Hoover Fire Station #6 - 2026 Roof Replacement
Sealed bids for Bid #26-007 Hoover Fire Station #6 - 2026 Roof Replacement will be received by the City of
Hoover at the Office of the City Clerk, whose office is located in Hoover City Hall at 100 Municipal Lane,
Hoover, Alabama, 35216, no later than 10:00 am CT Wednesday, August 26, 2026, at which time they will be
publicly opened and read aloud within Hoover City Hall as soon thereafter as practicable. Bids received after
the specified date and time will not be considered.
A mandatory pre-bid meeting is scheduled for 8:30 am CT on Wednesday, August 12, 2026 at Hoover Fire
Station #6, 310 Edna Road, Hoover, Alabama, 35244. Site visit to follow. Contractor will need to bring a
ladder to access roof. Failure to attend this meeting and site visit will result in Bidder disqualification.
All bids must be submitted in SEALED envelopes that are clearly marked on the outside with "SEALED BID",
Alabama General Contractor's License Number, Bidder's Name, Bidder's Address, the Bid Number, the Bid
Title, and the Bid Opening Date and Time. Each bid must be in a separate envelope.
Bids must be mailed, shipped using a commercial shipping company, or hand delivered to the following
address:

If sent by mail or shipping company, the securely sealed envelope containing the bid must be enclosed in
another envelope addressed as specified above. No responsibility will be attached to the City of Hoover for
the premature opening of a Bid not properly addressed and identified.
Each bid submitted shall be accompanied by either a cashier's check drawn on an Alabama bank or a bid bond
executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama,
payable to the City of Hoover for an amount of five percent (5%) of the bid (not to exceed $10,000.00).
Bidders must be properly licensed as a General Contractor under the provisions of Title 34, Chapter 8, Code
of Alabama, 1975, and must clearly mark the State License Number on the outside of the bid envelope. All
bidders must hold a current and valid license issued by the Alabama Licensure Board for General Contractors
with a specialty construction classification in "Roofing & Sheet Metal".

INVITATION TO BID
The City of Hoover reserves the right to reject any and all bids, waive any defect, irregularity, or informality
in any bid procedure, and to award the bid in any manner that is in the best interest of the City.
INQUIRIES:
1. Technical questions about the items specified within this Invitation to Bid must be submitted no later
than 5:00 pm CT on Monday, August 17, 2026.
2. Addenda will be posted to the City's website no later than 5:00 pm CT on Wednesday, August 19,
2026.
3. Bid Documents, including Addenda, will not be mailed or emailed to bidders. It will be the
responsibility of the bidder to frequently visit the City's website at
http://www.hooveralabama.gov/bids.aspx to view or download Bid Documents or Addenda, if
issued.

INVITATION TO BID
A. INSTRUCTIONS TO BIDDERS
1.0 INTRODUCTION
Bidders shall retain these instructions, conditions, and specifications for future reference. This
document, in its entirety, its attachments, and any addenda issued shall become part of the contract
and shall collectively constitute the complete and binding terms and conditions of the agreement
between the successful bidder and the City of Hoover.
2.0 PROJECT INTENT
2.1. The intent of this solicitation is to procure a qualified Contractor specialized in modified
bituminous roof application for the proposed project of Hoover Fire Station #6 - 2026 Roof
Replacement.
2.2. The successful bidder shall provide all labor, materials, equipment, tools, equipment,
transportation, and other facilities and services, whether temporary or permanent, and
whether incorporated or to be incorporated in the work, in full accordance with the
Specifications to complete the project in manner acceptable to the City of Hoover.
3.0 BID DOCUMENTS
3.1. Bid Specifications are open to public review and copies may be obtained at the office of the
City Clerk located at:

3.2. Bid Specifications and Bid Proposal Forms are also available for review and download from the
City's website at http://www.hooveralabama.gov/bids.aspx.
3.3. In making copies of the Contract Documents available on the above terms do so only for the
purpose of requesting and obtaining Bids on the Work and do not imply to convey a license or
permission for any other use.
3.4. Public Records: Records showing successful bidder and prices will be kept on file within the
City Clerk's Office and may be examined upon request.
4.0 RECEIPT AND OPENING OF BIDS
4.1. Sealed bids will be received by the office of The City Clerk of the City of Hoover, Alabama, 100
Municipal Lane, Hoover, AL 35216.
4.2. Bids will be received on or before the submittal deadline and then, at said office, shall be
publicly opened and read aloud as soon thereafter as practicable. Bids received prior to the
time of the bid opening will be securely stored unopened.
4.3. The City of Hoover may consider informal any bid not prepared and submitted in accordance
with the provisions hereof or may waive any informality in such submittal.
4.4. Any bid may be withdrawn by written request prior to the scheduled time for the opening of
bids or authorized postponement thereof. However, no bidder may withdraw a bid within

