NOTICE TO BIDDERS

BY THE RIVANNA SOLID WASTE AUTHORITY

BID FOR FY25-FY27 VEGETATIVE WASTE GRINDING

RFB NO. 410

Sealed Bids will be received by the Rivanna Solid Waste Authority, hereinafter called the OWNER, in the Administration Building Conference Room at the Moores Creek Advanced Water Resource Recovery Facility, 695 Moores Creek Lane, Charlottesville, VA 22902 until 4:00 p.m., local prevailing time on April 11, 2024 and then at said office be publicly opened and read aloud for the following:

Grinding of Vegetative Waste Material at the Ivy Material Utilization Center (IMUC) located at 4576 Dick Woods Road, Charlottesville, VA 22903.  The IMUC receives vegetative waste materials throughout the year.  Periodically, the Authority contracts with firms to grind this material into mulch which the Authority distributes locally.  The selected bidder will grind the existing vegetative waste material to pass a 1.5-inch screen and leave the material on-site.  The selected bidder will provide all labor, equipment, materials, insurance, fees, and permits to complete the work.  There will be three grinding events for each fiscal year:  one event in May to June, one event in August to September, and one event in January to February.

The Owner reserves the right to reject any bid for failure to comply with all requirements of this Notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion.  The Owner further reserves the right to reject any and all bids or to Award the contract which in its judgment is in the best interest of the Owner.

Pursuant to VA Code Section 2.2-4318, the Authority reserves the right, in the event that the bid from the lowest responsible bidder exceeds available funds, to negotiate with the lowest responsible bidder to obtain a contract price within available funds, which negotiations may include, but not be limited to, modifications to the scope of work, materials and equipment to be furnished, time for performance, price and other such terms as the Executive Director deems appropriate.

Pursuant to VA Code Section 2.2-4324, Bid results shall be subject to the Preference for Virginia Firms stipulation.

Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed or national origin.  Bidders must comply with the President’s Executive Order #11246, prohibiting discrimination in employment regarding race, color, creed, sex, or national origin, and Executive Order #12138 and #11625 regarding utilization of MBE/WBE firms.  Bidders must comply with the Civil Rights Act of 1964.

The Authority reserves the right to disapprove any subcontractor, supplier, vendor, surety or insurer proposed by a bidder for this Project for good cause shown.
