prior to bid opening.

INSTRUCTIONS TO BIDDERS
Bidders electing to submit a physical bid (paper), must use the form included in the bid package
as outlined in these instructions. Each blank space should be filled in, showing either the bid
amount or no bid. Bidders are required to state the bid amount in words and figures. In the case
of a conflict between the written and numerical bid amounts, the bid amount written in words shall
govern.
Bidders may elect to submit bids electronically via the internet. Electronic bids for the Caddo-
Bossier Parishes Port Commission are available for submission at www.bidexpress.com.
Bidders that wish to submit electronic bids online may be charged a fee by Bid Express. In
addition, bidders shall be required to obtain a digital signature certificate prior to submitting bids
online.
Bidders electing to submit bids electronically shall follow the procedures established by Bid
Express.
The proper and timely submission of an electronic bid is the responsibility of the bidder. Bidders
are encouraged to complete the electronic bid documents well in advance of the bid closing.
Late bids due to the malfunction of the internet infrastructure, certificate service providers,
electronic bid bond providers, or other interruptions will not be accepted.
Bidders submitting bids electronically need not submit paper forms.
It is the responsibility of the bidder to ensure receipt and acknowledgement of all addenda prior
to the bid submission.
Paper bids must be submitted and signed in ink by the authorized member of the bidding entity.
Bid envelopes shall be plainly marked in accordance with the Bid Invitation. Paper bids must be
either mailed or delivered to the Executive Port Director, Caddo-Bossier Parishes Port
Commission within the time limit set forth in the Bid Invitation. Bids received after this time will
be returned to the bidder unopened.
Bids may be rejected if they stipulate additions, conditional or alternative bids, incomplete bids or
other matters in conflict with the bid specifications. The Caddo-Bossier Parishes Port Commission
reserves the right to reject any and all bids in accordance with Louisiana law.
The individual unit prices for the material and equipment shall include the amount of all applicable
taxes and indemnify and save the Caddo-Bossier Parishes Port Commission, its employees and
representatives harmless against any and all claims of liability resulting from the failure of any
bidder to include applicable taxes in the submitted bid. The Caddo-Bossier Parishes Port
Commission is exempt from all local and state taxes in the state of Louisiana. Bid amounts must
include all shipping and handling charges.
Discounts will not be considered and should be included as part of the individual bid amount.
The bid will be awarded to the lowest responsive and responsible bidder in accordance with the
terms and conditions of the Louisiana Public Bid Law.

2026 WHEEL LOADER PURCHASE BY CADDO-BOSSIER PARISHES PORT
COMMISSION
SCOPE
A. The Caddo-Bossier Parishes Port Commission is requesting bids from equipment suppliers for
a 2026 Volvo L350H Wheel Loader in accordance with the attached specifications.
REQUIREMENTS
A. The bid amount must include all costs for notary fees, shipping/handling/destination/delivery
charges, and related applicable costs and expenses.
B. Delivery location is 10905 Doug Attaway Blvd., Shreveport, LA 71115
The Caddo-Bossier Parishes Port Commission will issue an award letter with project number
placed by an authorized representative of the Caddo-Bossier Parishes Port Commission.
D. The successful bidder must make arrangements with Mr. Eric England, Executive Port
Director, at (318) 524-2272 for delivery of the vehicle for the Caddo-Bossier Parishes Port
Commission, 6000 Doug Attaway Blvd., Shreveport, LA 71115.
E. All invoices and delivery tickets must refer to the project number in the letter which will have
the name of the project order, vehicle description, serial number, and bid amount. A certificate of
origin and an odometer statement must be included.
SPECIFICATIONS
A. The specifications for the 2026 Volvo L350H Wheel Loader are delineated below.
The use of brand names and/or stock numbers of manufacturers for specified bid items shall be
considered for the purpose of describing and establishing a quality standard. The use of these
specifications is in no way intended to limit the merchandise of a specific manufacturer's
product. Where a particular manufacturer's product is specified, the specification shall be
understood and read to contain the phrase "or approved equivalent."
B. Where the item(s) being offered are from a different manufacturer other than specified,
bidders shall be required to cross-reference the specified item and list the manufacturer's name
and part number on the Bid Form. If no other brand and part number is listed, it is assumed the
brand and part number listed are being bid.
AWARD
A. The successful bidder will be notified of the award within thirty (30) days after the opening of
bids.

