1.1 ANNOUNCEMENT OF BIDDING
A. The Washington County Public Works Department is requesting bids for:
Washington County Law Enforcement Center (LEC)
Site Improvements
15015 62nd St N, Stillwater MN 55082

1.2 SUBMISSION OF BIDS
A. Bids for the construction of the Project will be received online through QuestCDN until
Thursday September 10th, 2026, at 2:00 p.m. local time. Bids submitted after the
designated time will not be accepted. Bids must be submitted per the instructions on the
Invitation to Bid form. Bids will be viewed publicly via Microsoft Teams immediately
following the expiration of the time for receiving bids. The bid results will be available
through QuestCDN following the bid opening.
1.3 BID SECURITY
A. Bid Security in the amount of 5% of the total bid amount (in the form of a bid bond) is
required. Electronically submitted bids require a copy of the bid security to accompany
submission. Bid bonds must be delivered within three (3) business days of bid opening or
postmarked on or before bid opening date.
1.4 PROJECT DESCRIPTION
A. The project includes demolition and installation of site pavements, stormwater
management, site grading and restoration, site fencing, integrated electrical security gates,
replacement of existing condenser piping, concrete sidewalks/curbs, and landscaping.
1.5 BIDDING DOCUMENTS
A. Contract Documents for this project may be examined QuestCDN
B. Bid Forms will be the "Invitation to Bid" Form included in draft form in the Project Manual in
section 00 41 00.
C. The "Contractor Verification and Compliance" Form and "Attachments A-1 and A-2" are
included in the Project Manual in sections 00 41 05 and 00 41 10, following the "Invitation to
Bid" Form.
1. Each Bidder shall review Minn. Stat 16C.285 to verify eligibility for
consideration under the criteria established. Statutes can be found at
www.leg.state.mn.us
1.6 PROJECT SCHEDULE
A. The Owner anticipates award of Contract by October 22nd, 2026.
B. Refer to 01 02 00 Milestone Schedule for the anticipated Construction Start Date and
substantial completion date.

PART 1 GENERAL

1.1 SCOPE
A. AIA Document A201, 2017 and AIA Document A701, 2018 Edition have hereby been made
a part of this Project Manual and has been included in their entirety, following this section,
for reference. This document has been modified from its original version.
B. The 'Invitation to Bid' Document has been included in its entirety in Section 00 41 00.
Bidders must submit completed form.
C. Responsible Contractor 'Verification and Compliance' Form has been included in its
entirety, in Section 00 41 05, following the Invitation to Bid Form. Bidders must submit
completed form with the Invitation to Bid Form as required by Minn. Stat 16C.285.
D. Attachments A-1 and A-2 are Supplements to Responsible Contractor 'Verification and
Compliance' Form as required by Minn. Stat 16C.285. Forms have been included in
their entirety, in Section 00 41 10, following the Invitation to Bid Form. Bidders must submit
completed form A-1 with the Invitation to Bid Form as required by the 'Verification and
Compliance' form.
E. The provisions and requirements of this document shall apply to all Bidders and Sub-
bidders.
