BID SPECIFICATIONS FOR CROSSING GUARD SERVICES
Park Ridge-Niles Community Consolidated School District No. 64 ("Park Ridge
64") is accepting sealed bids from qualified vendors for crossing guard services for the
following school districts: Park Ridge-Niles Community Consolidated School District No.
64, East Maine School District No. 63 and Niles School District No. 71 (collectively, the
"School Districts"). The following specifications outline all of the requirements and
conditions for providing the services.
INSTRUCTIONS AND GENERAL GUIDELINES
1. Duration of Contract. The Contract will be for the school year(s) 2026-2027. The
School District may renew the agreement for up to five (5) additional one-year
terms thereafter. During the extension years, compensation shall be increased by
no more than 5%, or C.P.I., whichever is lower. The C.P.I. used shall be the same
US Consumer Price Index, All Urban Consumers as used for the Property Tax
Extension Limitation Law and applicable to the relevant levy year preceding the
extension year. The respective School Districts' Boards shall have the sole
discretion to exercise the options to extend the Contract.
2. Scheduled Days and Cancellations. Crossing guards are required for all days
school is in session with students present. The School Districts' calendars are
determined annually, but the current 2026-2027 calendars are available online at

If school is cancelled on a particular day, Contractor will be notified that morning,
and no services will be required. The School Districts may close schools for
academic purposes or reduce programming due to public health, safety, severe
weather or any other purpose as determined by each District. The Districts shall
not owe the Contractor any compensation for times when services are canceled,
declined, or not required due to closure, reduction in programming, or exclusion of
Contractor due to health risk assessment screenings or any other reason.
Notwithstanding the foregoing, each District retains sole discretion to determine

whether Section 10-20.56(d-15) of the School Code (105 ILCS 5/10-20.56(d-15))
applies to this Agreement or any day of school closure and, if the District
determines such law is applicable, the District retains the discretion to determine
when a school closure day is rescheduled. The Parties understand that each
District may determine it is required to pay Contractor the daily, regular rate of pay
and benefits Contractor pays to Contractor's employees for any day of school
closure or e-learning day if such closure precludes Contractor's employees from
performing their regularly scheduled duties and employees would have reported
for work but for the closure, unless the day is rescheduled and the employees will
be paid their daily, regular rate of pay and benefits for the rescheduled day when
services are rendered. Such payment shall be in full satisfaction of amounts due
to Contractor under Section 10-20.56. As a precondition to these payments being
made, Contractor shall provide an invoice for the foregoing pay and benefits costs;
however, Contractor will not include such pay and benefits costs for any school
closure or e-learning day on any invoices until the last invoice of the school year
to allow the District the opportunity to determine if the day will be rescheduled.
When a payment is to be made by the District under this provision, Contractor
represents and warrants that it shall pay its employees their daily, regular rate of
pay and benefits for any such school closure or e-learning day. Upon request,
Contractor shall provide the District with certified payrolls as evidence of
compliance with this section. For purposes of this section, "school closures" shall
not include holidays or other days of closure reflected on each District's school
calendar for which Contractor is not scheduled to provide services under the
Contract.

All figures given are estimated from present operations and projected enrollment
for year one of the Contract and may be revised in subsequent years. Bidders may
charge a 2-hour minimum per day per crossing guard.
4. Locations for Crossing Guards. For illustrative purposes only, the current
locations for crossing guards for each district and school are listed below, though
these locations may change:

5. Audited Financial Statements. Each bidder shall submit an Audited Financial
Statement for each of the past three years prepared by a Certified Public
Accountant along with proof of licensure to conduct business within the State of
Illinois.
6. Finality and Withdrawal of Bids. All bids are deemed final, conclusive, and
irrevocable, and once opened, no bid shall be subject to correction or amendment
for any error or miscalculation. No bid shall be withdrawn without the consent of
the appropriate School Districts' Board of Education or designee after the
scheduled closing time for the receipt of proposals. All bids submitted shall be valid
for sixty (60) days after the date of bid opening. NO MODIFICATIONS SHALL BE
MADE TO THE BID DOCUMENTS AFTER THE BIDS HAVE BEEN OPENED.
REQUESTS BY ANY BIDDER TO MODIFY THE BID DOCUMENTS AFTER
SUCH A DATE SHALL BE REJECTED.
7. The School Districts' Rights. Each School Districts' Board of Education reserves
the right to postpone or cancel this request for bids, to reject any and all bids, to
accept bids in whole or in part, and to waive any formalities, irregularities, defects,
and/or technicalities in any bid where the best interest of the applicable School
Districts' Board may be served. The Contract will be awarded to the lowest
responsible bidder, considering conformity with specifications, terms of delivery,

and quality and serviceability, as determined by the applicable Board. In
determining the award of the Contract, the School Districts' Board of Education will
consider the financial stability of the bidder, the management experience of the
bidder, the safety record of the bidder, the litigation record of the bidder, the
contract termination record of the bidder, quality of insurance, and references of
and experiences with the bidder.
8. Written Responses. The School Districts are equally concerned with the proven
ability of the bidder to satisfactorily perform its Contract to ensure that service will
be provided in accordance with the Bid Documents. Each bidder must include with
its bid written responses for each of the following areas. If an area does not apply,
please provide a statement to that effect.
A. Indicate management experience in crossing guard services for both
regular and special needs children.
B. Indicate all contracts on which the bidder has defaulted within the past
seven years.
C. Indicate all contracts the bidder has entered into during the past five years
for crossing guard services to Illinois districts. Also, include the telephone
numbers and name of the responsible personnel.
D. Supply names and resumes of those individuals responsible for startup of
operations and execution of this contract.
E. Describe all litigation (including mediation and arbitration) filed by or against
the bidder and its affiliates in the past five years, including the name and
case number, jurisdiction of the court, and summary of the case, that relate
to crossing guard contracts.
F. Provide the bidder's safety record for the past five years, including any
citations involving crossing guard errors.
9. Compliance with Laws. The bidder shall at all times observe and comply with all
laws, ordinances, regulations, codes, and requirements of federal, state, county,
and other local government agencies as well as all School District rules and
policies, which may in any manner affect the performance of the Contract and in
particular any such laws pertaining to safety.
10. Non-Discrimination. The bidder shall not discriminate against any worker,
employee or applicant, or any member of the public because of race, color, national

origin, age, sex, religion, disability, or any other category prohibited by law, nor
otherwise commit an unfair employment practice.
11. Assignment and Subcontracting. The Contract shall not be assigned nor shall
any part of the Contract be subcontracted without the written consent of the
applicable school district, which consent it may withhold in its sole discretion, and
in no case shall such consent relieve the Contractor from its obligations, or change
the terms of the Contract.
12. Bid Prices. All bid prices must be stated in terms of a cost per day per crossing
guard and shall be firm throughout the Contract period.
13. Interpretation of Bid Documents. Any explanation, statement or request for
interpretation of the Bid Document that the bidder wishes to make must be
submitted in writing via email to: Brian Harlan, Assistant Superintendent of
Business Operations, Park Ridge-Niles Community Consolidated School District
No. 64, bharlan@d64.org, no later than Friday, July, 10, 2026, at 12:00 Noon. A
written response to all questions, requested modifications to the Bid Documents,
and interpretations shall be issued by Monday, July 13, 2026, at 5:00 p.m.
Modifications to the Bid Documents shall only be done via a written addendum. It
is the Bidder's responsibility to ensure it has received all addenda and considered
such in submitting its bid. Oral interpretations of the Bid Documents shall not be
binding, and bidders may not rely on such.
14. Representations and Warranties. Each bidder represents and warrants that it
has read and understands the Bid Documents, that the bid submitted is based on
the specifications and terms and conditions contained in the Bid Documents, and
that the bid has been executed by an authorized representative of the bidder.
15. Instructions. These instructions are to be considered an integral part of any bid
and Contract.
16. Form of Bids. Bids must be clearly marked "Bid Proposal: Crossing Guard
Services for Park Ridge-Niles Community Consolidated School District No. 64."
No oral, facsimile, email, or telephonic bids will be considered. Bidders must
submit three copies of the bid in a sealed envelope. The name of the bidder and
contact information must also appear on the outside of the envelope.
17. Place and Time of Bid Submittal. Proposals must be mailed or delivered to the
address below no later than Thursday, July 16, 2026, at 1:00 p.m.

GENERAL CONDITIONS
1. DEFINITIONS:
A. "Board" or "Board of Education" shall mean, as applicable, the duly elected
Board of Park Ridge-Niles Community Consolidated School District No. 64, East
Maine School District No. 63 and Niles School District No. 71
B. "District" or "School District" shall mean as applicable, Park Ridge-Niles
Community Consolidated School District No. 64, East Maine School District No.
63 and Niles School District No. 71
C. "Bid Documents" shall mean and include the following documents: the
Advertisement for Bids; the Instructions and General Guidelines, the
General Conditions, and the Certifications Form; the Crossing Guard
Services Contract; and the Bid Form. The term "Bid Documents" also
includes any additional addenda issued prior to the receipt of bids.
D. "Bidder" shall mean one who submits a bid for a Contract to perform the
work described in the Bid Documents.
E. "Contract" shall mean the Bid Documents and the bidder's response to this
Advertisement for Bids, including but not limited to, the Bid Form, upon its
acceptance by the Board.
F. "Contractor" shall mean the successful bidder whose bid has been accepted
by the Board and to whom a Contract has been awarded.
G. "Superintendent" shall mean the duly appointed or acting Superintendent
of the District or his/her designee.
2. SCOPE: The Contractor shall, during the Contract period and any optional
Contract periods, provide and maintain crossing guards as determined by each
District. For each year of the Contract, such services shall be provided in
accordance with schedules approved by each District for each and every day that
school is convened. The Districts reserve the right at any time before or during the
school year to revise or change locations or schedules to best suit their needs. All
such revisions and changes shall be deemed an ordinary part of the Contract and
shall not result in any additional fees charged to the District.

