BID: Deco District Streetscape Improvements — Phase 2

Sealed bids will be received by the Board of Contract and Supply, City of Binghamton, City Hall, Binghamton, New York, until 10:30am on Thursday, February 20, 2025, after which time and at which place they will be publicly opened and read aloud at the 11:00am Board of Contract and Supply meeting, for the following work:

This project is the second phase of the DECO District Streetscape Improvements Project and continues recently completed streetscape improvements along State Street (Phase 1). The Base Bid of this phase entails similar streetscape improvements along segments of Henry Street, Washington and Lewis Streets, and Water Street. This project includes areas of full depth street reconstruction, upgraded drainage infrastructure, water main replacement and upgrades, milling and top course of pavements, intersection improvements, curb installations and extensions, sidewalk reconstruction, and new lighting. Multiple improvements intended to enhance pedestrian safety and comfort include traffic calming curb extensions, new ADA compliant pedestrian ramps, pedestrian signals and crosswalk treatments, accent lighting elements, street trees and furnishings, pedestrian scale signage, raised mid-block crossings, and landscape improvements. The landscape improvements include new curbside plantings, street trees with structural soils and / or tree grates, and green infrastructure measures to assist in stormwater management along the street corridors.

Bid Additive #1 includes full depth pavement removal and installation of approximately 175 linear feet of concrete sidewalk within a connecting pedestrian alleyway between Washington Street (Phase 2) and State Street (Phase 1). Bid Additive #2 entails pavement removals, new sidewalk and railing along the east side of State Street, pavement striping, and landscape installations at the NW corner of State and Lewis Street.

All project specifications shall conform to the most recent NYSDOT Standard Specifications, and City of Binghamton specifications where required, and as directed by Owner's Representative. The contract for Phase 2 of the DECO District Streetscape Improvements will be awarded based on the lowest qualifying Base Bid, as described in Section 13.d of the Contract, Instruction to Bidders.

Sets of Bidding Documents may be viewed and ordered online by registering with the Issuing Office at https://bl.biddyhq.com/ . Following registration, complete sets of Bidding Documents may be downloaded from the Issuing Office's website as "zipped" portable document format (PDF) files for a nonrefundable fee of $100. The date that the Bidding Documents are downloaded will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

No proposal will be considered unless it is accompanied by a notarized bid guaranty which shall not be less than ten percent (10%) of the amount bid for the total work contemplated to be done. At the option of the bidder, the guaranty may be a certified check, bank draft, negotiable US Government bonds (at par value), or a bid bond approved by the Corporation Counsel. Certified check or bank draft must be payable to the order of the City of Binghamton. Cash deposits will not be accepted. The bid guaranty shall insure the execution of the agreement and the furnishing of the surety bond or bonds by the successful bidder, all as required by the contract documents.

The City reserves the right to reject any and all bids and to award the contract in the best interests of the City of Binghamton, New York.
