The St. Tammany Parish School Board will receive sealed bids until 2:00 p.m. on Thursday,
May 8, 2026, for Janitorial Supplies in accordancewith the following instructions andattached
specificationsandbid form.
1. Bids shall be submitted on the attached bid form. Bids shallbe sealed in an envelope
clearly marked on the outside, BID # 1895- JANITORIAL SUPPLIES- MAY 8, 2026.
Bids submitted without this form will be considered non-responsive. Bid may not be
withdrawn for at least thirty (30) days following the scheduledclosing time for receipt of
bids.
2. Allbids shallbe received by the St.Tammany Parish SchoolBoard Office located at 321
N. Theard Street, Covington, LA 70433 by one ofthe methods below. Any bids arriving
afterthis dateandtime ornotintheproper locationorformatwillbereturnedunopenedto
theproposers.
3. Bids may be sent via registered or certified mail, UPS or FedEx with a return receipt
requested,hand delivered, or submittedelectronically.
4. Alternatively,proposals maybe submittedelectronicallyat www.centralbidding.com.
5. Youmayfindrelatedbidmaterialsincludingdetailedspecificationsnecessarytocomplete
yourbid atwww.centralbidding.com and/orwww.stpsb.org/bids.
6. Bids on any item shall include a unit price and total price. If there is any discrepancy
between the unit price and the total price extension, the unit price shall be considered
bindingandthe totalprice willbe adjusted accordingly.
7. All prices shall include transportation charges to the St. Tammany Parish School Board
SlidellSupportFacility, 100StoneRoad, Slidell,Louisiana70460. Pricesonthisbidmust
begoodthroughJune 30,2027.
8. Biddersmaybid onthe entirelist ofsuppliesorany individualitemoranycombinationof
items, other than those specified on the bid form. All bids shall include the brand name
and stock/model/itemnumberofthe itembeingbid.
9. Anydeviationsfromspecifications,includingchemicalormaterialcontent,sizeorweight,
numberofitemsper case orcarton, volumeper containerorpackage, etc., shallbe clearly
indicatedonbid form.
10.Allbids shallbe accompaniedby a bid securityin the formof abid bond, certified check,
cashier's check or money order inthe amount of fivepercent (5%) of the total amount of
thebid. Bidswill notbe consideredunless the correctbid securityis attached.

11. Ifsubmitting a bid electronically, then bid security must be in the form ofan original,
valid fully executed bid bond and be included inyour bid submittal. The STPSB must
be able to verity the validity of the bond within 72 hours. If bonding company cannot
validate within this timeframe, bid may be awarded to next lowest responsive bidder.
Cashiers' check, certified check or money order will not be accepted for an electronic bid.
Failure to comply will cause your bid to be non-responsive.
12. APerformance Bond inthe total amount of the order(s) will be required from the successful
bidder(s) prior to placing an order, if the amount to be purchased exceeds $1,000.00.
13. If bidding items other than as specified, bidder shall include catalog cuts and descriptive
literature with the bid item number clearly marked/labeled on each sheet for identification
purposes. This information should be included in the bid response with the completed bid
form.
14. Samples are required on items only if bidding an item stock # that is not specified on the
bid form. Vendor must contact Dale Roark, dale.roark@stpsb.org or (985) 966-3044, to
schedule an appointment to drop off sample(s). All samples shall be delivered to the
Slidell Support Facility, 100 Stone Road, Slidell, Louisiana 70460 no later than the
scheduled time for opening bids. All samples shall be labeled to show the name brand,
bid item number, manufacturer and bidder. Bidders will be notified when samples can be
picked up after evaluation. Failure to submit samples and catalog cuts may be sole cause
for rejection of bid. Material Safety Data Sheets are required for each chemical product
bid. The chemicals shall be contained in compatible, stable packaging which bears abatch
number which will permit identification of the date, time, and location of the manufacture
of that specific batch of product.
15. Quantities listed on this bid will be ordered between July 1,2026 and June 30, 2027. The
quantities on the bid form are estimates and represent estimated requirements for the entire
year. Due to lack of storage, orders will be placed on an "as needed" basis. Items bid with
minimum order quantities will not be considered.
16. Bids may also be submitted electronically at www.centralbidding.com. If submitting
electronically, all attachments, A-F, must be fully executed and included with your
submittal. Also, the original fully executed Affidavit of Compliance (Attachment C) form
must be received in our office prior to award. Please submit it no later than 2:00PM on
May 8, 2026. Failure to comply will cause your bid to be non-responsive.
17. Delivery is to be Freight on Board (FOB) destination. The STPSB will not be
responsible for items lost or damaged in transit or additional shipping and/or freight
charges.
18. Sales tax IS NOT to be included in your bid price. St. Tammany Parish School Board is
exempt from sales tax as provided by LA R.S. 47:301 (8). Sales tax exemption only applies
to purchases between St. Tammany Parish School Board and the contractor/vendor. Sales
tax exemption does not apply to purchases made directly by the contractor/vendor to other
companies on behalf of the school board. Those purchases are not sales tax exempt.

