GENERAL INSTRUCTIONS TO BIDDERS
The Town of Trumbull, Connecticut (hereinafter referred to as Town), through the Office of the Purchasing Agent, will accept
sealed bids for HAZARDOUS WASTE DAYS in Trumbull CT accordance with the specifications and requirements contained in
this request.
The collection program will serve only the Town of Trumbull. Residents from any other local municipalities will not be allowed to
participate in this program. The collection will be a special one-day program held at Indian Ledge Park in Trumbull CT 06611 (off
Whitney Avenue) within the Town of Trumbull, Connecticut.
Under this RFQ, the Town will accept household hazardous waste generated only from residential sources. Notwithstanding
the foregoing, the successful proposer will be required to operate the household hazardous waste collection event(s) in
accordance with the standards/statutes for large quantity handlers of universal waste found at 40 CFR 273.33, 273.34, 273.36,
and 273.37, as well as the Regulations of Connecticut State Agencies (“RCSA”) 22a-449-(c)-113(d)(1)(A) through (E). Any
used household hazardous wastes that are generated from municipal sources shall be managed in accordance with all
applicable sections of RCSA 22a-449(c)-113, Standards for Universal Waste Management.
1. PREPARATION OF QUALIFICATIONSS
a. Bids shall be submitted by using all forms in this request. Submit one (1) ORIGINAL and one (1) EXACT COPY.
Bidders should submit bids in a clear, concise and legible manner to permit proper evaluation of responsive bids.
b. Bidders may also submit, under separate cover, any samples of reports and/or documents that are necessary to
meet the requirements (deliverables) of this request should a purchase order be awarded.
c. No oral, email, telephonic, or faxed Bids will be considered. No telephone or email corrections, deletions, or
additions will be accepted. Any clarifications the Town deems important to all bidders will be posted on the Town
website: www.trumbul-ct.gov/Government/Purchasing/BidOpportunities, as an addendum. The Town reserves the
right to reject any or all bids, and to waive any or all formalities in connection therewith.
2. BID SUBMISSION

Please be advised that the person(s) signing the formal BID must be authorized by your organization to contractually bind
your firm with regard to prices and related contractual obligations for the delivery period requested.
3. BID TIME
a) Bids shall be received at the office of the Purchasing Agent Kevin Bova, Town Hall, prior to the advertised hour of
opening, at which time all Proposals will be publicly opened and read aloud. Any bids submitted or received after
the advertised hour shall not be accepted, opened or read.
b) A bidder may withdraw a Bid at any time prior to the above scheduled date and time. Any bid received after the
above scheduled date and time shall not be considered or opened.

TOWN OPTIONS
c) The Town of Trumbull reserves the right to reject any and all bids and does not bind itself to accept the lowest Bid
Proposal. The Town reserves the right to ask for new bids in whole or in part, or to reject any or all bids, or any part
thereof, and to waive any requirements, irregularities, technical defects or service therein when it is deemed to be in
the best interest of the Town.
d) If a bid proposal does not meet or better the required specifications, requirements, and scope of work requested on
all points that must be outlined in a letter attached to the bid proposal otherwise it will be presumed that the bid as
proposed is in accordance with the required specifications.
e) The requirements and specifications of this request call for a specific commodity for services and do not permit any
substitutions.
f) If your product / services does not meet or better the required specifications on all points that must be outlined in a
letter otherwise it will be presumed that the Bid Proposal is in accordance with the required specifications.
g) In addition to consideration of a favorable bid, the Purchasing Department may give consideration to the most
favorable delivery date and past experience.
5. TAXES
All purchases made by the Town and associated with the award of this requirement shall be tax exempt. Any taxes must
not be included in bid prices. A Town Tax Exemption Certificate shall be furnished upon request.
6.
INQUIRIES
a) All inquiries regarding this request shall be answered up to the close of business on January 27, 2026, after
which time no additional questions will be accepted. To ensure consistent interpretation of certain items,
answers to questions the Town deems to be in the interest of all bidders will be made available on the Town
website Trumbull-ct.gov/Purchasing. Inquiries of a technical nature may be directed to Mr. Doug Bogen