ninety (90) days after the actual date of the bid opening thereof without forfeiture of Bid
Security or Bid Bond.
4.5. Any bid received after the time and date specified shall not be opened nor considered to be
eligible for an award.
4.6. No responsibility will be attached to the City of Hoover for the premature opening of a Bid not
properly addressed and identified.
5.0 SUBMISSION OF BID
5.1. Each bid shall be placed with all required bid forms in a sealed envelope. Bid envelopes must
be clearly marked with "SEALED BID," Alabama General Contractor's License Number, Bidder's
Name, Bidder's Address, the Bid Number, the Bid Title, and the Bid Opening Date and Time.
5.2. Each and every item listed on the Bid Proposal Form must be complete with a price or your bid
may be disqualified.
5.3. Each bid shall include evidence of good standing and authority to do business in the State of
Alabama.
5.4. No special conditions or qualifications shall be made by the Bidder.
5.5. No alternates or substitution for any items unless such alternates or substitutes are allowed in
the Specifications.
5.6. The City of Hoover is not responsible for delays caused by the U.S. Postal Service or other
means of delivery. The bidder assumes responsibility for submitting bids by the date and time
set forth in the Invitation to Bid.
6.0 EXAMINATION OF DOCUMENTS AND WORK SITE
6.1. Carefully examine the Bid Documents, Specifications, Drawings, Addenda, if issued, and the
Work Site, if applicable. It is important that all terms, conditions, and specifications are read
and understood thoroughly.
6.2. At the time of the opening of bids each Bidder will be presumed to have inspected the site and
to have read and to be thoroughly familiar with the plans and contract documents (including
all addenda).
6.3. Bidders must provide all information and signatures on the Bid Proposal form as requested.
Bids may be disqualified for non-compliance or may be deemed non-responsive if required bid
documents are not submitted as requested.
6.4. The failure or omission of any Bidder to examine any form, instrument or document shall in
no way relieve any Bidder from any obligation in respect of his Bid.
7.0 INTERPRETATIONS AND ADDENDA
7.1. Any discrepancies, ambiguities, or omissions, and/or technical questions about the items
specified within the Bid Documents, must be submitted as a written request no later than the
date and time specified in the Invitation to Bid.
7.2. Answers to questions, clarifications, corrections, and additions to the Bid Documents will be
issued in the form of Addenda to the Bid Specifications.

7.3. Addenda will be posted to the City's website no later than 72 hours prior to the bid opening
or no later than the date and time listed in the Invitation to Bid, if provided.
7.4. It shall be the responsibility of the bidder to frequently visit the City's website to view or
download such Addenda, if any are issued.
7.5. Addenda shall not be mailed or emailed.
7.6. Addenda shall become part of the bid, and all bidders must acknowledge receipt of all Addenda
and include in their bid package.
8.0 MODIFICATIONS AND WITHDRAWALS OF BIDS
8.1. Bids will be free of alterations or erasures.
8.2. Bids may not be modified after submittal.
8.3. A bid which has been sealed in its delivery envelope may be modified by writing the amount
to be added to or deducted from the bid on the outside of the delivery envelope, along with
the time and date of the modification and signature of the bidder or bidder's authorized
representative. The amount of the Bid itself must not be revealed.
8.4. Any bid may be withdrawn by written request prior to the scheduled time for the opening of
bids or authorized postponement thereof. However, no bidder may withdraw a bid within
ninety (90) days after the actual date of the bid opening thereof without forfeiture of Bid
Security or Bid Bond.
9.0 BID PROPOSAL FORMS
9.1. All bidders must use the enclosed Bid Proposal Forms and Agreements (or copies thereof) to
submit their bid. No alternate or substitute pricing forms will be accepted, nor shall the Bid
Proposal Form be altered.
9.2. All bid responses must be typed or written in ink.
9.3. All signatures must be hand signed in ink. Printed, typed, stamped, or digitally stamped
signatures are not acceptable.
9.4. Each and every item listed on the Bid Proposal Form must be complete with a price or your bid
may be disqualified.
9.5. Bids will be free of alterations or erasures. Use of correction fluid, tape, or erasures may result
in the bid being deemed non-responsive.
9.6. Any corrections to prices or other entries shall be made by drawing a single line through the
incorrect entry, clearly printing the correct entry above or beside it, and initialing the
correction.
9.7. Bidders shall not attach any conditions or provisions to the Contract Documents or the Bid
Proposal Form.
9.8. Bidders shall use complete sets of Bid Proposal Documents in preparing Bids (the entire set of
Bid Proposal Documents, completed as required by the Bidder, shall constitute the Bid, and
shall be submitted in their entirety).
