The St. Tammany Parish School Board will receive sealed bids until 2:00 p.m. Tuesday, July 7,
2026,onChromebookRepairPartsandMiscellaneousSuppliesforInformationTechnology2026
inaccordancewiththe following instructions,attachedspecificationsandbid form.
1. Bids shall be submitted on the attached bid form. Bids shall be sealed in an envelope
clearlymarked on the outside "BID # 1896CHROMEBOOK REPAIR PARTS & MISC
SUPPLIESFORI.T.- 2026." Bidsmaynotbewithdrawnforatleastthirty (30)daysafter
the scheduledclosing time forreceipt ofbids.
2. AllbidsshallbereceivedbytheSt.TammanyParishSchoolBoardOffice(STPSB)located
at 321 N. Theard Street, Covington, LA 70433 by one of the methods below. Any bids
arrivingafterthis dateandtimeornotintheproper locationorformatwillbedeemednon
responsiveand not considered.
3. Bids may be sent via registered or certified mail, UPS or FedEx with a return receipt
requested,hand delivered or submittedelectronicallyviawww.centralbidding.com.
4. Bidders that submit electronically via www.centralbidding.com must furnish the original
fully executed ATTACHMENT E (Affidavit for compliance with Section 889(a) of the
Fiscal Year 2019 National Defense Authorization Act) upon award. Failure to comply
will cause your bid to be non-responsive.
5. All submitted bids must include completed and fully executed ATTACHMENT B
(Certification Regarding Debarment/Suspension), ATTACHMENT C (Certificate
RegardingLobbying), ATTACHMENTD (Non-CollusionStatement),ATTACHMENTE
(Affidavit for compliance with Section 889(a) of the Fiscal Year 2019 National Defense
Authorization Act), and ATTACHMENT F (Firearm Anti-Discriminatory Act 581 (SB
234). Failure to comply will cause your bid to be non-responsive.
6. Youmay findrelated bid materials includingdetailed specificationsnecessaryto complete
yourbid atwww.centralbidding.com and/orwww.stpsb.org/bids.
7. All bids shall be accompanied by a bid security in the form of a valid fully executed bid
bond,certifiedcheck,cashier's checkormoneyorderintheamountofonethousanddollars
($1,000.00).Bids will not be consideredunlessthe correctbid security is attached.
8. Ifsubmitting a bid electronically, then bid security must be in the form ofan original,
valid, fully executed bid bond and beincluded inyour bid submittal. TheSTPSBmust
be ableto verify the validity ofthe bond within 72hours. Ifthe bonding companycannot
validate within this timeframe, the bid may be awarded to next lowest responsive bidder.
Cashiers' check, certified check ormoney orderwillnot be accepted foran electronicbid.
Failure to comply will cause your bid to be non-responsive.
9. A performance bond inthe amount of onethousand dollars ($1,000.00) will be required from the
successfulbidder.
10. Prices on this bid must be valid upon Bid award through, at a minimum, June 30,
2027. Bids may be extended for up to three (3) additional one-year terms if both parties
agree to do so.
11. It is the intent of the specifications to invite bids on high quality merchandise. Mentioning
abrand, manufacturer, and number isdone only to establish the standard of quality desired.
Itis not the intent to eliminate brands of equal quality but instead to set forth and convey
to prospective bidders the general style, type, character, and quality of the product desired.
12. If bidding equipment, supplies, or products other than as specified, complete
manufacturer's detailed specifications must be part of your bid including model numbers,
catalog cuts, and descriptive literature. Any deviation from the specifications shall be stated
as part of bid. Failure to comply may cause your bid to be rejected.
13. Bidders may bid on the entire list of supplies or any individual item or any combination of
items other than those specified on the bid form. All bids shall include the brand name and
stock/model/item number of the item being bid.
14. All equipment, supplies or products provided to STPSB shall be "brand new;" in virgin
condition, unused, unopened, undamaged, in its original manufacturers packaging aswould
be found in a retail store. Under no circumstance maya product provided to the STPSB be
refurbished, reconditioned, "like new" or previously used in any way. If the STPSB
determines a product to be anything other than "brand new," vendor will be deemed in
breach of bid terms and bid award may be revoked and awarded to the next lowest bidder.
15. Delivery is to be Freight on Board (FOB) destination. The STPSB will not be
responsible for items lost or damaged in transit or additional shipping and/or freight
charges.
