Hutchinson, Kansas, 1988, and any subsequent amendments thereto and provisions of K.S.A. 44-1030 and 1031, as amended,

SPECIFICATIONS
ITEM #1 50 FT LENGTHS OF ECO -10 3-INCH FIRE HOSE
The following specifications are to provide for the purchase of ECO-10 50-foot lengths of U.L. Listed 3-inch
double jacket, Ethylene Propylene Diene Monomer (EPDM) rubber lined municipal fire hose. ECO-10 shall be
coupled with 2 ½ inch 6061-T6 extruded aluminum National Hose (NH) threaded couplings that meet or
exceed the latest edition of NFPA 1963. All materials used in the fabrication of the hose shall be of the best
quality commercially available. The hose and couplings must be manufactured in the United States or bid will
be rejected immediately with no further explanation given or required.
Quantity Fifty (50) ECO-10 Fire Hose 50-foot lengths TAN in COLOR totaling 2500 feet total.

Key Fire Hose Polyester Double Jacket Heavy Wall Rubber-Lined Attack Hose (ECO-10)
Scope: Hose manufactured to this specification shall be of superior quality and workmanship. The hose shall
withstand the rough usage of front-line firefighting. Hose specified, shall meet NFPA 1961 standards. Hose
furnished under these specifications will have a potential service life and warranty of 10 years, barring
mistreatment that would render it unfit for service. Upon delivery the hose shall be free from defects in
workmanship and materials.
Jacket Construction: Double jacket hose manufactured to this specification shall be tightly woven with fila-
ment polyester yarn in the filler, and ring spun polyester yarn in the warp of both the inside and outside jackets.
Inside jackets manufactured from 100% filament polyester would not meet ECO-10 minimum standards. The
hose shall be resistant to most chemicals and petrol products, and resist deterioration due to exposure to UV-
rays and ozone. It shall not be affected by rot or mildew. The inside and outside jackets shall be manufactured
with a minimum pick count of 9.5 picks per inch for increased strength and abrasion resistance. The inside
jacket shall be manufactured using a reverse twill process to reduce friction loss. The inside jacket shall be
manufactured on a circular loom in a clockwise direction and the outside jacket in a counterclockwise direction.
The hose must be of sufficient body and weight to meet the demands of heavy-duty firefighting usage.
Abrasion Impregnation: Hose assemblies shall be available with the special “Key-Lok” polyurethane based
polymer impregnation for added abrasion resistance and ease in identification. Impregnated hose shall meet the
requirements of MIL-H-24606B for abrasion resistance.
Lining Construction: The rubber lining shall be a single-ply extruded tube of synthetic high tensile EPDM
compounded to resist ozone. The finished form shall be free of pits or other imperfections and have a smooth
finish for better flow characteristics. Polyurethane tubes, SBR and/or PVC tubes that sacrifice durability of the
hose life for the sake of weight are not acceptable. The tube thickness shall be a minimum of .020”. The
adhesion between the tube and jacket shall meet a minimum requirement of 12 pounds on a 1 1/2” strip when
tested in accordance to UL-19 standards. Minimum tensile strength requirements for the finished tube
requirement shall be 1800 PSI. A valid USA/ULC Underwriters inspection procedure shall be in force.
Quality Assurance Provisions: The manufacturer shall be committed and shall provide evidence of
compliance to a total Quality Management system designed to meet the current ISO 9001 requirements. Further,
quality assurance procedures must be managed and performed by the manufacturer over the entire hose
manufacturing process from procurement of premium quality raw materials, through twisting and weaving of
yarns, liner and cover extrusion, jacket impregnation, hose assembly, curing/vulcanization, and coupling
attachment process. The manufacturer is defined for this specification as the one creating the hose by using all
of these processes. The direct distributor who supplies the hose under the specification shall procure the hose
directly from the manufacturer. The hose, coupled or un-coupled, shall not come from a third-party source and
be coupled, tested, and re-sold to the direct distributor. The end customer reserves the right to request
documentation and perform an on-sight audit of the processes at the manufacturer to verify compliance with
these provisions.
Hydrostatic Testing: Every piece of coupled hose supplied under this specification shall be subjected to a
Hydrostatic Proof Pressure Test by the manufacturer at the point of completion and prior to shipment per the
requirements of NFPA 1961 (latest edition). A printed Proof Test Certificate of compliance will be supplied
with each piece of hose passing the test that references the manufacturer of the hose, the hose identifier number,
the manufacturer’s part number, the test date/time, the test operator, and the specified test pressure. Elongation,
twist, Earp, Rise, and Coupling Retention will also be evaluated on all hose during the hydrostatic Test and shall
meet the requirements of NFPA 1961 (latest edition).
Identification and Marking: Every piece of coupled hose supplied under this specification will have a unique
barcode identifier number located on the coupling. This identifier number will be used by the manufacturer to
record manufacturing and hydrostatic test data for the piece of hose. Further the hose identification system shall
be used for capturing the hose number for maintaining an electronic hose inventory data base system for the
documentation of hose records as required per the current NFPA 1962 requirements. Each piece of hose passing
the hydrostatic proof test shall be indelibly marked/stenciled with manufacturer’s name, the month and year of
manufacture, the country of origin, and the service test “words” per NFPA 1961 (latest edition). Couplings
maybe laser engraved or stamped.
Couplings: All couplings shall be 6061-T6 extruded aluminum National Hose (NH) threaded couplings and
meet or exceed NFPA 1963 (latest edition).
Markings: Couplings shall be laser engraved or stamped with consecutive numbering on both ends.
Consecutive numbering starting with "19KY3P01" and following consecutively numbering, 19KY3P02,
19KY3P03, 19KY3P04, etc.…

Place of delivery: The hose supplied under the terms of this proposal shall be delivered to the Hutchinson Fire
Department located at 3201 East 4th Street, Hutchinson Kansas without any charge for delivery.
ITEM #2 - 50 FT LENGTHS OF ECO -10 LIGHTWEIGHT 2.5 INCH FIRE HOSE
The following specifications are to provide for the purchase of ECO-10 50-foot lengths of U.L. Listed 2 1/2-

be coupled with 2 1/2" inch 6061-T6 extruded aluminum threaded couplings that meet or exceed the latest edition of NFPA
