SIGNED AND NOTARIZED
(Pages 11 & 12) must be included with your submission.
9. All responses should be submitted in a sealed envelope containing your company's name and the
bid name clearly marked on the outside:
