In accordance with the provisions of the Municipal Code of the City of Redding, sealed bids
will be received by the City Clerk's 3rd floor office located at City Hall, 777 Cypress Avenue,
Redding, California 96001 prior to 3:00 p.m. PT, Wednesday, June 10, 2026, for furnishing
electric fiberglass crossarms to the City of Redding, per the bid specifications and general
conditions.
BIDS RECEIVED AFTER THIS TIME AND DATE WILL NOT BE ACCEPTED OR
CONSIDERED.
The said bids will be opened at 3:00 p.m. PT, on Wednesday, June 10, 2026, in the
designated City Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress
Avenue, Redding, California.
All bids must be submitted on standard bid forms provided by the City of Redding. The
bidder shall provide the original (unbound) and one (1) copy of the bid proposal. Fax or
electronic submission of bid proposals will not be allowed. The City will award any resulting
contract in a manner consistent with the City purchasing ordinance.
The cut-off date and time for receiving questions regarding this bid is 5:00 p.m. PT,
on Friday, May 29, 2026. All inquiries must be made in writing and may be submitted to the
email address shown below.

of Redding Internet web site, or from another prospective bidder/proposer), it is the
responsibility of the potential bidder/proposer to advise the assigned City of Redding

*Evaluated Quantity represents estimated annual usage and does not constitute a guaranteed purchase commitment.
Unit prices shall prevail in determining evaluated totals.
The prices quoted herein are firm for the first year of the contract period and subject to change per
Section 4.00 of the General Specifications. The City reserves the right to reject any or all bids and to
waive minor irregularities. The City reserves the right to investigate references and information provided
by bidder to substantiate the bid submission.
The Bidder hereby acknowledges that Addenda Nos. ________, _________, _________, to this bid have
been received, if any (Bidder insert Addendum No. of each Addendum received). Bidder understands
failure to acknowledge any addenda issued may cause the bid to be considered non-responsive. Vendor
may contact the Purchasing Division to confirm the number of addenda (if any) that have been sent.
Submission of this bid shall be conclusive evidence that the bidder has read and understands the
specifications. It is understood that any quantities referred to are estimates only, and there is no
commitment on the part of the City to purchase a specific quantity of any item.
The materials to be furnished under this proposal will be delivered at such time and in such quantities as
called for by the City of Redding and the Contract Period shall be from Award of Bid through June 30,
2027. If mutually agreeable, with all terms and conditions remaining the same, and price changes in direct
proportion to the change in PPI (refer to Section 4.00 of the General Specifications), this Contract may be
extended with four (4) annual extensions through June 30, 2031.
It is understood that this bid shall remain open and shall not be withdrawn for a period of sixty (60) days
from the date prescribed for the opening of the bid.

SPECIFICATION FOR FURNISHING
FIBERGLASS CROSSARMS
I. GENERAL SPECIFICATIONS
1.00 PURPOSE
The purpose of these specifications is to establish requirements for fiberglass composite crossarm
assemblies, including tangent crossarms, dead-end crossarms, cutout/arrester equipment arms, and alley
arms, for general use in the City of Redding Electric Utility's overhead distribution system operating at 12
kV nominal. It is the intent of these specifications to obtain products of proven performance, rugged,
reliable, and capable of remaining in service for many years with minimal maintenance.
Only manufacturers with a minimum of five (5) years of demonstrated experience manufacturing
products of the type and size specified will be considered. Manufacturers shall have continuous market
presence in the United States with necessary infrastructure in place, including technical support and
ability to supply replacement components.
All products shall be manufactured with parts and materials commonly available in the United States
where practical. Products built to foreign or international standards will not be allowed unless the
manufacturer positively demonstrates, to the City's satisfaction, that the products also meet all applicable
ANSI, IEEE, ASTM, and California standards in addition to the requirements of these specifications.
2.00 ORDERING AND PAYMENT
Orders will be placed at any time within the contract period utilizing the City's purchase order process.
Each purchase order will specify the warehouse delivery location. Order confirmation shall be provided to
the Electric Utility Warehouse at (530) 224-4329 within two (2) business days of purchase order issuance.
The City of Redding issues payment upon receipt and acceptance of the complete order under each
purchase order; no partial payments will be made unless otherwise agreed in writing. Sales tax shall be
invoiced where applicable.
Should a situation arise requiring immediate delivery, the City reserves the right to purchase from any
available source if the successful bidder is unable to make timely delivery.
3.00 TERM OF CONTRACT
The materials to be furnished under this proposal shall be delivered at such time and in such quantities as
called for by the City of Redding and the initial contract period shall begin upon date of award through
June 30, 2027. If mutually agreeable, with all terms and conditions remaining the same and price changes
in direct proportion to the applicable Producer Price Index (see Section 4.00), this contract may be
extended annually for up to four (4) additional one-year periods through June 30, 2031.
4.00 PRICING
Prices shall be firm for the initial contract period, through June 30, 2027. For each subsequent annual
renewal period, unit prices may be adjusted by mutual written agreement in direct proportion to the
percentage change in BLS Series PCU326199326199 - Producer Price Index, All Other Plastics Product
Manufacturing, The base index for this adjustment shall be the April 2026 Index of 209.932(P).