(203.452.5042) kbova@trumbull-ct.gov .
b) The Town reserves the right to communicate with any or all of the bidders to clarify the provisions of the Bid
Proposal. The Town further reserves the right to request additional information from any bidder at any time
after Bid proposals are opened.
It is the sole responsibility of a bidder to verify any addendums that may have been issued relating to this request prior
to submission of a proposal. Any notice of addendum shall be published on the Purchasing Department Website
www.trumbull-ct.gov . Failure to submit a response that does not address any changes or addendums may result in a
disqualification of a proposal submission.
7. AWARD AND AUTHORITY
The Town Purchasing Agent will issue notification of Award in writing and followed by a purchase order and a Standard
Contract.
8. ASSIGNMENT OF RIGHTS, TITLES, AND INTERESTS
Any assignment or subcontracting the selected contractor for work to be performed, or goods and/or services to be
provided, in whole or in part, and any other interest in conjunction with Town procurement shall not be permitted without
the express written consent of the Town of Trumbull.
9. HOLD HARMLESS CLAUSE
The Contractor agrees to indemnify, hold harmless and defend the Town from and against any and all liability for loss,
damage or expense which the Town may suffer or for which the Town may be held liable by reason of injury, including
death, to any person or damage to any property arising out of or in any manner connected with the operations to be
performed under this Contract, whether or not due in whole or in part of any act, omission or negligence of the Owner or
any of his representatives or employees.

10. WORK REGULATIONS AND STANDARDS
All work activities performed in association with this request must be performed and completed for the Town in
accordance with current Federal State and Local regulations. All services performed shall also conform to the latest
OSHA standards and/or regulations. The Contractor shall comply with all of the Connecticut General Statutes and comply
with the EEO requirements.
11. ADDENDUMS
It is the responsibility of the bidder to verify prior to final submittal of a bid or bid if any addenda to this request have been
issued. Any addenda to this request shall be posted on the Town of Trumbull website www.trumbull-ct.gov under the
Purchasing Department’s section. Bidders may also call the Purchasing Department directly 203.452.5042 for inquiries
regarding addenda.
12. PRICING AND TERM
1) The bid Proposals submitted are to be firm for Sixty (60) days period following bid opening. The Town is always
interested in any and all cost reduction opportunities.
13. AWARD AND AUTHORITY
The Town Purchasing Agent will issue notification of award in writing along with a Standard Contract agreement. Then
Purchase Order will be given to the Vendor / contractor by the Town’s Purchasing Agent.
The Award will be based on best quality, value and qualifications that meet the specifications and scope of work.
The award shall be made after careful consideration of all factors including but not limited to price.
13. TERM OF AGREEMENT / PRICING COVERAGE PERIOD:
The Town requires firmed fixed prices for a period of one (1) year following Bid opening and nothing elsewhere in this Bid
Shall abrogate this firm period. Once awarded this 1st year contract will be July 1, 2026, through June 30, 2027. There will
be an option to extend 2 (two) years in 1 (one) year increments.

CONFLICT OF INTEREST
Public officials shall be prohibited from receiving any town work procured through a public
Bid or bid waived process so as to avoid any appearance of impropriety or conflict of interest;
And Public officials cannot circumvent the intent of this ordinance by receiving town work
Through a bid waiver, as proscribed by the Trumbull Town Charter.

Program Schedule
Household hazardous waste will be collected at Indian Ledge Park in Trumbull CT 06611 (off Whitney Avenue) within the
Town of Trumbull, Connecticut. The event will be held once per year on a Saturday. The event will run from 9:00am to
2:00pm. Depending on budget availability, the event MAY be held up to twice in a year. The exact dates will be negotiated with
the selected vendor based on their availability.
The household hazardous waste accepted for the collection shall be generated only by residential and Conditionally Exempt
Small Quantity Generator (“CESQG”) sources, and shall include, but not be limited to, bug spray, floor care products, furniture
polish, metal polish/ solvents, lighter fluid, car solvents, car fuels and liquids, fungicide, pool acid, glue (solvent based), oil-
based paint, paint solvents, and preservatives. Whether other types of household hazardous waste are included will be
determined on the basis of negotiations between the Town and the Contractor.

