Bid Advertisement

The LEAP Academy University Charter School Board of Trustees hereby advertises for competitive bids in accordance with

N.J.S.A. 18A:18A-21(a) (b) for

BID NO. 26-3 532 COOPER HVAC UPGRADES UNITVENTILATORS

A non-mandatory Pre-Bid Conference for the purpose of considering questions posed by all Bidders will be held on Tuesday,

April 14, 2026, at 10:00 a.m. at LEAP Academy University Charter School, 532 Cooper St. Camden NJ 08102. It is

STRONGLY ENCOURAGED that Bidders attend the Pre-Bid Conference for purposes of clarifying specific information

concerning the Project work, hearing other Bidders’ questions regarding various aspects of the Project and the answers

thereto, and learning the manner of proper completion and submission of the Bid Documents to ensure a responsive Bid.

All bidders must use and complete all bid forms and must comply with every requirement contained in the instructions and

specifications. Bids are to be marked in a sealed envelope and delivered to LEAP Academy University Charter School, Attention:

Mr. Yusien Durakow, Business Administrator with the name of the project, "BID #26-3 – 532 COOPER HVAC UPGRADES

UNITVENTILATORS " plainly marked on the front of the envelope. Specifications are available upon request at the Business

Office of the LEAP Academy University Charter School, located at 130 N Broad, Camden, NJ 08102, or by emailing

BA@leap.rutgers.edu. (No phone calls please.)

All bidders and their subcontractors shall be registered with the New Jersey Department of Labor, pursuant to the Public Works

Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. While it is encouraged that the Bidder include, whenever possible, with

its bid its own Certificate and that of all subcontractors, same shall be provided to the LEAP Academy University Charter School

prior to the contract award.

Bidders are required to comply with the requirements of N.J.S.A. 10:2-1 et seq., "The Law Against Discrimination" and Affirmative

Action, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq.

Pursuant to N.J.S.A. 18A:18A-26, in order to be eligible to submit a Bid for a Project, the Bidder and/or its subcontractor(s)

shall be classified by NJDPMC and NJSDA in at least one of the following disciplines as listed below:

GENERAL CONSTRUCTION; and/or

HVACR; and

No bidder who is on the State Treasurer's or the Federal Government's List of Debarred, Suspended or Disqualified Bidders

shall be eligible to bid on this project. This project is being funded partially by the NJ Cool and/or PSE&G Prescriptive

Programs and bidders should maintain compliance with the program requirements.

Bids must be submitted to the LEAP Academy University Charter School, 130 N Broadway Camden NJ 08102, no later than

3:00 p.m. on Wednesday, April 29, 2026. All bids will be opened and read to the public at that time by the School Business

Administrator at the Board offices. No bid may be withdrawn for a period of sixty (60) days from the opening of the bids.

The LEAP Academy University Charter School reserves the right to reject any or all bids pursuant to N.J.S.A. 18A:18A-22, those

deemed to be non-responsive, and those bids submitted by bidders deemed not to be responsible under the Public-School

Contracts Law. The LEAP Academy University Charter School may also waive any informality in the bidding process in

accordance with the law if it is in the best interest of the Board of Education. The contract, if awarded, shall be awarded to the

lowest responsible bidder whose bid is responsive in all material respects to the bid requirements. No bid shall be deemed

accepted until the adoption of a formal resolution by the LEAP Academy University Charter School.

A bidder on a public works project for a Board of Education where the cost of the work exceeds $20,000.00 must first have

been qualified by the Department of the Treasury, Division of Property Management and Construction, pursuant to N.J.S.A.

18A:18A-27 through 33, and shall submit with his bid a Prequalification Affidavit—No Material Adverse Change, a copy of a

valid and active NOTICE OF CLASSIFICATION, a certified copy of a Total Amount of Uncompleted Contracts Form and

such Affidavit that subsequent to the latest such statement submitted there has been no material adverse change in his

qualification information except as set forth in said Affidavit.

The Standard Bid Document package will also include other documents that must be completed and returned with the bid.

Failure to comply with Instructions to Bidders and to complete and submit all required forms may be cause for disqualification

and rejection of the bid.

All contractors named in this proposal shall possess a valid and current New Jersey Department of Labor and Workforce

Development Public Works Contractor’s Registration Certificate pursuant to N.J.S.A. 34:11-56.48 et seq., at the time the

proposal is received by the Board.

The Board reserves the right to reject any non-responsive bids or all bids, pursuant to N.J.S.A. 18A:18A-22, and to waive

minor informalities or non-material exceptions, that may be in the best interest of the board.