BIDDER INFORMATION:
The vehicle offered under this specification shall be equipped with all equipment advertised and
meet or exceed the following detailed requirements. All values specified below shall constitute
minimum requirements. All options and accessories shall be factory installed.
SPECIFICATIONS
The Caddo-Bossier Parishes Port Commission is accepting bids for a new 2026 Volvo L350H
Wheel Loader in accordance with the following specifications.
2026 VOLVO L330H WHEEL LOADER OR EQUIVALENT
SPECIFICATIONS
A) GENERAL1. Unit bid shall consist of a diesel driven, articulated, four-wheel-drive, solid
rubber tire loader.
2. Standard boom, pin on, bucket must be a minimum of 14 CY
3. Standard boom, pin on, full turn tip must be at least 70,000 lbs
B) PERFORMANCE
1. Unit shall have, with other specified items, without including optional counterweights and no
tire ballast, the minimum operating weight of 110,570 lbs (51,060 kg) for a standard boom, pin
on machine.
2. Dump clearance at full height shall be able to load standard half round dump trailers.
3. Reach at full height as defined by SAE J732 shall be 7' 6" (2,280 mm) for a standard boom,
pin on machine.
4. Breakout force as defined by SAE J732 shall be a minimum of 75,000lbf
5. Unit shall be equipped with automatic bucket positioner with adjustable position indicator,
automatic and adjustable boom kick-out.
6. Bucket cutting edge width shall exceed tire width.
7. Unit shall be equipped with Hydraulic Quick Connect Coupler for interchanging attachments
that match all existing Port attachments (Port staff can show all attachments currently utilized on
our large loader to all prospective bidders - appts shall be made by contacting Tyler Comeaux at
tylerc@portcb.com)
8. Unit shall be equipped with straight edge (without teeth) Rehandling Bucket 14 cu yds.
C) ENGINE
1. Unit shall meet all US EPA Tier 4F/Stage V emissions requirements for diesel engines.

Engines certified to a Family Emission Limit (FEL) are not acceptable.
2. Unit shall be equipped with a minimum six (6) cylinder, four (4) stroke, inline, turbocharged,
high torque, low emission, electronically controlled engine developing not less than 500 net
flywheel horsepower as defined by SAE J1349.
3. Engine must have an external exhaust gas recirculation system. A DPF filter must be used to
guarantee the low particulate count. The engine must also use a mix of active and passive
regeneration together with an SCR system to minimize emissions. (Regeneration must be
automatic)
4. Engine must be of heavy-duty type with wet replaceable cylinder liners and replaceable valve
guides and seats.
5. Engine must be three (3) point mounted on rubber to reduce vibration.
6. Engine must be equipped with an air-to-air intercooler.
7. Main cooling fan shall be hydraulically driven and thermostatically controlled to conserve fuel
and to reduce exterior noise levels.
8. An electronically controlled, reversing cooling fan shall be provided as standard.
9. Machine must be equipped with a three-stage air cleaner with service indicator lamp on
instrument panel.
10. Engine will be equipped with an indicator glass for coolant level.
11. Engine must be equipped with a double fuel filter system with water separator and easy
drainage access and mounted on a common console for easy serviceability.
12. The engine compartment service doors must be large, easy-to-open and equipped with gas
springs. The rear radiator casing shall be hinged to allow easy and efficient cleaning and
servicing of coolers.
13. The engine must have 1,000-hour engine service intervals. (Fuel and Oil Filters)
D) ELECTRICAL SYSTEM
1. Unit shall be equipped with a computer-controlled monitoring and diagnostics system.
2. Operational data must be recorded and downloadable for service and diagnostics work. In
addition, bidder shall provide computer and wiring hookups including all necessary programs to
read and diagnose operation data from the machine.
3. Unit shall alert the operator when scheduled service work is to be performed.
4. Unit must have warning and indicator lights for the following functions: charging, oil pressure
engine and transmission, brake system pressure, parking brake, hydraulic oil level, primary

steering, secondary steering, high beams, turn signals, working lights, rotating beacon,
preheating coil, differential lock, coolant and transmission oil temperature, low fuel and coolant
level, hydraulic oil level, washer fluid level.
5. Unit shall be equipped with an alternator capable of 24V/80Amp.
6. Unit must be equipped with exterior lighting which will include two (2) front LED driving
lights with high and low beam. Parking lights, two (2) rear combinations of stop and taillights
turn signals with hazard warning flashers, and two (2) front and two (2) rear working lights shall
also be included, all LED.
7. Wiring must be enclosed in a sealed, non-cloth protective casing and will in all possible cases
be routed on the opposite side of the frame from the machine's hydraulic hoses.
E) DRIVETRAIN
1. Unit must be equipped with a fully automatic, computer controlled, Countershaft type
transmission with single lever control for directional and gear changes.
2. Unit shall be equipped with a three (3) element, one (1) stage, one (1) phase torque converter
with lock-up function and free wheel stator. Lock-up shall engage automatically in 3rd & 4th
gear with the capability to lock-up in 2nd gear.
3. Transmission must have a minimum of four (4) forward and four (4) reverse gears and
produce a maximum speed of not less than 22.2/23.4 mph (35.7/38.2 km/h) forward/ reverse. It
shall also have Reverse by Brake for quick and comfortable direction changes.
4. Transmission shall have an automatic kick down to first gear which automatically returns to
second gear when rim pull requirements diminish or direction is changed.
5. Transmission shall have an automatic rim pull adjustment in first gear to optimize rim pull and
decrease tire wear and spin.
6. Transmission must have a mode selector enabling selection of gear shifting points
to match specific applications.
7. Unit must have outboard mounted planetary final drives with fully floating axle shafts.
8. The rear axle must be able to oscillate +/- 12 degrees of the center of pivot.
9. Unit shall be equipped with a maintenance-free rear axle trunnion.
F) TIRES
1. Unit shall be equipped with 35/65 R33 Solid Lug tires. Wheels on machine shall be solid
rubber and included in the bid price.
2. Front and rear fenders will be provided, and rear fenders should be swing-out for service