19. It isthe intent of the specifications to invite bids on high quality merchandise. Mentioning
abrand, manufacturer, and number is done only to establish the standard of quality desired.
Itis not the intent to eliminate brands of equal quality but insteadto set forth and convey
toprospectivebiddersthe generalstyle,type,character,andqualityoftheproduct desired.
20. TheSchoolBoardreservesthe rightto selectahigherpriced itemwhere,inthejudgement
ofthe SchoolBoard, such item is of superior quality or design or would be more suitable
forthepurpose intended.
21. The School Board may take at random from containers and submit to an accredited
laboratoryto determine ifthe deliveredmerchandise meets all specificationrequirements.
If merchandise does not meet the requirements, samewill be rejected with supplier being
charged for cost of laboratory analysis. The School Board will purchase materials to
replace those rejected at the market price and the difference will be charged against the
bidder orhis bondsman. Inthe future, bids will not be accepted from supplier delivering
merchandisewhichhas beenrejected.
22.TheSchoolBoardfurtherreservestherighttoadjustquantitiesby increasingordecreasing
andto reject any andallbids.
23. The successfulvendor shall furnish a Certificate of Insurancewithin fifteen (15) calendar
daysfollowingawardbutpriortostartofservice.Certificateshallprovidefor30-daynotice
of cancellation, specifically name St. Tammany Parish School Board, its officers, and/or
officialsasadditionalinsured,and:
a. Comprehensive General Liability - $1,000,000.00 combined single limit.
Coverage to include premises, operations, contractor's protective liability,
products and completed operation,contractual liability.
b. Comprehensive General Automobile Liability Insurance with minimum limits
of Bodily Injury - Each Person $1,000,000.00, Bodily Injury - Each
Occurrence $1,000,000.00, Property Damage Each Occurrence
$1,000,000.00.Coverageshallbewrittento includeall owned,non-owned and
hired vehicles.
c. Workers' Compensation - State of Louisiana, Employer's Liability, Statutory
requirements $1,000,000.00. Provide waiver of subrogation in favor of the St.
TammanyParish SchoolBoard.
24.In accordance with Revised Statute 38:2237 A(9), the School Board may reject all
proposalswhen it isdeemedthat suchaction is inthe best interestofthe SchoolBoard.
25.InaccordancewithLA Revised Statute38:2252,"Preference ishereby givento materials,
supplies and provisions, produced, manufactured or grown in Louisiana, quality being
equalto articlesoffered by competitorsoutside ofthe state." Asbidderyou must indicate
onyour bidresponsethat you areclaiming apreference.
26. Successfulbidder(s)mustmaintaindesignatedaccountrepresentativetoassistwithorders,
billing, shipping,incorrectpricing, operations,etc.Ifrepresentative vacatestheir position,
successfulbidder(s) must assign a new representative and notify the STPSBin writing at

purchasing@stpsb.org within fifteen (15) days of change.
27. Purchase order(s) will be processed for each successful bidder that has been awarded items
on the bid.
28. Invoice(s) must be those of the successful bidder and must show the purchase order
number, complete unit description, quantity ordered, quantity delivered, quantity billed for,
unit price and total amount along with any discontinued and/or unavailable items. Items
being invoiced must match the purchase order. (i.e. unit/item description, quantity
delivered, quantity ordered, unit price)
29. Credits must be applied to original invoice and purchase order must be referenced.
30. Invoice(s) shall be submitted to the St. Tammany Parish School Board, Accounts Payable
Department, 321 North Theard Street, Covington, LA 70433 OR invoices may be emailed
to Accounts.Payable@stpsb.org.
31. Successful bidder must consent to and yield to the exclusive venue and jurisdiction of the
22nd JudicialDistrictCourtfortheParishofSt. Tammany,andwaiveanyand allclaimsof
entitlement to removal of any case from this jurisdiction, including any removal to any
FederalCourt, inconnectionwith anyproposal orbid.

