CITY OF SUMMIT
PROJECT:
ORCHARD STREET IMPROVEMENT PROJECT
DEPARTMENT: DEPARTMENT OF COMMUNITY SERVICES
DIVISION OF ENGINEERING & PUBLIC WORKS
Sealed bids will be opened by the Purchasing Agent of the City of Summit, Union County, New Jersey
no later than 11:00 A.M. prevailing time, DECEMBER 16, 2025 in the Council Chamber, First Floor,
City Hall, 512 Springfield Avenue, Summit, New Jersey for:
ORCHARD STREET IMPROVEMENT PROJECT
in accordance with the specifications and proposal forms for same which may be obtained at the office
of the Department of Community Services, 512 Springfield Avenue, Summit, N. J. during regular
business hours, 8:30 am – 4:30 pm, Monday – Friday for free.
All bids shall be addressed to PURCHASING AGENT, CITY OF SUMMIT, 512 SPRINGFIELD
AVENUE, SUMMIT, NJ 07901. Bids, along with bid securities, must be enclosed in a properly
SEALED envelope bearing on the outside the name of the bidder and the NATURE OF THE BID
CONTAINED THEREIN.
A Bid Security is required in the amount of ten percent (10%) of the total bid, not to exceed
$20,000.00, in the form of a bid bond, certified check or cashier's check, made payable to the City of
Summit.
Bidders are required to comply with the requirements of any and all applicable Federal, State and local
laws, regulations and requirements, including but not limited to: N.J.S.A. 34:11-56.25 et seq.
(Prevailing Wage Act); N.J.S.A. 52:25-24.2 (Statement of Ownership Disclosure); N.J.S.A. 10:5-31 et
seq. and N.J.A.C. 17:27 et seq. (Affirmative Action); N.J.S.A. 52:32-44 (Business Registration), and
the City’s adopted minimum standard insurance requirements.
The Common Council reserves the right to reject all bids or proposals, waive any minor defects, and
consider bids for sixty (60) days after their receipt pursuant to the Local Public Contracts Law, N.J.S.A.
40A:11-1 et seq.
No charge shall be made or recovery had for publishing any official advertising unaccompanied by
such statement of price. All work must be completed by JUNE 30, 2026. The following are the major
items of the project:
BID ITEM 14 – HMA MILLING, 2” OR LESS
BID ITEM 15 – HOT MIX ASPHALT 9.5M64 SURFACE COURSE, 2” THICK
BID ITEM 19 – CONCRETE SIDEWALK, 4” THICK
BID ITEM 23 – GRANITE CURB
