INVITATION TO BID
Sealed Bids for Bid No. 08-17-18-01, "Balmforth Avenue Sidewalks, Intersection And Related Improvements", Danbury, CT, Project No. 17-10 will be received at Danbury City Hall, Purchasing Agent's office, 155 Deer Hill Ave., Danbury, CT 06810 until 10:00 A.M., Tuesday, April 6, 2021. Prior to the public opening of the bids, any bid submitted may be withdrawn by the bidder if said bidder discovers mathematical or clerical errors in his bid. Any such bid withdrawal may be made without penalty or prejudice. After the bids are opened, all offers will be considered firm for a period of ninety days and no bid may be withdrawn for any reason during that period except for such cause as the City of Danbury in its sole discretion deems sufficient.
The project includes substantial work on Balmforth Avenue and its Osborne Street Intersection and all quantities are approximate. The project comprises generally all the labor, equipment, materials and all work necessary to sawcut, demolish and remove existing concrete sidewalks, and driveway aprons; and associated sawcut and remove existing road pavement; install new concrete sidewalk and some curb, concrete driveway aprons with haunch; concrete sidewalk (width varies); concrete curb, handicapped ramps, ADA tiles, turf establishment; remove tree stumps and fill hole; pavement for street and driveways, remove and reinstall traffic signs, to install new traffic signs, to provide testing of concrete; provide compaction testing of subbase; provide sedimentation and dust controls; to provide Maintenance and Protection of Traffic and construction signage; to provide temporary pedestrian ramps and sidewalks; provide pavement markings, traffic improvements and video detection and all other miscellaneous work related to the project, in order to provide a completed project acceptable to the City and in conformance with the plans and specifications. All work required to complete the project is to be included in the unit price bids included in the Proposal. The Contractor is required to construct the improvements in the order and in conformance with the specifications.
Attention of bidders is directed to certain requirements of this contract which require payment of State and Federal (Davis-Bacon) wages, and compliance with certain local, state and federal requirements. This is a Federally funded project.
Any contractor and/or subcontractor that works on a HUD funded project, must have a Dun & Bradstreet provided (DUNS) number and a Commercial And Government Entity (CAGE) code. If they do not, they must apply for these numbers ( free of charge) on the www.sam.gov website. THIS IS A HUD REQUIREMENT.
All bids will be considered valid for a period of 90 days.
A Bid Bond in an amount not less than five percent (5%) of the amount of the bid shall accompany each bid.
A non-mandatory Pre-Bid Conference will be held on Wednesday, March 24, 2021 at 2:00 PM at the job site for Contractors intending to bid the project (park at former Dunkin Donuts building on 101 White Street – use the parking lot on the Balmforth Avenue side of the building).
The last day that questions will be received and responded to shall be noon, Tuesday, March 30, 2021. The City of Danbury shall require a Bond or certified check from the Successful Bidder as the Performance, Labor and Materials Bond. The Surety Company or Companies must be listed on the most recent IRS Circular 570.
Beginning Wednesday, March 17, 2021, plans and specifications (Contract Documents) may be obtained at the Purchasing Agent's office, City Hall, 155 Deer Hill Avenue, Danbury, Connecticut 06810. Bidders may obtain complete sets of plans and specifications for a nonrefundable payment of thirty-five dollars ($35.00) per set. Existing plan holders for this project may obtain the plans & specifications at no additional cost.