* Contractor agrees to comply with all applicable standards, orders or regulations issued

* APPENDIX A,44 C.F.R. PART 18- CERTIFICATION REGARDING LOBYING
Procurement of recovered materials-
Contractor must comply with section 6002 of the Solid Waste Disposal Act, as amended by the
Resource Conservation and Recovery Act.
In the performance of this contract, the Contractor shall make maximum use of products containing
recovered materials that are EPA-designated items unless the product cannot be acquired.
The requirements of Section 6002 include:
* procuring only items designated inguidelines ofthe Environmental Protection Agency (EPA)at
40 CFR part 247 that contain the highest percentage of recovered materials practicable,
consistent with maintaining a satisfactory level of competition, where the purchase priceofthe
item exceeds $10,000 or the value of the quantity acquired by the preceding fiscal year
exceeded $10,000
* procuring solid waste management services in a manner that maximizes energy andresource
recovery; and
* establishing an affirmative procurement program for procurement of recovered materials
identified in the EPA guidelines (2 CFR Part 200.322)
Rights to Inventions MadeUnder a Contract or Agreement -
* Ifthe Federal award meets the definition of ''funding agreement" under 37 CFR 401.2(a)
and the recipient or subrecipient wishes to enter into a contract with a small businessfirm
or nonprofit organization regarding the substitution of parties, assignment or performance
of experimental, developmental, orresearch work under that "funding agreement," the
recipient or subrecipient must comply with the requirements of37CFR Part 401, "Rights
to Inventions Made by Nonprofit Organizations and Small Business Firms Under
Government Grants, Contracts and Cooperative Agreements,~and any implementing
regulations issued bythe awarding agency.
Davis-Bacon Act (40 U.S.C.3141-3148)-
Inaccordance with the statute, Contractor shall comply with 40 U.S.C. 3141-3144 and 3146-3148
and the requirements of 29 C.F.R. pt. 5 as applicable:
* Contractors must be required to paywages to laborers and mechanics at a rate notless
than the prevailing wages specified in awage determination made bythe Secretary of
Labor.
* In addition, contractors must be required to pay wages not lessthan once aweek.

Copeland Anti-Kickback Act (40U.S.C.3145)
Inaccordance with the Copeland "Anti-Kickback" Act (40 U.S.C. 3145), as supplemented bythe
Department of Labor regulations at29 C.F.R. Part 3:
* Contractor or sub recipient shall be prohibited from inducing, by anymeans, anyperson
employed inthe completion ofwork, to give up any part ofthe compensation towhich
he isotherwise entitled. The non-Federal entity must report all suspected or reported
violations to the Federal awarding agency.
Contract Work Hours and Safety Standards Act (40U.S.C.3701-3708)-
During the performance ofthis contract, the contractor agrees as follows:
* Under 40 U.S.C. 3702 ofthe Act, each contractor must be required to compute thewages
of every mechanic and laborer on the basis of a standard work week of40 hours.
* Work in excess ofthe standard work week is permissible provided that the worker is
compensated at a rate of not less than one and a half times the basic rate of payforall
hours worked in excess of 40 hours inthe work week.
* The requirements of 40 U.S.C. 3704 are applicable to construction work and providethat
no laborer or mechanic must be required to work in surroundings or under working
conditions which are unsanitary, hazardous or dangerous.
Other Contract Provisions, if applicable:
During the performance ofthis contract, the contractor agrees asfollows:
1. The vendor shall comply with the following civil rights laws, as amended:
* Title VI ofthe Civil Rights Act of 1964
* Title IX ofthe Education Amendments of 1972;
* Section 504 of the Rehabilitation Act of 1973; the Age Discrimination Act of 1975;
Contractor agrees to abide by the requirements of the Americans with Disabilities Act of 1990, as
amended:
* Contractor agrees not to discriminate in its employment practices and will render services
under this Agreement, and any Contract entered into, without regard to race, color,
religion, sex, sexual orientation, national origin, veteran status, political affiliation, or
disabilities.
* Any act of discrimination committed by Contractor, or failure to comply with these
statutory obligations when applicable, shall be grounds for termination of this Agreement
and any Contract entered into as a result of this Agreement.
2. Awarded Vendors must maintain all required books, records and other documents relative to the
award ofthe contract for three (3)years afterfinal payment. Ifanyaudit findings have not beenresolved,
the records shall be maintained as long as required until the audit is closed.
3. Access must begranted to duly authorized representatives ofthe St.Tammany Parish SchoolBoard,
the Comptroller General of the U.S., Louisiana State Legislative Auditor or any other applicable
government agency or authority to any books, documents, papers and records of the contractor with
are directly pertinent to all negotiated contracts.