G) STEERING
1. Unit shall be equipped with load-sensing, hydrostatic, priority feed, piston pump driven
steering system, capable of +/- 37 degrees articulation from the center of pivot.
2. Steering cylinders must be double acting, and center hinge must be located so that the rear
wheels track the front wheels. The clearance circle to the outside of the bucket corner will not
exceed 30' 1" (9186 mm) turning radius.
3. Lower frame joint bearing will consist of a double-tapered roller bearing with a minimum
service interval of 2000 hours; Upper-frame joint bearing will be a spherical self-aligning
bearing with a minimum service interval of 250 hours.
4. Unit shall be equipped with lever steering (CDC) as standard.
5. Unit must be equipped with steer dampening hydraulic accumulators.
6. Unit must be equipped with secondary steering system, according to ISO 5010:2019 _
H) BRAKES
1. Unit must be equipped with hydraulically operated, oil circulation cooled; outboard mounted
wet disk brakes, meeting requirements and standards according to SAE J1473.
2. Unit shall be equipped with dual service brake pedals and brake wear indicators on each brake.
Dynamic brake system deceleration checks with results indicated on the display unit.
3. Service brake system must have two separate circuits, for the front and rear axle that are able
to operate independently in case of a malfunction.
4. A separate, accumulator-driven, rechargeable, secondary brake function must be available to
enable braking when the engine is not running.
5. Unit must be equipped with a spring actuated, hydraulically released dry parking brake
system.
6. Unit must be equipped with external axle oil cooling and filtration for front & rear axles.
I) HYDRAULICS
1. Unit must be equipped with a hydraulic system with three load sensing axial piston pumps
with variable displacement (working hydraulics & fan) and a pilot operated main valve.
2. Hydraulic systems shall have a common tank for steering, working and brake hydraulic oil,
located so it provides gravity oil feed to the pump.
3. Hydraulic tanks shall have a minimum capacity of 96.4 gallons (365 liters).

4. All return oil from the main, steering, and brake hydraulics must be filtered through a 10-
micron full flow filter (absolute rating) before returning to tank.
5. System reservoir must include a sight gauge for fluid level check.
6. Unit shall be equipped, as standard, electro-hydraulic lever controls which allows for in-cab
adjustment of boom and bucket detents.
7. Lift circuit will be capable of four functions; raise, hold, lower and float; as well as an in-cab
adjustable, automatic boom kick-out and return-to-dig functions with lever detent.
8. Tilt circuit will be capable of three functions; rollback, hold and dump; as well as an
automatic, in-cab adjustable, bucket leveling with lever detent.
9. Hydraulic cycle time according to SAE J818 shall be no more than: raise = 7.1s, dump = 1.9s,
lower = 4.3s, total = 13.3s.
J) OPERATOR'S ENVIRONMENT
Unit must be equipped with a fully enclosed cab meeting ROPS and FOPS standards per ISO
3471, ISO 3449, ISO 6055 and SAE J386.
2. Cab must be equipped with an air circulation system capable of heating, defrosting and
pressurizing the cab with a minimum 4-speed fan and an output level of 44,400 Btu/h (13 kW).
The defroster must be effective on all windows.
3. Unit shall be equipped, as standard, an automatic climate control system.
4. Interior sound level shall not exceed 72 dB (A) in accordance to SAE J2105.
5. Filtration system must be >98% efficient with SAE fine dust test (SAE J1533).
6. Unit shall have following equipment: one combination lock kit, ashtray, cigarette lighter, cab
heating with filter, fresh-air inlet and defroster, floor mat, interior lights, two (2) interior and two
(2) exterior rear-view mirrors, left and right opening window, tinted safety glass, 3" (76 mm)
retractable seatbelt (SAE J386), adjustable hydraulic lever console, operator's seat with high
backrest and heating, storage compartment, sun visor, beverage holder, front and rear windshield
washers and wipers, interval function for front and rear windshield wipers, service platforms
with anti-slip surfaces and hand rails on rear fenders, speedometer.
K) LOADER LINKAGE
1. All linkage pins must be double sealed and have ground access lubrication points.
L) WARRANTY
1. Unit must carry the manufacturer's standard new machine warranty. A copy of the warranty
must be attached to the bid proposal. Any additional available warranties may be described and
priced as optional.

2. Unit shall have a lifetime warranty on front/rear frame, articulation and lifting frame.
M) ADDITIONAL OPTIONS TO BE INCLUDED IN THE BID
1. AM/FM and Bluetooth enabled radio and speakers (minimum of 2) to be included in the cab
of the machine.
2. Unit shall be equipped with a self-greasing system for automatic intervals of greasing the
machine from the designated-on board grease reservoir. Period of greasing will be determined
through discussions with the Port staff upon delivery.