TECHNICAL SPECIFICATIONS AND REQUIREMENTS
The Contractor must provide all containers and other equipment needed to achieve the safe
collection, storage and removal of acceptable household hazardous waste.
The Contractor must provide qualified individuals trained to oversee and supervise one-day
collection programs with 1-2 events per year including providing an employee or agent of the
Contractor trained and properly certified in the identification and handling of all hazardous and
acutely hazardous waste as defined by Federal, State, and local laws, rules, regulations and
ordinances. Contractor must provide the Services in a manner convenient to participants and
with as little delay as reasonably possible.
The Contractor shall provide all required reporting to the State of Connecticut Department of
Energy and Environmental Protection (“DEEP”) (and to similar agencies of any other States as
required) and the Environmental Protection Agency (“EPA”) and shall assume responsibility for
continuing compliance with all Federal, State and local health, safety and environmental laws,
rules, regulations and ordinances.
Contractor shall maintain the Site in a clean and safe manner and coordinate any spill control
measures that may be required in accordance with all relevant laws, rules, regulations and
ordinances.
The Contractor must verify and record all participants’ eligibility and submit this record to the
Town of Trumbull with the Contractor’s invoice. Only residents and CESQG’S from the Towns of
Trumbull, Easton and Monroe may participate. If the Contractor allows any entity to participate
who does not reside within the Town of Trumbull, then the Contractor shall bear all cost
associated with that waste and shall not charge the Town of Trumbull for such waste.
The Contractor shall be responsible for performing all the services in accordance with the terms
of this Agreement. Contractor shall at its sole cost and expense be solely responsible for providing
all personnel, labor and all equipment or materials necessary to perform the Services.
TERM OF SERVICE
The Contractor shall provide Services under this Agreement and the Town contract during these
one-day household waste collection programs.
CONTRACT REQUIREMENTS
The successful Bidder shall, within 15 calendar days of written notice (letter of award) of
selection as the successful bidder, execute the Town’s standard Contract provided by the town of
Trumbull.

The contract, when executed, shall be deemed to include the entire agreement between the
parties; the Contractor shall not base any claim for modification of the contract upon any prior
representation or promise made by representatives of the Town of Trumbull or other persons.
RECEIVING FACILITIES
Proposer shall be required to obtain copies of applicable environmental operating permits from
the owner/operator of all facilities that are to receive the household hazardous waste (“Receiving
Facilities”) collected by Proposer under this RFP and Agreement. Prior to any deliveries of the
household hazardous waste to any Receiving Facilities, Proposer shall forward copies of all
permits of all Receiving Facilities to the Town of Trumbull. At its sole and absolute discretion, the
Town of Trumbull reserves its right to prohibit Proposer from delivering household hazardous
waste to any Receiving Facilities that it deems unsuitable in accordance with all federal, state,
and/or local laws or regulations.
TOWN OF TRUMBULL’S RESPONSIBILITIES
ACCESS TO FACILITIES
The Town of Trumbull shall provide the Contractor with reasonable and necessary access to the
Towns’ real properties as the Contractor requires in order to perform the Services.
PAYMENT
Contractor shall render a bill /invoice to Town of Trumbull after each event for all of the Services
performed and all of the costs and expenses incurred pursuant to this Agreement. The contents of
the bill should be itemized with quantities to clearly describe all materials received and generated
by individual households. Contractor shall not be compensated for any time spent preparing any
billing documentation or related materials. If the Town of Trumbull determines in its sole
discretion that the Services for which Contractor is requesting payment have been properly
performed and completed in conformance with the Standards, Contractor is not in default
hereunder, the Town of Trumbull does not dispute the amount of the payment requested and the
bill contains all of the information required hereunder, then the Town of Trumbull shall pay the
amount requested within forty-five (45) calendar days after its receipt of such bill.
If, however, (i) the Town of Trumbull determines that any of the Services for which the
Contractor has requested payment is not in conformance with the Standards, (ii) such bill does
not contain all the requisite information, or (iii) Contractor is in default hereunder, then the Town
of Trumbull may in its sole and absolute discretion withhold all or a portion of the payment
requested by Contractor, and Contractor shall, if requested by Town of Trumbull, immediately
take, at Contractor’s sole cost and expense, all action necessary to render such Services and/or
bill in conformance with the Standards, or to cure such default. The Town of Trumbull shall have
no obligation under this Agreement to pay for any Services that the Town of Trumbull determines
have not been performed and/or completed in conformance with the Standards, and the Town of
Trumbull shall have no obligation to pay Contractor any amount due Contractor under this
Agreement if Contractor is in default hereunder. If the Town of Trumbull disputes the amount in
any written request for payment submitted by Contractor, the Town of Trumbull shall have the
right to withhold the disputed amount until the dispute is settled. The Town of Trumbull shall
notify Contractor of any disputed amount and the reason(s) for disputing such amount.
