Scope of Services
SPECIFICATIONS
A. The District has numerous hazardous materials that must be collected and disposed of properly.
• Used motor oil
• Used transmission fluid
• Used hydraulic fluid
• Used anti-freeze
• Used oil filters
• Used “Oil-Dry” or “Kitty Litter”
• Oil contaminated water and/or sludge from secured collection
• Contaminated or waste fuel
• Unused or old paint
• Paint solvents
• Aerosol cans
• Plumbing glue and cleaner
• Air conditioning compressor oil
• Various science classroom chemicals, solvents, preserved specimens
• Fluorescent light bulbs
• Non-PCB ballasts
• PCB ballasts
• Miscellaneous mixed batteries (non-automotive)
• Mercury or mercury containing devices
B. Awarded vendor(s) will be required to:
1. Comply with all Federal, State, County and City regulations while analyzing, packaging, transporting and disposing of all waste.
2. Respond to normal service requests within (48) hours of notification
3. Respond within (2) two hours in emergencies situations from the time notified.
4. Be available to perform during holidays, weekends and possible extended hours outside of the normal work-day.
5. Supply all needed materials, labor, equipment, tools, containers, labeling, safety clothing, safety equipment, manifest and transportation to perform work.
6. Provide training for District employees with respect to proper handling and storage of these materials on an “as needed” basis.
7. Provide a Certificate of Recycling/Disposal to document all items that are collected and disposed of properly. This certificate must indicate all items that were collected; the quantity of each item collected by site location, and where/how waste was disposed of. The Certificate must also show the date of work as well as the purchase order number. The Certificate must be supplied to requestor within 30 days of performance of work.
C. Bidders must include copies of the following with Bid Proposal:
1. All appropriate and required licenses, permits, and EPA Generator Identification Numbers for all transfer stations and disposal/treatment sites that may be utilized in providing services.
2. Transporter Approval Letter issued by the Florida Department of Environmental Protection’s Hazardous Waste Section.
3. Insurance Form DEP 62-730.900(5)(a) as submitted to the Florida Department of Environmental Protection to meet the Financial Responsibility requirements of Chapter 62-730, Florida Administrative Code.
4. Most recent compliance inspection report for any transfer stations operated in the State of Florida or transportation operations holding a Florida Identification Number as performed by the Florida Department of Environmental Protection.
D. Awarded vendor(s) shall take all necessary steps to provide a safe work environment for the occupants of the schools, facilities and the general public in and around the work are while the work is being performed. The vendor(s) shall comply with all applicable Federal, State and Local regulations while performing work under this contract. All fines and/or penalties levied and/or imposed by the above authorities because of failure to comply with these requirements shall be borne by the vendor(s) responsible for said failure and may be grounds for termination of the contract.
E. Awarded vendor(s) agree to notify the Marion County School Board immediately if a treatment, storage or disposal facility at any time fails to comply with any of the laws, rules or regulations or becomes unsuitable to receive the hazardous materials being shipped.
F. Awarded vendor(s) must be able to collect waste at different locations within the District. Automotive type waste will be collected at the Main Transportation Compound, Reddick Bus Compound, Lake Weir Middle Bus Compound, Liberty Middle Bus Compound, Dunnellon Bus Compound, Marion Technical College, Marion Technical Institute, Vanguard High School, Lake Weir High School, North Marion High School and the Technical Services Department. Mercury, paint, bulbs, batteries, etc. will be picked up from the Technical Services Department. Classroom hazardous waste must be packaged by vendor and picked up from each school that has such waste. Additional locations may be added during the contract period as the need of the District changes.
G. Awarded vendor(s) employees must be trained and/or certified in the safe handling of hazardous waste that they will be packaging, loading/unloading, transporting, etc.