16. Successful bidder(s) will be required to mark all shipments/deliveries with the purchase
order number clearly visible on the exterior of each container. A packing slip must be
furnished with each shipment listing the purchase order number, stock/item number and
description of each item and the quantity ordered.
17. Sales tax IS NOT to be included in your bid price. St. Tammany Parish School Board is
exempt from sales tax as provided by LA R.S. 47:301 (8). Sales tax exemption only applies
to purchases between St. Tammany Parish School Board and the contractor/vendor. Sales
tax exemption does not apply to purchases made directly by the contractor/vendor to other
companies on behalf of the school board. Those purchases are not sales tax exempt.
18. Items will be ordered via purchase order on an "as needed" basis. Items bid with a
minimum order of quantities will not be considered.
19. Federal funds may be used to make purchases from this bid. As such, ATTACHMENT A
"Contract Provisions for Procurement Contracts" will be applicable and shall be considered
part of the bid documents.
20. Successful bidder must consent to and yield to the exclusive venue and jurisdiction of the
22nd JudicialDistrict Courtforthe Parishof St.Tammany, andwaive anyandallclaimsof
entitlement to removal of any case from this jurisdiction, including any removal to any
FederalCourt, in connection with anyproposal orbid.
21. The SchoolBoard reserves the right to selecta higherpriced item where, in thejudgment
ofthe School Board, such item is of superiorquality or design or would be more suitable
forthepurpose intended.
22. TheSchoolBoard furtherreservestherighttoadjust quantitiesby increasingordecreasing
andto reject any and all bidswhen inthe best interestofthe SchoolBoard.
23. Successfulbidder(s) must maintaindesignatedaccountrepresentative toassistwithorders,
billing, shipping, incorrectpricing, operations,etc.Ifrepresentative vacatestheirposition,
successfulbidder(s) must assign a new representative and notify the STPSB in writing at
purchasing@stpsb.org within fifteen (15)daysofchange.
24. Invoice(s)mustbethoseofthesuccessfulbidderandmustshowthepurchaseordernumber,
complete unit description, quantity ordered, quantity delivered, quantity billed for, unit
price and total amount along with any discontinued and/orunavailable items. Itemsbeing
invoiced must match the purchase order. (i.e. unit/item description, quantity delivered,
quantityordered, unitprice)
25. Creditsmust be applied to original invoiceandpurchase order must bereferenced.

St.Tammany Parish Public School Board Contract Addendum
Louisianarecently enacted new requirements that govern the collection, disclosure and useof
personally identifiable information of students. Thenew lawsinclude increasedcontract requirements
between schoolsor districts andanyone entrusted with suchpersonally identifiable information. The
items listed below arespecific requirements necessaryfor anycontract that governs the releaseof
student information.
Sensitiveinformation must beprotected at alevelthat canensurethat only thosewho areauthorized to
view the information are allowed access(securepasswords,encryption, etc.) Thevendor's network
must maintain ahigh level of electronic protection to ensure the integrity of sensitive information and
to prevent unauthorized accessinthese systems. Regularreview of the protection methods usedand
systemauditing arealsocritical to maintain protection of these systems. Vendor agreesto protect and
maintain the security of data with protection security measuresthat include maintaining secure
environments that are patched andupto date with allappropriate security updates asdesignated bya
relevant authority.
Inorder to ensure that only appropriate individuals andentities haveaccessto personally identifiable
student data, organizations must implement variousforms of authentication to establish the identity of
the requester ofthe information with alevelof certainty that iscommensurate with the sensitivity of
the data. Eachorganization must individually determine the appropriate levelof assurancethat would
provide, in itsspecific environment, reasonable meansof protecting the privacy of student data it
maintains. Noindividual or entity should beallowed unauthenticated accessto confidential personally
identifiable student records or data at anytime.
Theindividual, vendor or entity shallimplement appropriate measuresdesigned to ensurethe
confidentiality andsecurity of personally identifiable information, protect againstany anticipated access
or disclosure of information, and prevent anyother action that could result insubstantial harm to St.
Tammany ParishPublicSchoolBoardor any individual identified with the data or information in
vendor's custody.
Vendor agreesthat anyandallSt.Tammany ParishPublicSchoolBoard personally identifiable student
data will bestored, processed,and maintained solelyon designated servers andthat noSt.Tammany
ParishPublicSchoolBoarddata at anytime will beprocessedonor transferred to any portable or laptop
computing device or any portable storage medium, unlessthat storage medium isin useaspart ofthe
vendor's designated backupandrecovery processes. Allservers,storage, backups,andnetwork paths
utilized inthe delivery of the serviceshallbecontained within the states, districts, andterritories ofthe
United Statesunlessspecifically agreedto inwriting byaSt.Tammany ParishPublicSchoolBoard
employee with signature authority.
