Description


PART 1: GENERAL
1.1 Competitive Cost Sealed Bids
Separate sealed Bids for construction of Frank Satterfield WPCP Expansion to 3.6 MGD for
the City of Perry (Bid Number 2025-17) will be received until Thursday, October 31, 2024 at
2:00 PM in Perry City Hall, 1211 Washington Street, Perry, GA 31069. Bids will then be
publicly opened and read aloud at said office. Any bid received after Thursday, October 31,
2024 at 2:00 PM will not be considered by the Owner. Following the closing time for the receipt
of bids, no bid may be withdrawn for a period of sixty (60) days.
1.2 Scope of Work
The work to be performed and provided under this Contract shall consist of furnishing all labor,
materials, tools, equipment, safety equipment, permitting, erosion and sedimentation control
measures, taxes, profit, overhead, testing, startup, and other costs and effort required to complete
the following:
Installation of a cover on the screenings conveyor
Installation of a lime pump
Installation of a tank and skid system for chemical phosphorus removal
Installation of four additional disks to each of the two filters
Installation of UV disinfection basin
Converting the existing chlorine contact basin into a post aeration basin with surface aerators.
Extension of the existing outfall
Updates to the SCADA system
All other materials will be provided by the Contractor. The time allotted for substantial
completion of the work is 390 consecutive calendar days from the Notice to Proceed, and the time
allotted for final completion of work is 450 consecutive calendar days from the Notice to
Proceed.
Contractor will be required to coordinate all work with the City of Perry and other utility owners who
have facilities within the project corridor. The project will be managed by GWES, LLC., located
at 733 Carroll Street, Perry, GA 31069, telephone number (706) 765-8767.
