SECTION 1 SCOPE OF WORK AND SPECIFICATIONS
1.1 Description
The purpose of this request is to solicit sealed bids from qualified proposing firms hereafter referred to
as “Bidders” able to perform the services of removal and replacement of 72 kennel stall fronts with
stainless steel.
The York County Animal Shelter (YCAS) was constructed in 2003 and currently has 72 stalls for
dogs. These stalls currently have galvanized fencing/gates which over time have rusted away, been
chewed through or simply failed.
The YCAS has identified through visitation to other shelters and research that these kennel stall
fronts need to be constructed out of Stainless Steel.
A voluntary pre-bid meeting will be held at the time and location indicated on the front page of this
document; Bidders are encouraged to attend as this may be the only available time to measure the
kennels.
1.2 Scope
Bidder will be responsible for the removal and replacement of 72 kennel stall fronts with stainless
steel.
All kennels stalls should be bid with the following:

All doors should swing out and it is preferred that the hinge is to the right and latch to the left

The Kennel Stall removal/replacement will need to be completed in stages, as the shelter is at full
capacity. Animal Shelter Supervisor will ensure that 10-15 stalls will be open per day for change out.
All measurements are the responsibility of Bidders and should be verified at Pre-Bid and/or before
ordering.
Hours of operation at the shelter are 8:00 a.m. through 5:00 p.m. Monday through Friday. If after
hours or weekend work is required the Animal Shelter Supervisor or Facilities Maintenance
Supervisor must be notified 24 hours prior.
SECTION 2 OTHER REQUIREMENTS
2.1 Safety
All product and equipment shall meet all safety specifications per the manufacturer unless otherwise
stated in the bid response.
The successful bidder is required to promptly notify the Facilities Maintenance Supervisor in the event
that any damage occurs to County property (i.e. windows, vehicles, site lights, etc.) as a result of
actions of the bidder while providing services. The bidder shall be liable for damages resulting from
the actions of its employees.
2.2 Delivery and Installation
Price shall include delivery and installation to the York County Animal Shelter, 713 Justice Blvd, York,
SC 29745
2.3 Warranty
The bidder shall guarantee that the product is standard new, latest model of regular stock product
with all parts regularly used with the type of equipment and that no attachment or part has been
substituted or applied contrary to manufacturer's recommendations and standard practice. The units
and installation must be guaranteed against faulty material and workmanship for a period of two (2)
years unless otherwise specified. If during this period such faults develop, the unit or part affected is
to be replaced without cost to the County.
2.4 Contractor License Requirements
The Bidder must comply with the laws of South Carolina including obtaining proper licensure with this
State if required to perform the specifications described in this request.
If applicable, the Bidder shall show valid South Carolina Contractor’s License Number on the Bid
Form. All Bidders shall hold all valid and current applicable South Carolina Contractor’s Licenses,
with the appropriate classifications and limitations to satisfy the proposed scope of work and bid
amount.
2.5 Bid Security
Each Bid must be accompanied by a cashier's check or Bid Bond made payable to York County in an
amount not less than five percent (5%) of the total amount of the Bid if the total amount of the bid
exceeds $30,000. Generally, the bid security of all Bidders, including the three (3) lowest responsible
Bidders, will be returned within ten (10) days after York County and the accepted Bidder have
executed the written Contract and the accepted Bidder has filed acceptable Performance and
Indemnity and Payment Bonds. Upon request and no earlier than thirty (30) days after the formal
opening of bids, the County will return the bid security of any Bidder.
Attorneys-in-Fact who sign Bid Bonds shall file with such bonds a certified copy of their Power of
Attorney to sign said Bonds.
Failure of the accepted Bidder to execute a Contract and file acceptable bonds within ten (10) days
after a written Notice of Award or Purchase Order has been given shall be just cause for the
annulment of the award and the forfeiture of the bid security to York County as liquidated damages
for damages sustained by York County. Award may then be made to the next lowest responsible
Bidder or all Bids may be rejected.
2.6 Performance and Payment Bonds
If the total bid exceeds $50,000.00, Simultaneously with delivery of the executed Contract to York
County, a Bidder to whom a Contract has been awarded must deliver to York County executed
Performance and Indemnity and Payment Bonds if the total bid on the prescribed forms each in an
amount equal to one hundred percent (100%) of the total amount of the Contract Amount, as security
for the faithful performance of the Contract and for the payment of all persons performing labor or
furnishing materials in connection therewith. The Performance and Indemnity and Payment Bonds
shall have as the surety thereon only such surety company or companies as are authorized to write
bonds of such character and amount under the laws of the State of South Carolina and with a
resident agent in the county in which the project is located. The Attorney-in-Fact or other officer who
signs the Performance and Indemnity and Payment Bonds for a surety company must file with such
bonds a certified copy of his Power-of-Attorney authorizing him to do so.
The Performance and Indemnity and Payment Bonds shall remain in force for one (1) year from the
date of final payment of the Work as a protection to York County against losses resulting from latent
defects in materials or improper performance of work under the Contract, which may appear or be
discovered during that period.
Qualification of Sureties shall be as described in the General Conditions.
SECTION 3 INSTRUCTIONS TO BIDDERS
3.1 Submittal
Each response shall be submitted on the Bid Form as furnished, which includes bid price,
acknowledgment of any addendum, Bidder’s information and signature.
The response to this solicitation, and other required documents, shall be submitted in a sealed
envelope clearly marked with the solicitation title and the name and address of the Bidder. If
forwarded by mail or other delivery system, the above mentioned envelope shall be enclosed in