4. The contractor hereby recognizes the mandatory standards and policies related to energy efficiency
which are contained inthe State Energy Conservation Plan issued in compliance with the Energy Policy
and Conservation Act (PL 94-165).
5. St. Tammany Parish School Board and Contractor agrees to take allnecessary affirmative steps to

betweenschoolsordistrictsandanyoneentrustedwith suchpersonallyidentifiable information. The
itemslistedbelowarespecificrequirementsnecessaryfor anycontractthat governsthe releaseof
studentinformation.
Sensitiveinformation mustbeprotected atalevelthat canensurethat onlythosewho areauthorizedto
viewthe information areallowedaccess(securepasswords,encryption,etc.) Thevendor'snetwork
mustmaintainahighlevelofelectronicprotection to ensurethe integrity ofsensitiveinformation and

acrossother applications,environments,orbusinessunitsofvendor. AsrequiredbyFederalandState
law,vendorfurther agreesthat nodataofanykindshallberevealed,transmitted, exchangedor
otherwisepassedtoother vendorsor interestedparties.

Vendoragreesthat, asrequired byapplicablestateandfederal law,auditors from state, federal, st.
TammanyParishPublicSchoolBoard,orother agenciessodesignatedbythe SchoolSystem,shallhave
the option to audit the outsourced service. Recordspertaining to the serviceshallbemadeavailableto
auditors andst.Tammany ParishPublicSchoolBoardduring normal working hoursfor this purpose.
Vendoragreesto comply with the LouisianaDatabaseBreachNotification Law(Act499)andall
applicablelawsthat require the notification of individualsinthe event of unauthorized releaseof
personallyidentifiable information orother event requiring notification. Inthe event ofabreachofany
ofthevendor's security obligations orother eventrequiring notification under applicable law,vendor
agreesto notify St.Tammany ParishPublicSchoolBoardimmediately andassumeresponsibility for
informing allsuchindividuals inaccordancewith applicablelawandto indemnify, hold harmlessand
defendSt.Tammany ParishPublicSchoolBoardanditsemployeesfrom andagainstanyclaims,
damages,orother harm related to Notification Event.
Thevendor agreesthat upon termination of thisAgreement it shallreturn alldatato St.Tammany
ParishPublicSchoolBoardin auseableelectronic form, anderase,destroy, andrender unreadableallSt.
TammanyParishPublicSchoolBoarddata initsentirety inamannerthat prevents its physical
reconstruction through the useof commonly availablefile restoration utilities, andcertify inwriting that
theseactionshavebeencompleted within 30daysofthe termination of this Agreement or within 7days
ofthe request of anagentof St.Tammany ParishPublicSchoolBoard,whichever shallcomefirst.
VendorandSt.TammanyParishPublicSchoolBoardacknowledgethat unauthorized disclosureor useof
theprotected information may irreparably damageSt.TammanyParishPublicSchoolBoardinsucha
waythat adequate compensation couldnot beobtainedfrom damagesinanaction atlaw. Accordingly,
theactualorthreatened unauthorized disclosureoruseof anyprotected information shallgiveSt.
TammanyParishPublicSchoolBoardthe right to seekinjunctive relief restraining suchunauthorized
disclosureor use,in addition to anyother remedyotherwise available(including reasonableattorney
fees). Vendor hereby waivesthe postingof abondwith respectto anyaction for injunctive relief.
Vendorfurther grants St.Tammany ParishPublicSchoolBoardthe right, but not the obligation, to
enforcethese provisions invendor'S nameagainstanyofvendor's employees, officers, board members,
owners,representatives, agents,contractors, andsubcontractors violating the above provisions.
Vendormust haveestablished andimplemented acleardata breachresponseplanoutlining
organizational policiesandprocedures for addressingapotential breach,which isanessentialstepin
protecting the privacy of student data. Prompt responseisessentialfor minimizing the riskofany
further datalossand;therefore, playsanimportant rolein mitigating anynegativeconsequencesofthe
breach,including potential harm to affected individuals. AdatabreachisanyinstanceInwhich thereis
anunauthorized releaseor accessof personally identifiable information or other information not
suitablefor public release. Thisdefinition appliesregardlessof whether anorganization storesand
managesthe datadirectly or through acontractor, suchasacloudservice provider.