Vendor agreesthat anyandalldata exchangedshallbeusedexpresslyand solelyfor the purposes
enumerated inthe Original Agreement or Contract. Datashallnot bedistributed, repurposed or shared
acrossother applications, environments, or businessunits of vendor. Asrequired by FederalandState
law,vendor further agreesthat nodata of anykind shallberevealed, transmitted, exchangedor
otherwise passedto other vendors or interested parties.

Vendor agreesthat, asrequired byapplicable state andfederal law,auditors from state, federal, St.
Tammany ParishPublicSchoolBoard, or other agenciessodesignated bythe SchoolSystem,shallhave
the option to audit the outsourced service. Recordspertaining to the serviceshallbemadeavailableto
auditors andSt.Tammany ParishPublicSchoolBoardduring normal working hours for this purpose.
Vendor agreesto comply with the LouisianaDatabaseBreachNotification Law(Act499) andall
applicable lawsthat require the notification of individuals inthe event of unauthorized releaseof
personally identifiable information or other event requiring notification. Inthe event of abreachof any
of the vendor's security obligations or other event requiring notification under applicable law,vendor
agreesto notify St.Tammany ParishPublicSchoolBoardimmediately andassumeresponsibility for
informing allsuchindividuals inaccordancewith applicable law andto indemnify, hold harmlessand
defend St.Tammany ParishPublicSchoolBoardanditsemployees from andagainstanyclaims,
damages,or other harm related to Notification Event.
Thevendor agreesthat upon termination of this Agreement it shallreturn alldata to St.Tammany
ParishPublicSchoolBoardin auseableelectronic form, anderase,destroy, andrender unreadable allSt.
Tammany ParishPublicSchoolBoarddata initsentirety inamanner that prevents its physical
reconstruction through the useof commonly available file restoration utilities, andcertify inwriting that
these actions havebeen completed within 30daysofthe termination of this Agreement or within 7days
ofthe request of anagent of st. Tammany ParishPublicSchoolBoard,whichever shallcomefirst.
Vendor and St.Tammany ParishPublicSchoolBoardacknowledge that unauthorized disclosure or useof
the protected information may irreparably damageSt.Tammany ParishPublicSchoolBoardinsucha
waythat adequate compensation could not beobtained from damagesin anaction at law. Accordingly,
the actual orthreatened unauthorized disclosure or useof anyprotected information shallgiveSt.
Tammany ParishPublicSchoolBoardthe right to seekinjunctive relief restraining suchunauthorized
disclosure or use,inaddition to anyother remedy otherwise available (including reasonable attorney
fees). Vendor hereby waives the posting of abond with respectto any action for injunctive relief.
Vendor further grants St.Tammany ParishPublicSchoolBoardthe right, but not the obligation, to
enforce these provisions invendor's name againstanyof vendor's employees, officers, board members,
owners, representatives, agents,contractors, andsubcontractors violating the above provisions.
Vendor must haveestablished and implemented acleardata breachresponse plan outlining
organizational policies andprocedures for addressingapotential breach,which isanessential stepin
protecting the privacy of student data. Prompt responseisessential for minimizing the riskof any
further data lossand;therefore, playsanimportant role in mitigating anynegative consequencesof the
breach,including potential harm to affected individuals. Adata breach isanyinstance inwhich there is
anunauthorized releaseor accessof personally identifiable information or other information not
suitable for public release. Thisdefinition appliesregardlessof whether anorganization stores and
managesthe data directly or through acontractor, suchasacloud service provider.

Avendor'saudit strategy will require thefollowing actionsto protect andretain audit logs. Thestoring
of auditlogsandrecordson aserverseparatefrom the systemthat generatesthe audittrail. Accessto
auditlogsmustberestricted to prevent tampering oralteringofaudit data. Retention of audittrails
mustbebasedonascheduledetermined collaboratively with operational, technical, riskmanagement,
andlegalstaff;
VendorIspermitted to discloseConfidential Information to itsemployees,authorized subcontractors,
agents,consultantsandauditors onaneedto know basisonly,provided that allsuchsubcontractors;
agents,consultantsandauditors havewritten confidentiality obligations to vendor andSt.Tammany
