LEGAL NOTICE
Bids for LOR-83-11.19 (CHESTNUT RIDGE ROAD AND AVON BELDEN ROAD (SR-83) ROUNDABOUT)
project will be received through the Bid Express website at https://www.bidexpress.com/ until 11:00 a.m.
(local time) on June 18, 2026. The City of North Ridgeville will open and publicly read the total bid amount
for bids via video-teleconference.
The work will consist of all labor and equipment required for the installation of a modern roundabout at
the intersection of Avon Belden Road (SR-83) and Chestnut Ridge Road. The project shall include but not
be limited to full depth pavement, waterline replacement, lighting, storm sewer and signing and
pavement markings. The engineer’s estimate for the project is $2,025,000.00.
The City will only receive bids through the Bid Express website at https://www.bidexpress.com. All bid
forms, contract documents and plans are available through the Bid Express website. A fee of $50.00 will
be incurred to bid electronically on a pay-per-solicitation basis; alternatively, bidders may subscribe for
$60.00 per month to have access to all solicitations and email notifications.
Bids must be accompanied by bid security in the form of either a Bid Guaranty and Contract Bond for the
full amount of the bid, or a certified check, cashier’s check or letter of credit pursuant to Chapter 1305 of
the ORC, in the amount of 10% of the bid, made payable to the City of North Ridgeville. The City of North
Ridgeville and The Ohio Department of Transportation (ODOT) shall be named as co-obligees on the
Bid Guaranty and Contract Bond.
Only ODOT pre-qualified contractors are eligible to submit bids for this project. Bidders shall review the
pre-qualifications list in the Instructions to Bidders for the required Work Types.
This project has a Small Business Enterprise (SBE) Goal of 8%.
All questions during bidding shall be submitted through Bid Express.
Contractor compliance with the Equal Employment Opportunity requirements of Ohio Administrative
Code, Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9, shall be
required.
Bidders shall use only the classifications and wage rates set forth by the Davis-Bacon Act Wage
Determination from the United States Department of Labor (USDOL).