The Contractor
shall offer available positions under the Contract to qualified individuals who
performed the services in the previous year. Names and contact information of
such individuals will be provided to the successful Contractor upon request."

3. INTRA-DISTRICT COOPERATION: The Contractor will be presented annually
with a calendar that is developed and agreed upon by the School Districts'
Superintendents and/or their designees. Each School District will make every effort
to adhere to its own calendar. If an individual school district does not follow said
calendar, the Contractor may charge the non-cooperating School or District the
charge as indicated on the Contractor's Bid Form.
4. OPERATIONS PERSONNEL: The Contractor shall assign an operations manager
who is responsible for oversight of the Contracts. The operations manager shall
be the person the Districts shall contact any issues or concerns with the Contract.
The Contractor shall submit with its bid the name and background information of
the operations manager who will be assigned to the Districts.
The Contractor shall provide appropriately trained, licensed (if needed), qualified,
and experienced crossing guards in performance of this Contract. The Contractor
shall offer available positions under the Contract to qualified individuals who
performed the services in the previous year. Names and contact information of
such individuals will be provided to the successful Contractor upon request."
The Contractor shall employ and maintain an adequate number of standby
operations personnel to provide uninterrupted service to the Districts in the event
of employee absences.
The Contractor's crossing guards shall comply with all federal, state, and local laws
pertaining to traffic and student safety, including, but not limited to, the Illinois
School Code, the Illinois Vehicle Code, and the rules and regulations pertaining to
same, and the policies and regulations of the District. Contractor shall, in
accordance with 105 ILCS 5/10-21.9, perform a check of the Statewide Sex
Offender Database and the Statewide Murderer and Violent Offender Against
Youth Database for each employee having direct, daily contact with students, and,
at the request of the District, a DCFS Child Abuse Registry background
investigation, which investigations shall be commenced (or, at the District's option,
completed) prior to the individual commencing services, and the results provided
to the District upon request. Contractor further shall check the Sex Offender
Database and the Murderer and Violent Offender Against Youth Database once
for every 5 years that the person remains employed by the Contractor and
assigned to the District.
In addition, prior to entering service for one of the Districts, each crossing guard
shall undergo a fingerprint-based criminal history record check by the relevant
District as required under 105 ILCS 5/10-21.9. For any criminal history records
checks performed by the District, the District will provide the individual a copy of

the background check results. The District will notify the Contractor if the District
determines that any individual is not eligible to perform the services. Due to
restrictions on disclosure of background check information, the District may not
specify to Contractor the reasons for a determination of ineligibility.
In addition, for all applicants seeking to perform services for the Contractor on
assignment to the District, the Contractor shall complete an employment history
check for sexual misconduct. The Contractor agrees to comply with 105 ILCS 5/22-
94 and ensure and certify the following:
(1) the Contractor has no knowledge or information pertaining to the applicant that
would disqualify the applicant from employment.
(2) the applicant swears or affirms that the applicant is not disqualified from
employment;
(3) the applicant completes and provides the template employment history form to
be developed by the Illinois State Board of Education regarding the applicant; and
(4) any other applicable requirements set forth by the statute or regulation.
Further, the Contractor will not assign an individual to perform services if the
Contractor has knowledge of any instance in which the individual to be performing
service 1) has been the subject of a sexual misconduct allegation unless a
subsequent investigation resulted in a finding that the allegation was false,
unfounded, or unsubstantiated; 2) has ever been discharged, asked to resigned
from, resigned from, or otherwise been separated from any employment, removed
from a substitute list, been disciplined by an employer or had an employment
contract not renewed, due to an adjudication or finding of sexual misconduct or
while an allegation of sexual misconduct was pending or under investigation,
unless the investigation resulted in a finding that the allegation was false,
unfounded or unsubstantiated; or 3) has ever had a license or certificate
suspended, surrendered, or revoked due to an adjudication or finding of sexual
misconduct or while an allegation of sexual misconduct was pending or under
investigation, unless the investigation resulted in a finding that the allegation was
false, unfounded, or unsubstantiated. Prior to assigning an individual to perform
services, the Contractor will notify the District if any of the above-referenced
incidents apply.
In accordance with 105 ILCS 5/24-5, all individuals performing services under the
Contract also shall submit to a physical examination by a physician licensed in
Illinois or any other state to practice medicine and surgery in all its branches, a
licensed advanced practice registered nurse, or a licensed physician assistant and
shall provide evidence of physical fitness to perform duties assigned and freedom
from communicable disease. Such an examination must be conducted not more
than ninety (90) days prior to commencement of services to the relevant District.
The cost of this examination shall be paid by the Contractor or crossing guard. A
certification from Contractor to the District that everyone providing Services has
